The Standing Committee of the Shannan Municipal People's Congress carries out the "National Unity and Progress Yalongxing" activity in the city, county and township people's congresses every year, conscientiously implements the requirements of the "Nine Advances" of national unity and progress, and uses a variety of methods to continue to do a good job in rectification and improve the effectiveness of supervision. In the city's more than 5,000 people's congress deputies set up posts and responsibilities, the national unity post is a mandatory option and recorded in the deputies' performance files. The "Shannan Grassroots Farmers and Herdsmen People's Congress Deputies Study Reader of the National Common Language" was printed and distributed, and more than 2,000 grassroots farmers and herdsmen people's congress deputies at all levels were organized to learn to use the national common language and conduct examinations for all employees. With the theme of studying and implementing the "Regulations on the Establishment of a Model Zone for Ethnic Unity and Progress in the Tibet Autonomous Region", more than 3,300 deputies to the National People's Congress actively participated in the legal publicity activities on the theme of "Ethnic Unity, Start with Me", which led more than 120,000 people to participate extensively.

Among the 12 local regulations formulated and promulgated by the Standing Committee of the Shannan Municipal People's Congress, 50% of them involve ecological and environmental protection. The "Small Incision" legislative achievements such as the Regulations on the Protection of the Yarlung Zangbo River in Shannan City, the Regulations on the Protection of Yangzhuo Yongcuo in Shannan City, and the Regulations on the Protection of Seabuckthorn Forests in Shannan City have realized the legalization of the protection of "one river, one lake and one tree". It is worth mentioning that under the proposal and leadership of the Standing Committee of the Shannan Municipal People's Congress, the Standing Committees of the four municipal people's congresses of the Yajiang River simultaneously promulgated regulations on the protection of the Yarlung Zangbo River, which became the first joint legislation on river basin protection in the legislative history of the Tibetan People's Congress. The Standing Committee of the Shannan Municipal People's Congress carries out the "Yalong Environmental Protection Tour" activities every year, successively carries out law enforcement inspections on the implementation of laws and regulations such as the Environmental Protection Law and the Air Pollution Prevention and Control Law, listens to and deliberates the report of the municipal government on the environmental status and the completion of environmental protection goals in the previous year, and adopts methods such as open and secret visits, questionnaire surveys, and environmental protection inspectors to rectify and implement "looking back", so as to effectively supervise and protect the beautiful Shannan.
