As a supplementary financial pension fund, the Lottery Community Chest plays an increasingly important role in helping the development of the grassroots pension service industry, and greatly improves the coverage rate of grassroots pension service facilities. The "14th Five-Year Plan for the Development of Aging Undertakings and Pension Service System in Yunnan Province" clearly stipulates that it is necessary to increase financial investment, raise funds to ensure the development of pension services, and support the development of pension services. In recent years, the lottery community chest has gradually become the most important source of funds for the development of the pension service industry in Qilin District in addition to the general public budget, and in the past five years, it has won a total of 30.5314 million yuan for the provincial, municipal and district lottery public welfare funds. 61 pension service projects have been completed, which has greatly met the growing demand for pension services for the elderly and alleviated the contradiction of insufficient supply of pension services. At present, the scale of the lottery public welfare fund used for the pension in Qilin District is expanding, the allocation structure is constantly optimized, and the publicity system is gradually improving.
The scale of financing for the grassroots pension has been increasing. At present, the lottery community chest has become the most important source of funds for the development of the pension service industry in addition to the general budget funds. Since 2015, the total amount of lottery funds for pension service projects in Qilin District has increased by more than 2 times, and the proportion of lottery funds for the development of the pension has been stable at about 60%, much higher than the requirements of the proportion of the Fucai Community Chest for the elderly more than 50%.
The allocation structure of the lottery community chest for the pension has been continuously optimized. Before 2014, the allocation and use of funds for the elderly by the lottery community chest was relatively simple, mainly in public nursing homes. Since the pilot of pension reform in 2014, the funds of the lottery community chest for pension projects have gradually dispersed. It can be seen from the distribution of pension service funds in 2022 that there are 8 categories of pension service projects, namely one-time subsidies for pension institutions, subsidies for the renovation of fire protection facilities in pension institutions, quality improvement and transformation of pension institutions, community home-based elderly care service centers, rural mutual pension service station construction projects, construction projects for elderly activity venues, one-time subsidies and operating subsidies for the elderly happy dining table, and the funds are significantly dispersed compared with before. In addition to infrastructure construction such as elderly care institutions, it has also begun to invest in social service projects such as government procurement of services and home-based elderly care services.
The publicity and supervision of the lottery public welfare fund for the elderly have been gradually improved. Reporting to the community is one of the links that reflect the fairness and openness of Fucai. According to the relevant regulations, the use of the lottery community chest by the civil affairs department must be published on the corresponding official website and announced to the public. The disclosure of information on the use and management of the Community Chest follows the principles of truthfulness, accuracy, completeness, timeliness and convenience. Since 2019, the use of the lottery community chest has gradually begun to be publicized. Began to publish the use of lottery funds, the balance of funds and funding project funding arrangements, to facilitate social supervision, enhance the transparency of the use of the Fucai Community Chest, and expand its social influence.
