On the 24th of last month, the Ministry of Commerce, the Ministry of Finance and other 7 departments jointly issued a notice on the "Implementation Rules for Car Trade-in Subsidy", informing individual consumers to scrap eligible fuel vehicles and new energy vehicles, will be given a one-time fixed subsidy, the subsidy standard ranges from 7,000-10,000 yuan.

In view of the implementation rules, consumers are more concerned about the implementation time, subsidy application time, subsidized vehicle scope and how to apply for subsidies, etc., a few days ago, the Ministry of Commerce has provided detailed answers to relevant questions, as follows:

When will the car trade-in be implemented and when will the subsidy be applied?

A: The implementation period will start from the date of issuance of the Detailed Rules (i.e. April 24, 2024) to December 31, 2024. The subsidy application period is from April 24, 2024 to January 10, 2025. If it is necessary to change the relevant information of the amendment, it should also be completed before 24:00 on January 10, 2025. If the subsidy application is not submitted or the relevant application information is supplemented and corrected within the time limit, the subsidy will not be processed. (2nd batch Q&A update)

Answer: During the implementation of the policy, a fixed subsidy will be given to individual consumers who scrap passenger cars with emission standards of China III and below or new energy passenger vehicles registered before April 30, 2018 (including that day), and purchase new new energy passenger cars or new passenger cars with a displacement of 2.0 liters and below that are included in the Ministry of Industry and Information Technology's "Catalogue of New Energy Vehicle Models for Reduction and Exemption of Vehicle Purchase Tax".

(6) The above-mentioned "Scrapped Motor Vehicle Recycling Certificate", "Motor Vehicle Cancellation Certificate", "Motor Vehicle Sales Uniform Invoice" and "Motor Vehicle Registration Certificate" shall be issued between the date of issuance of the "Detailed Rules" and December 31, 2024.

What is the issuance time of the above-mentioned old car and new car documents?

Answer: (1) The scrapping date of the old vehicle shall be subject to the delivery date stated on the "Scrapped Motor Vehicle Recycling Certificate". (2) The cancellation date of the old vehicle shall be subject to the cancellation date stated on the "Motor Vehicle Cancellation Certificate". (3) The date of purchase of a new car shall be subject to the invoice date stated in the "Uniform Invoice for Motor Vehicle Sales" issued by the automobile sales enterprise. (4) The registration date of the new vehicle shall be subject to the registration date stated on the "Motor Vehicle Registration Certificate" issued by the public security department.

How can I apply for the subsidy?

Answer: There are two main ways to submit the subsidy application online: (1) The mobile phone can search for the "car trade-in" mini program on the homepage of Alipay, Douyin and other platforms, or directly scan the QR code of the "car trade-in" mini program, enter the application page, fill in the application information and upload the required attachments. (2) On the computer side, you can log in to the website of the "National Automobile Circulation Information Management System" (https://qclt.mofcom.gov.cn), click on the topic of "car trade-in", enter the application page, fill in the application information and upload the required attachments.

What documents should be provided to apply for subsidy funding?

Answer: The following materials should be provided to apply for the car trade-in subsidy fund: (1) The applicant's identity information, the front and back photos of the ID card need to be uploaded; (2) Applicant's bank account information; (3) Original photos or scanned copies of the "Scrapped Motor Vehicle Recycling Certificate" and "Motor Vehicle Cancellation Certificate". (4) Original photos or scanned copies of the "Uniform Invoice for Motor Vehicle Sales" and "Motor Vehicle Registration Certificate" for new vehicles;

If there are special circumstances such as changing the name and ID number, relevant supplementary materials shall be submitted, which shall be subject to the requirements of the local competent department of commerce.

Owners who intend to apply for car trade-in subsidy funds should upload the above materials to the car trade-in platform within the time limit specified in the Detailed Rules. After being reviewed by the local departments of commerce, finance, public security, industry and information technology, the audit results will be fed back through the car trade-in platform. If the information submitted by the applicant is true and complete, and meets the requirements of the Detailed Rules, it shall be reviewed and approved. If the information submitted by the applicant is incomplete or unclear and unrecognizable, the place of acceptance shall inform the applicant of the request for supplementing and correcting the information, and the applicant shall supplement and correct the relevant information through the original channel before the application deadline as required.

Will the subsidy be directly deducted from the purchase price of the car or will it be paid in cash?

A: Cash subsidies will be issued. After the owner completes the procedures for scrapping the old car and purchasing the new car, he submits the application for subsidy information through the car trade-in platform, and after the information is approved, the local financial department will allocate the subsidy funds to the bank account provided by the applicant according to the procedures.

Who should I sell my old car to?

Answer: According to the relevant provisions of the "Measures for the Management of Scrapped Motor Vehicle Recycling" and its implementation rules, the owners of old cars need to hand over the scrapped old vehicles to qualified scrap recycling and dismantling enterprises for scrapping. All localities shall not require the sale of scrapped vehicles to designated enterprises. The list of scrapped recycling and dismantling enterprises can be inquired through the local competent department of commerce, local telephone consultation hotlines, and car trade-in applets.

What are the processes for scrapping old cars?

Answer: the owner of the old car will scrap the old car to the motor vehicle recycling and dismantling enterprise, the scrapped motor vehicle recycling and dismantling enterprise for the scrapped motor vehicle, shall issue the "scrapped motor vehicle recycling certificate" to the motor vehicle owner, take back the motor vehicle registration certificate, license plate, driving license, and in accordance with the relevant provisions of the state to the traffic management department of the public security organ for cancellation of registration, the "motor vehicle cancellation certificate" to the motor vehicle owner.

Who is responsible for reviewing subsidy applications and disbursing subsidy funds?

Answer: The relevant departments in various localities are responsible for reviewing the subsidy application and issuing the subsidy funds. According to the "Detailed Rules", after receiving the application materials, the local competent departments of commerce, together with the departments of finance, public security, industry and information technology, will review them in accordance with their functions and responsibilities, and feedback the review results through the car trade-in platform.

The competent departments of commerce in various localities shall promptly summarize the information of applicants who meet the conditions for subsidies, determine the amount of subsidies, and submit applications for funds to the financial departments. According to the suggestions of the competent department of commerce, the local financial departments shall allocate the subsidy funds to the bank account provided by the applicant in accordance with the procedures.
