Article 92 stipulates that if the dog is not regularly vaccinated against rabies in accordance with the regulations, it shall be ordered to make corrections within a time limit and may be fined not more than 1,000 yuan; If the correction is not made within the time limit, a fine of not less than 1,000 yuan but not more than 5,000 yuan shall be imposed, and the animal diagnosis and treatment institution, harmless treatment site, etc. shall handle it on its behalf.

Article 1245: Where raised animals cause harm to others, the animal keeper or manager shall bear tort liability; However, if it can be proved that the damage was caused intentionally or by gross negligence on the part of the infringed party, the liability may be waived or mitigated.

Article 1246: Where management provisions are violated by failing to take safety measures against animals and causing harm to others, the animal keeper or manager shall bear tort liability; However, if it can be proved that the damage was intentionally caused by the infringed party, the liability can be mitigated.

At present, the phenomenon of walking dogs without leashes in the park is still relatively common. "If you walk your dog without a leash, even if the victim deliberately provokes the dog, the dog owner can only reduce the responsibility but not completely exonerate the liability."

In particular, the Civil Code stipulates that pet owners cannot be reduced or exempted from liability under the following two circumstances:

First, if the pet owner violates the management regulations and fails to take relevant safety measures for the pet (including but not limited to not being vaccinated, walking the dog without a leash, etc.), thereby causing damage to others, the pet owner shall be liable.

Second, if the pet raised by the pet owner is not prohibited from raising a fierce dog that causes damage to others, the pet owner shall bear tort liability, and there is no reason to reduce or exempt liability. "As long as you keep dangerous animals in violation of the regulations, you will be 100% liable for tort against the victim in the case of pets harming people."
