"Tangqiao River" is not a place, but a kind of place - the inter-provincial adjacent areas where the Yangtze River Delta regional integration can be most intuitively observed.

Recently, the reporter visited Nanbei Shantang, which spans Jinshan District, Shanghai, and Pinghu City, Zhejiang Province, Huaqiao Town, Kunshan City, Jiangsu Province, which is adjacent to Shanghai, and Xianhe Town, Lai'an County, Anhui Province, which is adjacent to Nanjing, Jiangsu Province. We see that the primary, secondary and tertiary industries in these places are highly integrated and developed, including intelligent "fruit factories" and "vegetable factories", as well as large-scale "new three" factories; Inter-provincial bridges, inter-provincial buses, and inter-provincial rail transit are in the ascendant, and inter-provincial travel is becoming more convenient and "traceless"; People are "unaware of their daily use" for remote medical insurance, remote drug purchase, telemedicine, etc., and the overall planning of various livelihood undertakings is being deeply promoted......

The inter-provincial adjacent areas represented by the "Tangqiao River" have increasingly become a benchmark for high-quality development, a model for social governance, and a highland for the ecological environment. Each adjacent area is a "growth pole".

Shanghai and Zhejiang two mountain ponds, there is no "last kilometer"

Shanghai and Zhejiang are adjacent to each other, stretching over thousands of acres of fertile land, and beautiful villages are strung together into a chain. Among them, there are two particularly interesting villages, both with the same name, both called Shantang Village, which belong to Langxia Town, Jinshan District, Shanghai and Guangchen Town, Pinghu City, Zhejiang. Separated by a river, they are called "North and South Mountain Ponds".

Thousands of miles of warblers cry green and red, and the water village mountain Guo wine flag wind. In May, Shantang Old Street is full of tourists and full of fireworks.

On the old street, we met two stall owners, one old and one young.

"I've been setting up a stall here for 30 years, and a lot of villagers in the neighborhood buy pork from me." Xu Xiaodi, who is in his 60s this year, began to set up a stall in Nanshantang in 1994 and opened a store in Beishantang in 2020. Every morning, I walk 10 minutes from my home to the Beishantang store.

"I just set up a stall here last week, and a lot of tourists, especially the fashionable old aunts in Shanghai, always like to drink a cup of freshly ground coffee." Hua Lingli, a "post-95" girl from Pinghu, drove the "mobile coffee cart" to the old street and worked hard to support herself with her hobbies.

Lao Xu and Xiaohua are a microcosm of the integration of "North and South Shantang".

In fact, the villagers of the two places have close contacts. Lu Chunfang, secretary of the general party branch of Shanghai's Shantang village, said that at the moment, there are 47 intermarriage families between the two villages.

In recent years, taking advantage of the "east wind" of the integrated development of the Yangtze River Delta, it has found a new life in the development of "huddles": the deep integration of culture, tourism, health and wellness, the cross-domain coordination of the agricultural industry, and the proximity to party building, creating a vivid example of rural revitalization.

Since 2015, Shanghai and Zhejiang have jointly repaired and renovated the environment of Shantang Old Street and surrounding villages in the north and south, and a "cross-border" old street with Jiangnan charm has been reproduced. The north and south mountain ponds also jointly created a poetic IP - "Mingyue Mountain Pond". Today, "Mingyue Shantang" has gradually formed a brand effect, becoming a "laboratory" for Langxia and Guangchen towns to explore the deep integration of agriculture, culture and tourism, and an important microcosm of the coordinated promotion of rural revitalization in the adjacent areas of Shanghai and Zhejiang.

Along the G60 Shanghai-Kunming Expressway all the way, Shanghai, Jiangsu, Zhejiang and Anhui provinces and one city license plate trucks come and go frequently, full of Yangtze River Delta tourists buses are endless, many of which are the destination of the tourists, is the north and south Shantang.

The retired elderly in Shanghai are a high-quality customer base of the cultural tourism industry in Jiangsu and Zhejiang. Located at the southern end of Shantang Old Street, the Shantang Health Care Hotel, invested by Zhejiang businessmen, has a total of 100 rooms, and the space design fully reflects the details of "serving the elderly". For example, considering the need for wheelchair turning, the door and aisle of the room are specially widened. There seems to be a tacit understanding and each has its own focus, and in Beishantang, the "literary and artistic style" of the cultural tourism industry is even stronger. In the Langxia Green Eaves B&B, which was converted from an abandoned old factory, students from surrounding schools are experiencing printmaking. Although the space of Jiangnan Lianxiang B&B is small, it is arranged like a Jiangnan Native Cloth Museum, and Cao Yuefang, the proprietress of the B&B, will also take tourists to experience the folk dance "Playing Lianxiang".

