The Municipal Public Administration Bureau actively promotes the digital transformation of the platform system, improves and expands the service functions of the platform, and is committed to creating a transparent, efficient and convenient public resource trading environment with the "synchronization of five modernizations" as the traction.

(1) "Standardization" of transaction services. Formulate the "Huaibei City Public Resources Trading Platform Service Rules", service environment, functional facilities, transaction process, post operation, platform construction, supervision and management, service requirements and other 12 aspects of service standards, refined into 117 content publicity, build "everything has standards to follow, posts according to the standard specifications, everyone according to the standard performance of the standard" transaction service standardization system, to promote the scope of service clearer, service content more clear, service process more optimized, service links more smooth.

(2) The transaction process is "electronic". Deepen the electronic transaction of the whole process, and the bidding enterprises will operate online from the whole process of downloading the bidding documents, uploading and decrypting the bidding documents, issuing the bid winning notice, signing the contract, etc., breaking the geographical space restrictions, focusing on reducing transaction costs, significantly improving transaction efficiency, making the data "more runs" and the bidding enterprises "zero errands", effectively reducing the burden of bidding enterprises and stimulating market vitality. It saves about 72 million yuan for market entities every year.

(3) "Digitization" of transaction witnesses. It is the first in the province to introduce the "person and certificate comparison, electronic signature" system of bid evaluation experts to realize the electronic identity verification of bid evaluation experts and standardize the access management of bid evaluation areas. Establish a multi-dimensional three-dimensional monitoring system, install cameras and pickups in the bid evaluation area, conduct all-round, full-time, multi-angle, and no dead angle supervision in the bid evaluation area and overnight rest area, and "leave traces throughout the process" and burn them into electronic files to ensure independent review by experts, authentic and reliable data, and standardized and orderly on-site, so that the transaction process runs under the "sunshine".

(4) Remote bid evaluation is "normalized". The "circle of friends" of remote cooperation continues to expand, and the cross-regional remote bid evaluation extends to more than 40 cities inside and outside the province, and the bid evaluation has changed from on-site "face-to-face" to online "key-to-key", and the proportion of remote bids will reach more than 70% in 2023. It signed an agreement with Jiangsu Provincial Public Resources Trading Center, successfully joined the Jiangsu Provincial Remote Bid Evaluation and Coordination System, and shared high-quality expert resources, which has taken a solid step in accelerating the integration into the high-quality development of the Yangtze River Delta.

(5) "Shielding" of bid evaluation. Innovate and carry out the intelligent evaluation mode of "double-blind + remote + horizontal dark bid", by shielding the bidder's information, the blind selection of the tenderer, and the blind evaluation of experts, the "clear standard" with different forms in the traditional mode is converted into a unified format and the module is disrupted "dark standard", which effectively blocks the risk of experts being hunted, minimizes the "subjective score" of experts, reduces the rate of objection (questioning) and complaint after the bid, and makes the bid evaluation results more fair and just.
