In 2023, Luohu District will achieve GDP2808 billion yuan, an increase of 7.2%, showing a relatively good momentum of development, mainly due to strong support from three aspects: First, investment attraction. Last year, 301 key enterprises were introduced. The second is space expansion. Last year, 815,900 square meters of industrial space were added, and a number of existing spaces and industrial parks were renovated and upgraded. The third is industrial upgrading. On the basis of the 1+3+N policy system, support policies for sub-sectors such as digital yuan, medical cosmetology, tourism, lawyers, accounting and asset appraisal, and wealth management have been further introduced. Promote the service industry to form a "one floor, one street, one industry" agglomeration development pattern. The achievements belong to the past, and I would like to introduce to you the ideas and measures of Luohu to promote high-quality development.
According to the deployment of the Municipal Party Committee and the Municipal Government, combined with the actual situation of Luohu, we put forward the development orientation of "three forces and three districts", that is, to create the core area of an international consumption center with world trend leadership, a pilot area for the integrated development of Shenzhen and Hong Kong with global resource allocation power, and a modern service industry agglomeration demonstration area with international market radiation. Under the guidance of the goal of "three forces and three districts", we will strive to promote the high-quality development of Luohu and build a "strong service area and pioneer Luohu", and we must do a good job in the following aspects:
First, we need to speed up Shenzhen-Hong Kong cooperation. The first is to comprehensively upgrade the port area, transform and upgrade the Luohu port, and optimize the efficiency and experience of passenger customs clearance; Promote the transfer of fresh freight functions at Wenjindu Port and build a high-quality commercial port; Do a good job in the greening, beautification and order management of the port area, strictly implement the requirements of the secondary traffic restriction area of Luohu Port, and create a high-quality "city window". the second is to promote the linkage development of industries, and explore the construction of a Shenzhen-Hong Kong industrial cooperation demonstration park in the Renmin South Area; In the Liantang Port Area, Hong Kong will be linked to deploy trade platforms such as supply chains and cross-border e-commerce; Connect with Hong Kong's Shaling I&T site to synergistically layout and develop strategic emerging industries. The third is to launch more Shenzhen-Hong Kong service projects, hold a series of activities of "Luohu Shenzhen-Hong Kong Cultural Month", and create more platform carriers and incubation bases for Hong Kong compatriots to work, live and play in Shenzhen.
Second, promote the upgrading of the service industry. First, we will improve the policy system, we will pay close attention to the key development of service industries such as finance, commerce and trade, software and information services, human resources, management consulting and law, tourism, and service trade, revise and improve 34 support policies, and carry out all-round support in terms of capital, space, and talents. The second is to promote agglomeration, guide enterprises to settle down, and create a number of professional buildings and parks in high-end business services such as accounting, law, consulting, and soft letters, so as to form more agglomeration patterns of "one street, one floor, one industry". The third is to create a good ecology of the service industry, optimize the service mechanism for benefiting enterprises, accelerate the construction of virtual parks and service platforms, and provide enterprises with a package of services such as finance, logistics, accounting, law, manpower, and space.
Third, promote the expansion and quality of consumption. The first is to build five characteristic consumer blocks of Dongmen fashion, Shuibei gold jewelry, Caiwuwei international high-end, people's south-Shenzhen-Hong Kong integration, and Sungang family culture, and this year to complete the first and second phases of the renovation and upgrading of Sungang and Dongmen Pedestrian Street. The second is to consolidate and expand the advantages of traditional consumption, and cultivate at least three local brands in the fields of gold jewelry, second-hand cars, and home furnishings; To develop the first store and the first economy, more than 30 new first stores will be added this year; Do a good job in the International Jewelry Culture Festival, Home Decoration Culture Festival and other activities to promote consumption. the third is to stimulate potential consumption, promote the integration of business, tourism and culture, and create urban cultural tourism boutique routes; explore the low-altitude economy and build a low-altitude sightseeing operation center in Wutong Mountain; Develop a duty-free economy, promote more brand stores to be included in the pilot project of departure tax refund, and further enhance the convenience of cross-border consumption.