Walk out of the lively Shantang Old Street and come to the vast countryside of Shantang Village in the north and south. Modern "agricultural factories" have subverted people's perception of agriculture.

The base of Jintang Agricultural Science and Technology Development Co., Ltd., located in Beishantang, is a "tomato factory". In the greenhouse, rows of tomato plants are full of bunches of fruits, red, yellow, and green, which are very beautiful. The tomato seedlings are more than ten meters long and are neatly coiled on the racks. "Through modern agricultural facilities, intelligent control systems for greenhouse environments and standard and efficient cultivation management technologies, we can achieve an annual output of 300 tons of high-value-added agricultural products such as tomatoes and hops." Gu Yamin, the person in charge of the base, said. Originally from Yancheng, Jiangsu, she gave up her white-collar job in the urban area a few years ago and became a "post-90s" new farmer.

And in Nanshantang Jiaberry Agricultural Technology Co., Ltd., we see a "strawberry factory". Red strawberries do not grow in the ground, but hang in rows in the air. From the ground to the air, a "strawberry waterfall" is formed. A gentle breeze blows, and the air throughout the base is soaked in the sweet fragrance of strawberries.

"We have built a 40,000-square-meter Yangtze River Delta germplasm and seedling research and development center here, and sent advanced planting management technology to the fields and greenhouse bases to solve the puzzles and help berry farmers improve their income." Wang Yafei, deputy general manager of the company, said.

Back in Beishantang, in the fully intelligent control greenhouse of Jiqing Technology (Shanghai) Co., Ltd., green lettuce and arugula grow vigorously in the nutrient solution of precise proportion, and an AGV inspection trolley takes photos and records in real time between the seedbeds. That's right, it's a "lettuce factory".

The "strongest brain" of this factory, the "Artificial Intelligence Internet of Things" automatic remote analysis and control system, is mainly completed by several young and highly educated "new farmers" of the company. "The growth factors of various vegetables in the greenhouse can be remotely controlled through the system, and the shallow flow cultivation adopted by the factory not only saves water and fertilizer, but also shortens the growth cycle of vegetables by half." Technical administrator Hu Yaofeng introduced. "The company's first and second phase factories are under the Jinshan Corridor, and the third phase of the project is located in Pinghu Guangchen. The north and south ponds provide us with a broad development platform and space. Planning designer Zhu Haiming said.

We keep looking and thinking: thanks to the first-hand layout of the national strategy for the integrated development of the Yangtze River Delta, such a "test field" for modern agricultural science and technology innovation is radiating from the north and south mountain ponds to the surrounding areas. The vast fields at the junction of Shanghai and Zhejiang have become a treasure land of feng shui for technology-enabled agriculture. Because of this, it has attracted a large number of scientific researchers and "new farmers" with ideals and ambitions.

Whether it is industrial synergy or cultural and tourism integration, why can the north and south shantang be promoted so "silky"? In this regard, the answer of the local cadres and masses is almost unanimous, that is, "party building leading" - taking party building as the guide and party organization as the link, breaking down regional barriers, breaking through administrative divisions, expanding and extending regionalized party building work, and widely building consensus and forming a joint force.

In October 2017, with the strong support of the party committees of Langxia Town and Guangchen Town, the "Shanghai, Zhejiang and Shantang Joint Party Branch" was established in Nanbei Shantang, which was composed of 20 backbone party members in the two villages, and the party branch secretaries of the two villages concurrently served as the rotating secretaries.

"Inter-provincial public transport" is an excellent case of party building leadership and cross-border coordination. Since 2019, through the efforts of the relevant departments of the two places, the No. 2 bus of Shanghai Langxia Town and the branch line of No. 207 of Pinghu Bus have been extended to each other's territory respectively, realizing the one-stop transfer and interconnection of Shanghai, Zhejiang and Shantang bus lines.

On a sunny afternoon, we set off from the terminal of Pinghu 207 Road, which is located in the Zhonghua Village Tourist Distribution Center in Langxia Town, swiped Alipay, and took a bus to Longzhuqiao Station in Guangchen Town. "In the past, regardless of the sun or rain, passengers had to drag their luggage for more than ten minutes and walk for more than ten minutes to complete this stop before they could transfer to the other party's bus, but now they have truly realized a one-stop transfer." Jin Weijie, a bus driver, said that taking inter-provincial buses can be used to swipe the transportation cards of Jiaxing and Jinshan, and you can also use mobile fast payment, which is safe and convenient.

