The complete set of renovated old housing houses at No. 7-8, Lane 341, Kangjian Road, Xuhui District, was delivered recently, and it took only one year from the start of the renovation to the relocation of residents, becoming the fastest demolition and reconstruction project in Shanghai.
Behind this acceleration, there are also two firsts in the city, and many parties work together to create a new path of urban renewal.
Practice the "unique skill" of holding an umbrella and stir-frying
"Come in, come in, this is room 803 of my new home. I like the bay window in the living room the most, with a view of the health park across the street and a river below. Zheng Lianxian, the team leader of Building 7, Lane 341, Kangjian Road, enthusiastically took the reporter to visit her new home, one bedroom and one living room, modern and simple whole house decoration, independent kitchen and bathroom.
In the 70s of the last century, she married here and lived in a beautiful "red brick building". Over the past few decades, the "red brick building" has slowly become old, and there are problems such as wall cracking, water leakage, and settlement. Zheng Lianxian said with a smile that the residents have all practiced the trick of holding an umbrella and stir-frying.
"On a rainy day, the water leaks down and ticks all the way to the pot. So I have an umbrella in one hand and stir-fry vegetables in one hand. There is a small basket of spices, soy sauce, oil, salt, and sugar, and the dishes are cooked and then brought into the room. Zheng Lianxian recalled.
At that time, there were even dangerous situations such as falling ceilings and spontaneous combustion of wires, which caused serious safety hazards. With the kitchen and bathroom combined, the internal space is small, the environment is dirty and messy, and the idea of residents wanting to improve the living environment is becoming more and more urgent.
A key to a new life
Finally, last year, the residents looked forward to the renovation, and the 70-year-old house will be demolished and rebuilt. But what Zheng Lianxian didn't expect was that it only took one year from the beginning of the transformation to the relocation.
On the day I got the keys, the old neighbors in the building had dinner and clinked glasses together. After returning home, Zheng Lianxian did not sleep all night. As the leader of the building team, the scene of rushing to pay for the old reform is still vivid, and the days have finally opened a new chapter.
Zheng Lianxian said: "I really couldn't sleep that night, I was always thinking about this house, and I had better move back immediately." Sometimes I wake up laughing in the middle of the night, and my husband asks me what I'm laughing at, and I say that I dream of a new house, and my heart is really excited. ”
The fastest move-in in the entire building may be Lu Suping, a resident on the tenth floor. She went to her new home early every morning to open the windows for ventilation, and couldn't wait to bring her old mother in, the sooner the better.
"I've been here for a few days now, and I feel happy as soon as I walk in every day. My mom is 88 years old and she's ready to move in right away. I'm glad that my mom was able to live in a new house for the rest of her life. Lu Suping told reporters.
Shanghai's first systematic public housing "property rights transfer" transformation
This is the fastest completed demolition and reconstruction project in Shanghai, and behind the acceleration is the city's first innovative practice. For a long time, the complete set of renovation of public housing in the system often encounters the problems of the main body of the renovation and the source of funds.
Zhou Yan, deputy director of the Xuhui District Housing Management Bureau, introduced that the city's first systematic public housing "property rights transfer" transformation was explored here.
With the support and promotion of the Municipal Commission of Housing and Urban-Rural Development, the Municipal Housing Management Bureau and the Shanghai Institute of Technology, the property rights of the houses at No. 7-8, Lane 341, Kangjian Road were transferred from Shanghai Institute of Technology to the state-owned enterprises in Xuhui District.
Residents move out and plan design at the same time
Another first in the city is the first time that the model of "committed relocation plan" has been adopted, allowing residents to move out and design the plan at the same time.
Under normal circumstances, the renovation design plan should be completed first, and then the opinions of the residents should be sought, and the residents should agree to sign the contract before moving out. But at that time, the flood season was approaching, and as soon as the front line was stretched, residents would experience a new round of water leakage. As a result, the District Housing Management Bureau and Kangjian Street made a bold attempt to move out and design at the same time.
Huang Chen, director of the Kangjian Sub-district Office, introduced: "Kangjian Sub-district formed an assault team and completed 100% of the signing of the one-household-one-plan in 6 days. The trust of the residents is the foundation, and the two sides have fully communicated the renovation plan. Consultation, relocation, contracting, construction, each link seems to press the fast-forward button. ”
Embark on a new path of urban renewal
Every small step taken in the project is a big step in the field of urban renewal in Shanghai. For another example, the building adopts a prefabricated steel structure system, and the overall prefabrication rate reaches 61%, saving more than 50% of the construction period compared with the traditional concrete structure, and the structure of the 11-storey residential can be capped in only 77 days.
The newly built residential buildings are also equipped with photovoltaic power generation, rainwater recycling, intelligent building control and other systems, reaching the two-star standard of green building; The full decoration delivery has been implemented, and residents can move in with the purchase of furniture; Pay attention to the design for the elderly, equipped with barrier-free elevators.
In addition, the linkage between the two levels in the urban area has been strengthened, so that the approval process is interlocking. All departments stepped forward to shorten the approval cycle, so that the project was successfully completed and accepted within one year after the start-up.
These new paths can not only be applied to Xuhui's next old housing renovation project, but also provide a reference for Shanghai to promote the transformation of "two old and one village" at a faster speed and higher quality.
This year, a total of 11 old housing renovation projects have been completed in Xuhui District, involving a construction area of more than 60,000 square meters and benefiting more than 1,900 residents.
