In this context, the "Implementation Plan for the Issuance of "Trade-in" Consumption Voucher Subsidies for Automobiles and Household Appliances in Nanhai District, Foshan City" will be formulated through the method of "government guidance and enterprise support", and financial funds will be arranged to issue "trade-in" consumption voucher subsidies to consumers by selling old cars and buying new vehicles, selling waste household appliances and purchasing new green smart and low-carbon household appliances and mobile phone electronic products.
Combined with the provincial and municipal "trade-in" activities for automobiles and home appliances, the first round of "trade-in" consumption vouchers will be held from May to August 2024. The subsidy scale of "trade-in" consumption vouchers in Nanhai District is 16.11 million yuan, and the total subsidy is the largest among the five districts in Foshan. Among them, the total subsidy fund of automobile "replacement and renewal" consumption vouchers is 9.6 million yuan, and the total subsidy fund of household appliances "trade-in" consumption vouchers is 6.51 million yuan. In terms of automobiles, Nanhai District will issue a one-time consumption voucher subsidy of up to 8,000 yuan to individual consumers who sell vehicles with Foshan license plates under their own names and purchase new energy vehicles or fuel vehicles (new vehicles) that meet the National VI emission standards from participating automobile sales enterprises in Nanhai District, and register in Foshan.
The sale of an old car and the purchase of a new car are both indispensable and must be completed within the required time period, but there is no limit to the order in which they are used. When consumers come to the store to buy a new car, they should check and confirm whether the store belongs to the Nanhai District automobile sales enterprises participating in this activity, and the list of participating enterprises will be announced in batches on the website of the Nanhai District Economic Promotion Bureau, the official account of Nanhai Release and other platforms.
In terms of household appliances, the scope of used household appliances sold includes 17 categories of household appliances, including air conditioners (including central air conditioners), refrigerators (including freezers), washing machines (including dryers), televisions, water heaters (including wall-hung boilers), range hoods, gas stoves (including integrated stoves), dishwashers, sweepers (mopping), printers, air purifiers, microwave ovens (including all-in-one machines), induction cookers, rice cookers, electric fans, water purifiers and microcomputers (including desktop and portable computers). Nanhai District will give purchasers a subsidy of 10% of the sales price of newly purchased household appliances, and the subsidy amount will not exceed 500 yuan/piece (unit). Among them, the categories of selling old home appliances and purchasing new home appliances and electronic products do not need to be corresponding; The number of new household appliances purchased to enjoy financial subsidies should be the same as the number of old household appliances that are sold. A single consumer can participate in the "trade-in" consumption voucher subsidy for household appliances up to 4 times, and each time it can only be used to purchase a new single (unit) household appliance, and the validity period of the consumption voucher shall not exceed 3 days.
It is worth noting that during the consumption voucher subsidy period, the sales enterprises participating in the activity will be encouraged to formulate the "old for new" implementation plan, focusing on the total profit concession of manufacturers and sales enterprises, forming the superposition effect of government subsidies + brand manufacturers (distributors) concession amount, and expanding the profit margin and activity effect.
The sales enterprises participating in the activity shall sign a commitment agreement, promising the authenticity of the buyer's certificate information, "trade-in" ledger and other information, ensure the quality of goods and service quality, do not deceive, do not engage in illegal acts such as making and selling the old for the new, and accurately introduce to consumers the application of the goods sold to this subsidy program, and shall not mislead or deceive consumers, shall not take the opportunity to raise prices, increase prices in disguise, and shall not have forced bundling, tying and other behaviors.
Subsidy for "replacement and renewal" of car consumption vouchers
Subsidy conditions

