In order to do a good job in the implementation of the car trade-in subsidy, the relevant departments of business are hereby answered as follows the relevant questions that the public has recently been concerned about:
1. When will the car trade-in be implemented and when will the subsidy be applied?
A: The implementation period will start from the date of issuance of the Detailed Rules (i.e. April 24, 2024) to December 31, 2024. The subsidy application period is from April 24, 2024 to January 10, 2025. If it is necessary to change the relevant information of the amendment, it should also be completed before 24:00 on January 10, 2025. If the subsidy application is not submitted or the relevant application information is supplemented and corrected within the time limit, the subsidy will not be processed.
2. What kind of vehicles are included in the "Detailed Rules" and below the emission standard fuel passenger vehicles of China III and below?
Answer: In the national mandatory standard "Light Vehicle Pollutant Emission Limits and Measurement Methods (China III, IV Phase)" (GB18352.3-2005) Phase IV requires the full implementation of the national registration of cars registered before, that is, before June 30, 2011 (including the day) registered gasoline passenger cars, before June 30, 2013 (including the day) registered diesel passenger cars and other fuel types of passenger cars, all belong to the scope of the national III and below car trade-in subsidy. Other fuel types include blended oil, natural gas, LPG, methanol, ethanol, hydrogen, biofuels, and more. Imported automobiles are implemented with reference.
3. If a consumer purchases a new energy vehicle included in the Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax Reduction and Exemption during the implementation period of the policy, will the model be removed from the Catalogue of New Energy Vehicle Models Exempted from Vehicle Purchase Tax Reduction and Exemption when submitting the subsidy application, will the consumer be eligible for the subsidy?
Answer: Based on the date of issuance of the "Uniform Invoice for Motor Vehicle Sales", the model can enjoy the subsidy in the Ministry of Industry and Information Technology's "Catalogue of New Energy Vehicle Models for Reduction and Exemption of Vehicle Purchase Tax" on the date of invoicing.
4. Is there a time sequence requirement for scrapping old cars and buying new ones?
Answer: The owner can scrap the old car first, or buy a new car first, and the "Scrapped Motor Vehicle Recycling Certificate", "Motor Vehicle Cancellation Certificate", "Motor Vehicle Sales Uniform Invoice", "Motor Vehicle Registration Certificate" and other supporting materials should be issued between April 24, 2024 and December 31, 2024.
