Recently, a rare new type of telecommunications network fraud case occurred in Haizhou District, Lianyungang City, Jiangsu Province, under the guise of "selling classes" to attract fans. After several months of continuous efforts, this Internet fraud gang was finally successfully defeated, 61 criminal suspects were arrested, and more than 40 computers and more than 600 mobile phones were seized.

At the end of 2023, when Ms. Cao, a citizen, was browsing Douyin at home, she was attracted by an advertisement that taught video clips and made money easily, so she added the other party's WeChat, paid 2,997 yuan for tuition, downloaded the software set by the other party, and immediately started studying. Unexpectedly, after learning for a short time, she found that the course she purchased was a recorded and broadcast fake course, which could not achieve the effect of the other party's promise to "attract fans", and the other party also violated her promise and refused to refund it.
After the incident, it was found that since 2023, the city has received a total of 11 reports involving Douyin's "selling classes" fraud. The suspect's modus operandi is to use Douyin promotion to induce the victim to add the mentor's corporate WeChat, and after gaining trust, he asks him to add a financial WeChat, collect "tuition" through the payment code, and finally guide the victim to download the remote conference software to "teach" in a centralized manner with the identity of a fictitious "Douyin official cooperative lecturer" to complete the closed-loop routine of fraud.
Follow the line and see the sun
After investigation and judgment, it was found that the instructor who taught the class was not an isolated individual, and there was a criminal gang with a clear division of labor and a well-organized criminal gang behind it to provide support. Soon, the gang's organizational structure, modus operandi and process of committing the crime surfaced.
It turned out that while the gang recruited full-time "customer service" for "speech" training, it also actively looked for professional agency companies to cooperate and recruit students on short video platforms such as Douyin. Once the trainees add their WeChat, they will inform the trainees of the platform rules such as training and teaching qualifications, successful cases, and Douyin live streaming in the chat, and provide relevant training packages.
After continuous peeling and expanding the line of operation, in early April 2024, the identity information of many major criminal members such as mentors and customer service was finally locked, as well as their 6 "studios" in Changsha, Hunan Province and Liuzhou, Guangxi Province. At this point, the time is ripe for arrest.
On April 25, the task force traveled more than 1,100 kilometers to Changsha and Liuzhou to crack down on fraud dens entrenched in the two cities.
Due to the large number of people involved in the case, the scattered hiding dens, and the close ties between the gangs, which made it very difficult to close the net, the special case group worked closely with the local police to investigate the six dens and formulate a thorough arrest plan.
After the action order was issued, all the scouts immediately cooperated efficiently and synchronously attacked, quickly broke through all the dens, arrested 61 fraud members who were "selling classes" on the spot, seized more than 40 computers and more than 600 mobile phones, and completely cut off the chain of fraud "black hands".
After day and night interrogation and verification, the task force preliminarily found that since its establishment in September 2023, the criminal gang has extended its fraud tentacles to more than 100 cities in more than 20 provinces across the country, with thousands of people deceived and more than 2,000 yuan involved.
At present, criminal coercive measures have been taken against the relevant criminal suspects, and the case is still under further investigation.