At this point, there is no "last kilometer" between the north and south mountain ponds.

During the investigation, we held a symposium at the Langxia Town Government. Shen Wei, deputy secretary of the party committee and mayor of Langxia Town, Jinshan District, Shanghai, and Xu Jianjun, deputy secretary of the party committee and mayor of Guangchen Town, Pinghu, Zhejiang, sat side by side and talked happily.

"North and South Shantang" is the epitome of the coordinated development of the adjacent areas of Shanghai and Zhejiang, rather than "bonsai". Since 2019, the model of coordinated promotion of rural development and governance by the party and government in Shantang in the north and south has been further amplified, and Langxia, Luxiang and Zhangyan in Jinshan, Shanghai, and Guangchen and Xincang in Pinghu, Zhejiang have begun to form a "Pastoral Five Towns" development alliance to create a rural revitalization pilot area in a group group. From the "North and South Shantang" to the "Pastoral Five Towns", there are still infinite possibilities and imagination for the coordinated development of the adjacent areas of Shanghai and Zhejiang.

"Connected" to Shanghai, like a flower is a flower bridge

Most of the adjacent areas of Shanghai and Zhejiang are beautiful pastorals, while the adjacent areas of Shanghai and Jiangsu, especially the "Jiakuntai" (Jiading in Shanghai, Kunshan in Jiangsu, Taicang in Jiangsu) area, have always been known for their strong industries.

Huaqiao Town, Kunshan City, Suzhou City, Jiangsu Province, lives next to Anting Town, Jiading District, Shanghai, and Baihe Town, Qingpu District, Shanghai. In April and May last year, we conducted interviews and research on the integration of "Jiakuntai" in Huaqiao; In April and May this year, we came to Huaqiao again and visited several places again.

——At Huaqiao Station of Suzhou Metro Line 11, a huge electronic screen displays a gorgeous advertisement for Shanghai Disney Resort. Suzhou Metro Line 11 has a "fate" with Disney, because Shanghai Metro Line 11, which is "hand in hand" with it, is in Huaqiao and Disney.

As early as 11 years ago, Shanghai Metro Line 11 was built to Huaqiao, setting up three stations: Zhaofeng Road, Guangming Road and Huaqiao, which is the first inter-provincial subway in the mainland. The "connection" between Huaqiao and Shanghai is both intangible and tangible. In May last year, on the eve of the official opening of Suzhou Metro Line 11, we took the driverless line that was being commissioned and operated from Huaqiao Station. There is no driver at the front of the car, and there is an infinite tunnel outside the window, which has a sense of science fiction. On June 24 of that year, Suzhou Line 11 was officially put into operation, and the "Double 11" of Shanghai and Suzhou successfully "held hands" in Huaqiao and went in both directions.

"The tidal flow is very obvious, the morning peak starts at five or six o'clock, and the evening peak arrives at seven or eight o'clock." Zhong Huilin, director of Huaqiao area of Suzhou Rail Transit Line 11, introduced that after the rail transit between Shanghai and Suzhou was connected to the grid, the commuter flow to transfer here has increased by nearly three percent, and the average daily passenger flow has reached 35,000 people, and the morning and evening peak are one or two hours different from the main urban area of Suzhou, which can be said to be "off-peak travel". During holidays, residents of the two places come and go for vacation, and the flow of tourists will increase by 10,000 or 20,000.

- In Kunshan, a highway called "Yanhu Avenue" crosses the north and south. In May last year, we drove all the way to Shanghai, stopping at the banks of the Wusong River, and the Qingpu District of Shanghai on the other side was close at hand. However, a bridge made of red steel has already emerged. On December 2 last year, the two-way, four-lane tie arch bridge was opened, called the "Xinsheng Bridge", which will connect with Xinsheng Road in Qingpu on the opposite bank along Shanghai Avenue.

In April this year, we drove again along the Shanghai Avenue. Walk on the sidewalk of the bridge, walk to the center of the bridge, only to see two eye-catching boundary signs of "Shanghai Boundary" and "Jiangsu Boundary". The Wusong River at our feet, after flowing into downtown Shanghai, is the famous Suzhou Creek, and finally joins the Huangpu River, the Yangtze River and the East China Sea.

Xue Lin, deputy chief of the comprehensive transportation section of the Kunshan Municipal Transportation Bureau, said that the bridge is 850 meters long and costs 170 million yuan. In fact, on the day of the opening of the Xinsheng Bridge, another two-way six-lane bridge across the Wusong River - Wusong Port Bridge was also opened to traffic, which was also jointly funded by Qingpu and Kunshan and handed over to Qingpu to build.

