Question 1: Grassroots emergency work involves a wide range of areas, whether it is daily coordination, hidden danger investigation, or response to emergencies, etc., it is often easy to appear the phenomenon of "Kowloon water control".
Answer: Xiqing actively explores the standardization of emergency management business, takes Jingwu Town as a pilot, sorts out and integrates the responsibilities of various departments, and the responsibilities are clear to the people. A few days ago, the whole region held a pilot observation meeting. Based on their own actual conditions and pilot experience, each street and town and Jingkai Group have further improved their organizational structure, strengthened the coordination and interaction of multiple emergency response forces, and ensured the realization of institutionalized and standardized response.
Question 2: The response speed is not fast enough.
A: High response speed is inseparable from efficient command. To this end, our district has built a four-level emergency management command platform of "district-town (committee office)-village (resident)-grid member". Grid staff directly report emergencies, potential safety hazards and inspection records to the platform, reduce duplicate coordination, layer by layer reporting and other links, and realize one network sharing at all levels to ensure upper and lower linkage, horizontal cooperation, and smooth connection.
Question 3: The practicability of the disaster relief emergency plan is not strong, and some of the emergency plans only have a paper document, which is divorced from reality, and there is even no propaganda and drills, and the masses do not know about it.
A: Prevention is the most important, cost-effective and effective method of emergency management. Our district has issued 1 set of overall emergency plans, 32 sets of district-level special emergency plans and 398 sets of grass-roots emergency plans, further clarifying the response and disposal needs of each link, as well as how to respond to emergencies between various departments and territories, and regularly carry out emergency drills, be familiar with the plans and practical operations, and prevent various safety risks.
Question 4: Grassroots emergency management has a large number of tasks and requires a lot of strength, and it is difficult to integrate the resources of all parties.
Answer: The district emergency bureau integrates communication, command and dispatch in one of the big data emergency command platform, which enters the information of the plan, materials, regulations, teams, expert databases, etc., and effectively integrates emergency rescue resources.
In the event of an accident or disaster, the district emergency bureau will take the lead in organizing public security, fire protection, health and other departments to conduct consultation, research and judgment, command and decision-making at the first time. In the on-site disposal, all rescue forces will be dispatched in a unified manner based on the information of the data platform to ensure that the emergency handling is effective, orderly, fast and efficient.
Question 5: Insufficient investment in emergency equipment and material support, some infrastructure facilities are in disrepair, and the ability to resist disasters and reduce disasters is weak.
A: This year, the region has upgraded and improved 435 sets of emergency equipment, covering five categories: forest fire fighting, water rescue, flood fighting, earthquake and geological disaster rescue and comprehensive support. At the same time, a comprehensive survey of high-risk areas of natural disasters and key densely populated places was carried out to determine the installation site selection of high-point video surveillance and emergency response terminals.
