When he first took up his post in the Audit Bureau, Zhang Heng devoted himself to the audit work with full enthusiasm, insisted on understanding in the audit, learning in the middle of learning, and practicing in learning, and completed the tasks assigned by his superiors and leaders with high standards and strict requirements. In order to improve his professional ability, on the one hand, he humbly learned from the old comrades in the unit, learned lessons and lessons, and worked hard to enrich his "knowledge base"; On the other hand, he actively participated in more than 20 times of various audit professional trainings organized by superior departments to continuously improve his practical skills.
From 2019 to 2023, as the capable force of the Hui'an audit system, Zhang Heng was appointed by the Quanzhou Municipal Audit Bureau for 5 times as the head of the audit team to lead a team to some towns and towns in Nan'an City, Dehua County, and Jinjiang City to carry out the audit of the economic responsibility of the main leaders of small towns and the audit of natural resource assets. On one occasion, when reviewing the account books and related bills of a fishing port company affiliated to a township, the audit team found that a company cadre had transferred the typhoon entry subsidy that should have been issued to fishermen to his bank account, involving millions of dollars. Zhang Heng and the members of the audit team immediately followed the clues to investigate, peeled off the cocoon, and found that the cadre was involved in a number of disciplinary violations such as the private storage and private use of public funds, and handed them over to the discipline inspection department for handling in accordance with regulations.
During the audit of the economic responsibility of the main leaders of small towns and the audit of natural resource assets during their tenure, Zhang Heng traveled for more than 300 days, efficiently completed 10 audit projects, pointed out 626 problems of the audited units, and put forward 52 audit suggestions to promote the audited township leading cadres to perform their duties and responsibilities. Among them, the comprehensive report of the audit results in 2023 has been affirmed by the main leaders of the Municipal Party Committee and Municipal Government.
"Nothing is higher than loving the people, and nothing is better than being happy with the people." Keeping in mind the belief of "auditing for the people", Zhang Heng paid close attention to key areas such as the implementation of major policies, the benefits of special funds, and the effectiveness of doing practical things for the people, and organized a series of special audits such as epidemic-related funds and materials, grain reserves, renovation of old communities, and domestic waste transfer.
"It is recommended to strengthen the management of the whole process of garbage collection and disposal, form a whole-process supervision mechanism of 'delivery-collection-transportation-treatment', and strengthen supervision and assessment"; "It is recommended to speed up the construction of emergency rice production lines, improve the construction of grain storage infrastructure at the county level, strictly inspect the daily inspection of storage enterprises, and do a good job in grain account sheets...... In the special audit work, Zhang Heng paid attention to observation, thought carefully, and pointed out 112 problems of the audited unit from the perspective of county development and the interests of the masses, put forward 36 audit suggestions, corrected 30.3512 million yuan of irregular management funds, and promoted financial revenue and expenditure of 4.2579 million yuan, and the audit results were affirmed by the county leaders.

Auditing is an important part of the supervision system of the Party and the state, and auditing work plays an important role in safeguarding national economic security, supervising the operation of power, and promoting socialist democracy and rule of law. In his work, Zhang Hengyong shoulders heavy burdens, is good at finding problems, dares to reform and innovate, and interprets the responsibility of auditors in the new era with hard work.
In the process of conducting regular audits of county-level departments and townships, the situation reported by some units has attracted Zhang Heng's attention. "One will audit to investigate, one will inspect the inspection office, and the other will be a special inspection by the Commission for Discipline Inspection, and the grassroots are often exhausted." In order to reduce the burden on the grassroots and further coordinate the supervision forces of all parties, Zhang Heng actively explored the establishment of a "patrol linkage" working mechanism, strengthened cooperation, close cooperation and formed a joint force with the inspection office of the county party committee, and carried out patrol linkage in the Shanxia Town and Xiaoqiao Town projects, giving full play to the advantages of "political physical examination" and "economic physical examination" of inspection and supervision, so as to achieve information sharing, task coordination, targeted treatment, and mutual use of results, so as to achieve the supervision effect of "1+1>2".
The internal audit work of the unit is also a key area that Zhang Heng pays attention to. In 2023, when conducting a special audit of the school-running situation of a complete middle school in our county, the audit team found that there were problems such as poor management and unclear accounts in the nutrition improvement canteen for compulsory education students in the school. With years of work experience, Zhang Heng realized that this was not an isolated case, but a common issue related to the health and vital interests of students. In order to improve the efficiency of auditing and promote problem solving, Zhang Heng guided the education system to carry out a comprehensive investigation, self-examination and self-correction, and promoted 26 schools to carry out special internal audits of the nutrition improvement plan for students in the compulsory education stage, helping schools to further improve the internal audit rules and regulations, so that students can eat "assured meals" and "healthy meals".
Hard work pays off. Since 2019, Zhang Heng has presided over the formulation of the "Notice of the Office of the Audit Committee of the Hui'an County Party Committee of the Communist Party of China on Printing and Distributing the Implementation Plan for the Internal Audit Work of Hui'an County" and the "Supervision and Guidance Plan for the Internal Audit Work of the Audit Bureau of Hui'an County" in combination with the actual situation in Hui'an; Promote the establishment of 33 internal audit working groups in the county, focusing on guiding 15 administrative organs, 12 towns, 3 state-owned enterprises, and 2 county-level systems to carry out internal audit work, and the county has carried out 5 trainings, carried out 74 internal audit projects, and found 246 problems in internal audit.
At the same time, Zhang Heng adheres to the main responsibility and main business of audit supervision, takes the lead in carrying out joint supervision of audit rectification "looking back", and cooperates with the Standing Committee of the County People's Congress, the County Commission for Discipline Inspection, and the Organization Department of the County Party Committee to sort out, inspect and supervise the rectification of problems found in the audit of our county, and further implement the main responsibility of the rectification of the problems of the audited unit, and promote the rectification of 317 problems.
