5. The participating experts will conduct a preliminary review of the design plan and the special safety plan, and inquire about the relevant situation of the project, and the experts will put forward their own opinions. The main content of the expert argument:

(1) Whether the content of the special plan is complete and feasible;

(2) Whether the calculation and verification basis of the special plan conform to the relevant standards and specifications;

(3) Whether the basic conditions for safe construction meet the actual situation on site.

After the opinions of the expert group are put forward, the meeting will be adjourned for about half an hour so that the experts can unify and clarify the evaluation opinions.

6. After the resumption of the meeting, the leader of the expert group will read out the final opinions of the review, and the expert group will submit the demonstration report. Make clear comments on the content of the argument and sign the argumentation report. The report serves as a guide for the revision and improvement of the special plan.

7. Other parties express their views and opinions on the expert review opinions, and can ask the expert group if they have any questions.

8. Finally, the presiding officer of the meeting shall clarify the matters to be decided by the meeting, including the modification of the plan or the modification of the design.
