The police in Jiyuan, Henan Province recently announced a gang fraud case, the gang sent migrant workers to work in a steel mill, and the inside and outside should cooperate, and the adulterated sales of fake and shoddy steelmaking products were used to defraud, involving an amount of nearly 600 million yuan.
Every morning from 7 to 10:30 a.m., it is the busiest time for this steel mill's alloy warehouse. Trucks from all over the country carrying alloy raw materials used in steelmaking line up for sampling and inspection, and after passing the inspection, they can be purchased by steel mills. Among them, silicon-manganese alloy is an important raw material for the production of high-quality steel, which is in high demand and has a high price.
In 2022, during a video inspection, the security officers of the steel mill found that a truck transporting silicon-manganese alloy was not parked in the designated area according to the regulations of the steel mill, but was parked on a hidden road section.
According to the staff of the steel mill, in order to ensure the quality of these raw materials, each truck must be sampled and has a special process. Each truck is generally loaded with 28 to 33 raw material bales, each weighing 1 tonne, which will be sprayed with numbers and sealed before sampling. Subsequently, the handheld terminal system is used to draw the number, which number is drawn, and the corresponding number of raw material packages on all trucks on the day is checked.
However, the security department of the steel mill found that after the code was sprayed, the truck was only in the number package that was sampled, which was loaded with qualified silicon-manganese alloy, and the other more than 20 packages were all defective products and counterfeit alloy products, and the steel mill immediately called the police.
Gang crime is organized and premeditated, and there is collusion between inside and outside the factory
According to the steel mill staff, these trucks are sampled at a rate of 30% per vehicle, and the 8 to 10 numbers drawn are confidential, only the steel mill staff know, so how does this "shoddy" truck realize the first to know the sampling number and then carry out the coding? After investigation, the police in Jiyuan, Henan Province found that this was an organized and premeditated criminal gang targeting steel mills and enterprises, and colluding with each other inside and outside the factory.
After receiving the report, the Economic Investigation Detachment of the Public Security Bureau of Jiyuan City, Henan Province, immediately organized a special case team to review and analyze the video provided by the factory and verify the identity information of the relevant personnel of the truck. After four months of investigation, the police handling the case gradually mastered the organizational structure of the criminal gang headed by the criminal suspects Niu Moubing, Niu Moujun, and Li Moufei.
After investigation, in 2010, two brothers, Niu Moujun and Niu Moubing, two criminal suspects from Anyang, recruited more than 20 people from the same village and their relatives to register and establish a company. Since the company did not have production capacity, it relied on four manufacturers qualified to produce silicon-manganese alloy and signed a contract with this steel mill to sell silicon-manganese alloy. Niu Moujun successively arranged 5 stevedores to work in the steel mill, stealing and transmitting the sampling number in the quality inspection link, and the delivery personnel received the number transmitted by the stevedore, and used the truck queuing time to spray the code.
Shi Bin, a police officer from the Economic Investigation Detachment of the Public Security Bureau of Jiyuan City, Henan Province: They organized a relatively clear division of labor, and the four delivery personnel kept in touch with the five stevedores in the alloy warehouse.
Suspect Xu Moudong: The worker working in the alloy warehouse told me the code of the sampling inspection through WeChat or called me, or asked the driver to take the piece of paper with the code drawn on it and spray it according to the number.
According to the police handling the case, 10 kilometers away from the steel mill, there is a warehouse of the gang. Two people in the gang are responsible for purchasing substandard silicon-manganese alloy and low-silicon, ferrochrome slag and other scraps from other places, and there are 30 tons of qualified silicon-manganese alloy transported from contract manufacturers in other provinces every day. Over the past 10 years, the profit amount has reached 140 million yuan.
So far, 19 suspects have been arrested in the case, and the procuratorate has prosecuted 16 suspects for contract fraud. The case is still under further proceedings.
