Recently, the Bindong Branch of the Binhai Public Security Bureau of Shandong Province successfully cracked a contract transfer fraud case, arrested 2 suspects, and recovered all economic losses for the victims.
At about 17 o'clock on April 20, the Shengdong Police Station of Bindong Branch received a report from Uncle Zhang, a resident of the district, that he was defrauded by the other party when he traded scrap metal copper with others in the community, and lost 1,500 yuan.
According to Uncle Zhang, on the afternoon of April 20, he was "accosted" by a strange man when he was picking up waste in the community. The man claimed to be a tenant in the community, and he had a batch of copper wires in his hand and wanted to sell them at a low price, asked Uncle Zhang if he was interested in buying them, and took out the copper wires to show Uncle Zhang. Uncle Zhang heard that it was profitable, and after some bargaining, he agreed to buy it at a price of 24 yuan per catty (market price of 26 yuan to 28 yuan per catty). After weighing, the copper wire totaled 63 catties, and the man proposed that Uncle Zhang go home to get the money on the grounds that he only accepted cash. After receiving the cash paid by Uncle Zhang, the man also helped Uncle Zhang move the "copper wire" into the cellar very "intimately" before leaving. When Uncle Zhang opened the bag again to check, he was surprised to find that the bag of copper wires had all turned into bricks at some point. After receiving the police, the police of the Shengdong Police Station of the Bindong Branch quickly carried out a visit investigation and video research and judgment work. After careful investigation, analysis and judgment, the police successfully locked down the identity information and whereabouts of the suspects Dong and Xu in the "husband and wife file".
On the afternoon of April 22, the police who handled the case went to Zhangdian District, Zibo City, and with the vigorous cooperation of the local police, Dong and Xu were successfully arrested in a hotel in Zhangdian District, and a motorcycle was seized at the scene, 63 catties of metal and copper products used to carry out contract transfer fraud, and stolen money and goods.
After interrogation, Dong and Xu confessed to the illegal fact of selling copper wire and transferring contracts in Dongying. After investigation, the suspects Dong and Xu are husband and wife, and they were previously administratively detained by the public security organs for the fraud of "selling copper and transferring contracts".
According to the confessions of the suspects Dong and Xu, the two of them suspected that they could not earn money by working part-time, so they started to use their crooked brains and wanted to make profits by "stealing beams and changing pillars". In mid-April, the two came to Shandong from Hubei and settled in Zibo, and then the two rode motorcycles and carried copper wires brought from Hubei specifically to carry out contract transfer fraud in Shandong Province. When committing the crime, Dong would talk to the victim on the grounds of "selling scrap copper wire at a low price", and staged a routine of "asking for cash", while Xu hid in the dark and cooperated with Dong throughout the whole process. If in the process of the transaction, the other party has enough cash or mobile payment cannot be smoothly implemented, Dong will usually cancel the transaction for various reasons. In addition, in order to avoid the investigation of the public security organs, Dong deliberately smeared the motorcycle license plate with mud in advance, and during the ride, the two usually wore motorcycle helmets to cover their faces.
At present, the suspects Dong and Xu have been sentenced to administrative detention in accordance with the law.
