"Every inspection must be examined" refers to the emergency management departments at all levels when carrying out various types of open and secret inspections such as law enforcement inspections and inspections of production safety to enterprises, according to the actual situation of the industry, production and operation scale, safety risk level and other aspects of the enterprise's main person in charge, safety production management personnel (including safety directors), special operations personnel and other employees' safety production knowledge and management ability, emergency response and post practical operation ability.

According to the "Notice", the "compulsory examination for every inspection" can flexibly choose one or more methods such as closed-book examination, on-site random questioning, finger dictation, and simulation drills according to the actual inspection work. In principle, the main person in charge is the compulsory personnel, and the personnel in key positions such as safety production management personnel, technical personnel, workshop directors, and team leaders shall not be less than 10% (no less than 1 person each), and no less than 5% (not less than 5 people) of front-line personnel such as special operation personnel.

For those who fail to pass the examination, the relevant personnel of the enterprise organization should be ordered to study carefully and participate in the supplementary examination until they pass the examination. "Every inspection must be examined" refers to the emergency management departments at all levels when carrying out various types of open and secret inspections such as law enforcement inspections and inspections of production safety to enterprises, according to the actual situation of the industry, production and operation scale, safety risk level and other aspects of the enterprise's main responsible person, safety production management personnel (including safety directors, the same below), special operations personnel and other employees' safety production knowledge and management ability, emergency response and post actual operation ability.

Safety production is an important basic and institutional work to promote the three-year action of tackling the root cause of safety production in the province and the quantitative improvement project of the implementation of the main responsibility of enterprise safety production, which is of great significance to urge enterprises to implement the main responsibility of safety training and improve the safety awareness and business skills of employees. 2. Actively promote the system of "every examination must be examined".

(3) Strict handling of problems. 3. Job requirements

(2) Strengthen preparation for examinations. Inspectors should combine the inspection work arrangements and the actual situation of the enterprise, do a good job in the preparation for the inspection, and determine the scope, method and content of the inspection. If a closed-book examination is carried out, it is necessary to set the type of examination major, the proportion of question types, etc., and prepare paper or electronic test papers in advance. When giving feedback on the inspection situation, it is necessary to report the inspection situation on the spot, truthfully record the inspection record and file it.

(3) Strengthen law enforcement punishments. It is necessary to follow up on the implementation of the law enforcement measures of "every inspection must be examined", and severely crack down on violations of laws and regulations such as no training, fake training, and "going through the motions". If it is found that the safety training of the enterprise is not in place and the assessment is not strict, administrative punishment shall be imposed in accordance with the law; If it is found that the main responsible person and the safety production management personnel have not performed their duties of safety production training, "double punishment in one case" shall be implemented.

(4) Strengthen social oversight. It is necessary to conduct statistical analysis in a timely manner on the situation of the compulsory examination in the region, regularly publish the passing rate of all kinds of personnel in the local mainstream media and the websites of government departments, as well as the results of the disposition of those who fail to pass the examination, and consciously accept social supervision.

(5) Strengthen rewards and punishments in evaluations.
