Focus on the issues of concern to the masses and give play to the role of "deliberation" in the front
The meeting originated from the opening of a bus line. It is understood that the Community Affairs Reception Service Center located in the Aibo area of Xinhong Street will be relocated to No. 55 East Huamei Road, and the new site is about 3.4 kilometers away from the original site. As the largest residential community in Xinhong Street, Aibo Community has the largest number of people who go to the reception center to handle business on weekdays. Considering that after the relocation, the new site is far away from the existing two bus stations (about 700 meters away from the Qixin Road station and about 600 meters away from the Beidi Road station), resulting in a long walking time for residents, especially the elderly with inconvenient legs and feet, in order to solve the "last kilometer" problem of residents' business, a feasible solution is to add a new customized bus line, and the preliminary estimate is that it will take about 30 yuan per year. Is there a need for a customized line? After opening, how to determine the route and frequency? These issues need to be fully consulted and investigated, and the opinions and suggestions of all parties need to be widely listened to. In the face of these problems, the Xinhong Street People's Congress Working Committee actively played the role of the "People's City Council", based on the functions of the People's Congress, two weeks in advance to the residential areas and relevant units in the jurisdiction to solicit opinions and suggestions on the preliminary plan, and each unit sent representatives to participate in the deliberation activities, and actively provide suggestions and guidance for the shuttle bus decision-making.
At the meeting, the person in charge of the street urban construction center first introduced the background and preliminary plan of the shuttle bus operation of the reception center, and explained in detail the relevant shuttle bus routes and shift plans. As for whether there is a need to open the shuttle, most residents believe that the opening is beneficial to residents, but it is impossible to determine how many people will take it after the actual operation and whether the shuttle bus can play its due role. Zhu Lingfang, a deputy to the National People's Congress, said that it is a good thing for the street to take a step forward for the residents, but whether the increase in shuttle buses can play a real role still needs to be carefully investigated and demonstrated. She suggested that we should do practical things to the hearts of the people.
"Huamei is an old community, and the roads are relatively narrow, with two-way single lanes. According to the current design scheme, it enters from Tianshan West Road and then takes East Huamei Road, which may be a little difficult to stop, and this problem needs to be considered. The representative of the masses of the Huamei Road Second Neighborhood Committee said. In terms of route design, Yuan Jiaxi, a representative of the Minhang District People's Congress, suggested that the driving route should be from Tianshan West Road to Qixin Road, and then eastward into Wubei Road to form a ring road, which is expected to alleviate road congestion in Huamei to a certain extent.
There are also representatives of the masses who reflect that the shuttle bus should be used to the best of its ability, and it is suggested that the route design should benefit the surrounding people as much as possible. Representatives of residents of Shamao Community and Hanghua District said that their communities are far away from the reception center, and it is a long way to take the bus transfer, and it is recommended to consider the residents of Hanghua and Shamao in the route design. Jin Yan, a deputy to the Minhang District People's Congress, also expressed his views. He suggested that the frequency of flights could be appropriately reduced, and the lines could be extended to cover the two districts of Hanghua and Aibo, so that the residents of these two areas would benefit.
The atmosphere at the meeting was warm, and representatives from all parties spoke freely on key issues. The street urban construction center also actively interacted with residents, deputies to the National People's Congress, and members of the Chinese People's Political Consultative Conference, and listened carefully to everyone's opinions and suggestions on the customized shuttle bus project. "I think the form of the discussion activities is very good, which fully stimulates the enthusiasm of the masses to participate in community public affairs, and the suggestions of the masses have also given us a lot of inspiration, and we will refine and improve the plan according to everyone's suggestions in the future."