New car purchase requirements
Individual car owners transfer their old cars, purchase new cars from participating automobile sales enterprises in Nanhai District, obtain uniform invoices for motor vehicle sales and complete vehicle registration. The date of the new purchase must be between April 20, 2024 and August 31, 2024, which is based on the invoice date of the uniform invoice for the sale of motor vehicles; The registration date of the new vehicle must be before 30 September 2024 (based on the registration date stated on the motor vehicle registration certificate). Both the transferred and newly purchased vehicles are registered for use as non-commercial passenger vehicles.
Subsidy standard
1. If the purchase price is 70,000 yuan (inclusive) to 150,000 yuan (exclusive), the subsidy for the purchase of new energy vehicles is 3,000 yuan/vehicle, and the subsidy for fuel vehicles is 2,000 yuan/vehicle.
2. If the purchase price is 150,000 yuan (inclusive) to 250,000 yuan (exclusive), the subsidy for the purchase of new energy vehicles is 5,000 yuan/vehicle, and the subsidy for fuel vehicles is 4,000 yuan/vehicle.
3. If the purchase price is more than 250,000 yuan (inclusive), the subsidy for new energy vehicles is 8,000 yuan/vehicle, and the subsidy for fuel vehicles is 7,000 yuan/vehicle.
How to participate in the event
The participating automobile sales enterprises in Nanhai District are responsible for registering and verifying the information of consumers' old cars, and guiding consumers to receive consumption vouchers for "replacement and renewal" of automobiles (only for verifying their eligibility) after consumers purchase new cars, issue uniform invoices for motor vehicle sales and upload them to the coupon issuance platform.

The categories of selling old home appliances and buying new home appliances and electronic products do not need to be one-to-one; The number of new household appliances purchased to enjoy financial subsidies should be the same as the number of old household appliances that are sold.
How to participate in the event
Consumers go to the participating sales enterprise stores (stores) to complete the online coupon collection, and redeem the coupon at the store to directly deduct the price of the purchase of new home appliances, and the actual payment of the purchaser is the amount after the consumption voucher subsidy.
The participating enterprises are responsible for registering and verifying the information on the sale of old household appliances by buyers, guiding buyers to purchase new household appliances after receiving "trade-in" consumption vouchers on the platform, and collecting money through the special collection equipment for this activity. A sales invoice is required for the purchase of new appliances. The financial subsidy should be superimposed on the basis of the old machine recycling subsidy that the household appliance sales or recycling enterprise should have given to consumers.
A single consumer can enjoy a maximum of 4 home appliance subsidies for a total of 4 times when participating in the "trade-in" activity of home appliances. The subsidy funds from the government's consumption vouchers can only be used to purchase new single room (unit) home appliances at a time. The voucher is valid for no more than 3 days and is invalid after the expiration date.

Automotive companies
Encourage participating automobile sales enterprises and new car manufacturers to launch their own preferential policies for replacement and renewal, which can be in the form of cash, discounts or other gifts. Enterprises shall formulate their own preferential concession plans and must submit a catalogue list of corresponding preferential concessions.
Automobile sales enterprises participating in the activity shall register the "replacement and update" information of the car as required, including the name of the owner, the old license plate, the transaction invoice information of the old car, the invoice information of the new car, the license plate of the new car, the method and amount of the enterprise's concession, etc., to form a "replacement update" ledger.
Home appliance enterprises
Encourage participating home appliance sales enterprises to join manufacturers to make profits. Participating enterprises are required to promise that the sales price of the corresponding products shall not be higher than the price of similar online and offline products in the same period. The preferential concession funds for enterprises shall be formulated by the enterprises themselves, but the margin of concessions must be clearly indicated.
Participating household appliance sales enterprises or their entrusted recycling enterprises must have the corresponding recycling capacity, and provide relevant certification materials that they or the entrusted enterprises have the corresponding qualifications and have a certain recycling capacity, and provide the household appliances "old collection" agreement (certificate) and the corresponding recycling process. Household appliance sales enterprises participating in the activity should ensure the implementation of "old collection", register and verify the "old for new" information as required, including the category of recycled old household appliances, the name of the purchaser, invoice information, photos of old household appliances, and the method and amount of enterprise concessions, etc., to form a "old for new" account.