——The three towns of Huaqiao, Anting and Baihe are adjacent, and the town area named "Tingqiao Crane" is formed with the Wusong River as the link. In the past, the adjacent areas were often the "hidden corners" of social governance, and social governance problems such as illegal construction, mobile vendors, and garbage theft were prominent. In order to break down administrative barriers and promote collaborative co-governance, in 2018, the three towns set up a permanent "Office for Jointly Promoting the Integrated High-quality Development of the Yangtze River Delta" in Anting, and the personnel stationed in the three towns worked in a centralized manner.

In May last year, we went to the office for research and interviews; We came here again in April this year. "The leased land in Jiangsu, the business license is Shanghai's, and the first major thing led by us is to jointly rectify an illegal wharf that has been entrenched for a long time." Ni Yiping, from the Party and Government Office of Huaqiao Town, was one of the first batch of staff members stationed in the Promotion Office, and he still remembers the first work of the Promotion Office vividly.

Jin Yan, who entered the promotion office with Ni Yiping, is a staff member of the Party and Government Office of Baihe Town. She said that at the beginning of its establishment, the primary task was to jointly solve the problems left over from history accumulated for a long time, and the effect was immediate, and the current and future focus more on establishing a normalized co-governance mechanism. At present, the promotion office is promoting important work in a project-based manner, covering all aspects such as cross-provincial law enforcement linkage, cross-border river and lake governance, and sharing of cultural and sports resources.

This time, we looked at a lot of new things:

- Inter-provincial buses. In this investigation, every time we go to an adjacent area, we have to observe the local "inter-provincial bus", and Huaqiao is no exception. Xue Lin introduced that since 2018, Kunshan has successively opened adjacent bus lines such as C3, C5, C7, C11, and Demonstration Zone 6 connecting Shanghai Jiading, Qingpu and other places, which are convenient for citizens to travel for sightseeing, commuting, family visits, shopping and medical treatment.

The starting station of C7 Road is Guangming Road Station of Shanghai Line 11 in Huaqiao, and you can take this bus all the way to Anting North Metro Station in Shanghai, passing through Anting Bus Station. At the bus stop, we saw a lot of middle-aged and elderly people speaking Shanghainese. According to reports, many elderly people in Shanghai take the C7 bus to Huaqiao Vegetable Market to buy vegetables every day.

- Living in the same city. The same-city effect between Huaqiao and Shanghai can be called "heavy". We came to CapitaLand Metropolis Xinfeng Community, which is only a river away from the neighboring community in Jiading District, Shanghai, less than 100 meters away. Zhang Haihong, secretary of the Party branch of Hengcao Community, said that the location advantage of being close to Shanghai, combined with the advantage of housing prices, has become a place for many young people who work hard in Shanghai to live and work in peace and contentment. Some elderly people in Shanghai also choose to retire here. At present, there are more than 8,300 people living in the community, and these people account for the vast majority.

We walked into a pharmacy outside the east gate of the community, and pharmacist Song Ximin said that she used to work at a pharmacy in Shanghai's Changning District, but in April last year, she rented a house with her daughter in the Xinfeng community of CapitaLand. She said that since the settlement of medical insurance in three provinces and one city in the Yangtze River Delta, especially after the opening of medical insurance in the three places of "Jiakuntai", it is very convenient for residents to buy drugs. "Many residents in the community have a cold and cough in the middle of the night, and they can buy medicine directly in our store with their Shanghai medical insurance card, and they can also come directly to prescribe medicine if they have chronic diseases, everyone says it's really convenient!" Song Ximin said.

Wang Chao, deputy director of the fund management center of the Kunshan Municipal Medical Insurance Bureau, said that considering the huge number of commuters in Kunshan and Shanghai, there is a large demand for medical treatment and drug purchase in other places. In December last year, the medical insurance departments of Kunshan, Taicang and Shanghai Jiading realized cross-provincial designated retail pharmacies in the "Jiakuntai" area, and opened direct settlement of remote medical treatment networks.

——A new chapter in the industry. "Living in Kunshan and working in Shanghai" is only the A side of the integrated development of Shanghai-Kunming inter-provincial adjacent areas, and the complementary industrial development of "R&D in Shanghai and production in Kunshan" is its B side.

When it comes to Kunshan's industry, most people will think that it is a highland of Taiwanese capital, and it is a gathering place for electronic information and high-end equipment manufacturing industries. Today, Kunshan is actively cultivating and deploying emerging industries and future industries, such as the fashion creative industry.

