The reporter walked into the Jingtai Dongli Community, the largest comprehensive renovation project of the old community in Dongcheng District this year, and saw that the construction workers were busy building a 4-meter-high head guard with wooden planks. Jingtai Dongli Community was built in 1995 and has more than 900 households and more than 3,000 people. This is a "menu-style" renovation of the old community, mainly including roof insulation and waterproofing; Replace the external windows of residents and public areas, make new guardrails for the external windows on the first floor, replace the unit doors, increase barrier-free ramps, and move and organize the air conditioners; Painting of public areas, regularization of wiring, replacement of energy-saving lamps; indoor water supply and sewage renovation; outdoor road paving; greening pruning and replanting; garbage station updates; Gate renovation, new bicycle shed, etc. With the strong support of the community, the community has realized multiple rounds of publicity of the design plan according to the building. At the end of December 2023, the first round of on-site design disclosure of the project will be carried out, and then the pre-construction household survey will be started to formulate "one case per household". At present, 849 households have been surveyed, and the remaining households continue to communicate with each other with the implementation of the project.
"I've lived here for more than 20 years, and the lack of barrier-free facilities and aging water and sewer lines in the community is long overdue." Li Mingfang, a resident, said that the government's policy of benefiting the people was so good that the residents were very happy. "I heard that after the renovation, the community will increase parking spaces by 50%, and there will be a children's playground, so everyone is looking forward to it." Yuyan, Secretary of the Party Committee of Jingtai Community, said that the community recently held a communication and coordination meeting on the renovation of water supply and water supply in Unit 2 of Building 5, and in response to the problem of inconvenient water for the elderly at home due to inconvenience during the pipeline renovation proposed by residents, the construction unit immediately undertook the door-to-door service of delivering water, so that residents were completely reassured.
With the launch of the project, Yongwai Street has created a one-stop characteristic brand of "community + masses", creatively proposed the consultation and deliberation method for the renovation of old communities, smoothed the whole process of deliberation mechanism, and improved the ability of the masses to participate in social governance. "Formulate a full flow chart for the renovation of old communities, clarify the work of four residents' concerns, such as community participation in community investigation, organization and preparation of implementation plans, determination of design plans and construction stages, and convene plan briefings and resident representative meetings to solicit opinions and solve problems through consultation." According to the staff of Yongwai Street, the street has formulated a guidance manual for consultation and deliberation in the renovation of old communities, and social workers will enter the homes before construction, carry out surveys on residents' wishes, publicize the list of consultation and deliberation items for the renovation of old communities, expand the coverage of key projects, and classify and deal with open opinions. During construction, problems will be solved through residents' meetings and neighborhood meetings. For personalized solutions to individual problems, there are responses, measures and guarantees for the opinions put forward by residents.
At present, 11 comprehensive renovation projects of old communities have entered the construction site one after another, and will be completed in batches in August, October and December.
