In March 2022, Huangpu District formulated and issued the Implementation Measures for the Community Planner System in Huangpu District (Huang Fu Ban Fa [2022] No. 10) and the Notice of the People's Government of Huangpu District on the Appointment of Community Planners in Huangpu District (Huang Fu Fa [2022] No. 5), and hired 1 general consultant planner, 10 community consultant planners, 10 community project planners and 1 volunteer service team, forming a "1+10+10+1" community planner system. In January 2024, the Implementation Rules for the Comprehensive Evaluation of Community Planners in Huangpu District (Trial) (Huangfu Banfa [2024] No. 1) were formulated and issued, which stipulates all aspects of the comprehensive evaluation of community planners and further improves the community planner system.
Recently, led by the District Planning and Resources Bureau, a comprehensive evaluation of the appointment period of community planners (March 2022-March 2024) and a new round (April 2024-April 2026) of community planner appointments have been carried out.

In view of the different work backgrounds and responsibilities of the consultant planner and the project planner, the new appointment of the community planner in this round has adopted different methods: first, through the integration of the will of the street, the opinions of relevant departments and the unit where the consultant planner belongs, the current general consultant planner and consultant planner are re-employed; Second, according to the first recommendation of the street and the supplementary recommendation of relevant units, a new community project planner has been formed.
After more than two years of mutual running-in, the smoothness of the community planner system has continued to improve, the role of community planners in the construction of the community life circle has been continuously highlighted, and the cooperation with relevant leading departments and streets has become more and more tacit. Community planners are not only the "technical consultants" of community activities, but also the "social workers" of community communication, and the "renewal practitioners" of community construction, which not only effectively guides the community co-construction and co-governance of diverse people, but also improves the overall quality of the community life circle.
In the 2023 selection of outstanding cases of the city's community life circle, Huangpu District won a total of 10 excellent case awards and 2 public awards, and was awarded the "Overall Contribution Award". In the next step, Huangpu District will further give full play to and make good use of the professional and technical strength of community planners to transform the needs of residents into implementable community planning blueprints.