Huaqiao Chenfeng Fashion Creative Industrial Park is the first batch of characteristic industrial parks built in Kunshan, with 15 buildings, covering an area of 200 acres of building economy, contributing an output value of 100 billion yuan.

"Last year, nearly 40 models and 2,900 sets of costumes for the opening and closing ceremonies of the Hangzhou Asian Games came from here." Zhang Xiaopeng, deputy general manager of the industrial park, is proud to say that from the supply of fabrics and accessories to the production of ready-to-wear garments, from the sales of finished products to brand promotion, a complete clothing design and production industry chain has been formed here, attracting a group of well-known designers from Shanghai and other places to settle in, and the clothing they designed and developed appeared at Shanghai Fashion Week.

"The design of traditional Chinese clothing pays more attention to cultural heritage, and in Kunshan, Suzhou, the right time, place and people are available." Designer Zhai Qingtao has been in the clothing industry for more than 20 years, moved here two years ago, and now he designs and develops Chinese clothing such as horse-faced skirts are very popular, and the team of more than 30 people creates more than 20 million yuan in sales every year. In the park, he not only has his own design studio and production workshop, but also opened up a special space to display his embroidery collection, Suzhou embroidery, Guangdong embroidery, Shu embroidery, etc., like a pocket "Chinese embroidery museum".

Not only the fashion and creative industries, but also in Kunshan and Huaqiao, we also see that new economic and new business formats such as the metaverse economy and the Internet celebrity economy are being vigorously developed here. The basis of these industrial layouts is adjacent to Shanghai and relying on the Yangtze River Delta.

On the riverside of the Suzhou-Anhui border, the "savage growth" of a small town

Xiahe Town, belonging to Lai'an County, Chuzhou City, Anhui Province, is named after the confluence of Chuhe, Qingliu River and Laihe River. This town, just across the river from Nanjing, Jiangsu Province, is said to be "the closest township in China to the provincial capitals of other provinces".

Walking through the town, the "Su A" license plate representing Nanjing has a very high "appearance rate". In fact, the time for the residents of Xianhe to drive to the city of Nanjing is similar to the time they go to Lai'an County. "We are 25 kilometers away from Xinjiekou in the center of Nanjing and 18 kilometers away from the Nanjing Yangtze River Bridge." Mayor Wang Jianli said.

A more than 500-meter-long bridge across the Chuhe River closely connects the town with Dingshan Street, Jiangbei New District, Nanjing, and also witnesses the "Tale of Two Cities" of the work and life of residents in the two places. In the Linxi community of Xianhe Town, which is across the river from the Jiangbei New Area, there are many residents who live in two cities. Zhang Wutong, a 67-year-old Nanjing resident who leads the band, said that the band is called the Happy Little Band, with an average age of more than 65 years old, and most of them are retired residents of Nanjing.

Zhang Wutong took a fancy to the location advantages of Xiahe and Nanjing, as well as the cost-effective housing prices, so he bought a house here after retirement. As one of the "experimental fields" in the inter-provincial adjacent areas, Lai'an County and Jiangbei New Area of Nanjing City have cooperated to build a new functional area in the Dingshan-Xianhe inter-provincial adjacent area, and promoted industrial coordination, transportation interconnection, facility interconnection, service sharing, and mutual recognition of talents with innovative institutional mechanisms and "a game of chess". With the synergy of cross-provincial services and other work, the "two-city life" of residents in the two places is becoming more and more convenient and increasing.

Shantang, Huaqiao, and Xianhe are all separated by a river from neighboring provinces. Inter-provincial transportation is an element that we should pay attention to every time we go to an adjacent area.

In Xianhe, we saw that on May 13, 2022, the renovated and expanded Xuanhe Bridge was fully completed and opened to traffic, breaking the previous traffic bottleneck and further accelerating the integration process of Chuning. According to the data, the daily traffic of the Xianhe Bridge has climbed from an average of 17,500 vehicles per day in 2022 to an average of 37,000 vehicles per day at present, and the interaction between the two places has become more and more frequent.

There are also more transportation options for residents of the two places. Lu Meicheng, deputy director of the Lai'an County Transportation Bureau, introduced that in the past, residents of the two places passed, and public transportation was only passenger buses, with few shifts and high fares, and now there are more and more choices, there are shuttle buses and inter-provincial buses, "like the inter-provincial buses from Lai'an County to Linchang Station, 43 stations, and the whole fare is only 3 yuan."