Fourth, promote the leap of the new industry. Focus on the three key new industries of software information and technology services, modern fashion and health. In terms of soft credit, we will rely on the Qingshuihe key area to build a digital economy headquarters economic agglomeration area; In terms of science and technology services, we will rely on advantageous industries to support the sustainable development of inspection and testing institutions, science and technology service institutions, and engineering services such as automobiles and jewelry. In terms of modern fashion, we have introduced jewelry exhibitions, high-end jewelry original design exhibitions, jewelry markets and other formats in Shuibei to support the transformation of the jewelry industry in the direction of digitalization, branding and internationalization; Build a digital creative industrial park in the animation base, and hold creative activities in the digital field such as animation e-sports and creative design. In terms of the big health industry, we will build a consumer medical complex covering medical cosmetology, stomatology, traditional Chinese medicine services and physical examination institutions in the port area, and build a port health service consumption agglomeration area integrating medical cosmetology, tourism and cross-border consumption.
Fifth, comprehensively optimize the business environment. Strengthen policy support and take out 1 billion yuan of "real money" to help enterprises and industries develop and grow. Optimize the service mechanism and create a comprehensive service platform for enterprises that integrates financing, talent and business with characteristics. Improve the cultivation system, classify and guide "sub-reform, sub-promotion, and total strengthening", and orderly promote "individual transformation of enterprises, small upgrades, and listings". Improve work efficiency, deepen the second approval, one thing at a time, license-free office, and upgrade-free office, so as to achieve full coverage of the "digital window" of key buildings. We will continue to carry out space investment, business investment, capital investment, platform investment, scene investment, etc., and strive to extend, supplement, strengthen and upgrade the chain, so that investment promotion will become the "source power" project of Luohu's high-quality development.
Sixth, promote space expansion and tap potential. The first is to make every effort to promote the construction of Qingshuihe Headquarters New Town, promote the relocation of Huokoucang, start the construction of the environmental restoration project of Yulong Landfill, and accelerate the integration of Luohu North Station and the development of superstructure. The second is to continue to promote industry-oriented urban renewal and urban village transformation, start construction of 5 projects this year, complete the planning and acceptance of 6 projects, add more than 400,000 square meters of industrial space, and start the transformation of two urban villages. the third is to promote the potential of industrial space, release 75 hectares of land, and add 2.2 million square meters of industrial space; We will continue to improve the quality and efficiency of existing industrial parks (buildings) and renovate 500,000 square meters of industrial space.
Seventh, create a delicate and wonderful boutique urban area. The first is to start the construction of ecological corridor bridges to connect the "Yinhu Mountain-Honggang Park" and other breakpoints, and realize the connection of "eight parks" such as Yinhu Lake and Honggang. The second is to promote the refinement of the block, build 10 co-built gardens this year, activate and utilize 10 spaces under the bridge, and provide residents with more leisure and entertainment venues. Promote the quality improvement of Honggang Park, Children's Park, Donghu Park, etc., and create a high-quality urban park group. Completed the construction of Wutong Mountain River and its tributaries Blue Road, Liantang River Blue Road, etc., and added 4 kilometers of Blue Road. Promote the pilot construction of 12 near-zero carbon emission zones, and build 25,000 charging piles and 99 supercharging stations.
Eighth, promote the improvement of people's livelihood and well-being. In terms of education, 10 schools have been renovated and expanded this year, adding more than 4,000 new places. To cultivate a high-level teacher team, we are recruiting outstanding principals across the country, and a new round of teacher recruitment announcements was also released the day before yesterday, welcoming outstanding teachers and principals to join the team of Luohu Education. In terms of medical care, we will continue to deepen Luohu's medical reform and build a medical and health service community with efficient integration of "prevention, treatment, rehabilitation, care and care". Promote the reconstruction and expansion of hospitals such as the District Maternal and Child Health Hospital and the District Hospital of Traditional Chinese Medicine, and add 3 new community health centers and upgrade 4 community health centers this year. In terms of transportation, we will make every effort to promote the construction of major transportation projects such as the Luosha Road Composite Passage, the East Extension of Shennan Road, and the Chunfeng Tunnel. Focus on improving the construction of traffic microcirculation in the port area and Buxin and Mumianling shed reconstruction areas, and renovate and upgrade Dongmen Road, Renmin South Road, Kebin Road and Nanhu Road.

The service industry has been mentioned many times in your introduction, and Luohu's service industry has a good foundation, what specific measures does Luohu have to promote the high-quality development of the service industry?
Zuo Jinping: Thank you for your question. As you said, Luohu has the advantage of being a first-mover in the development of the service industry, and it is also our very urgent and realistic demand. From the perspective of stock and foundation, we have the following characteristics: First, the proportion of industry is "high". In 2023, Luohu's service industry will account for 94.2% of GDP, making it the urban area with the highest proportion of service industry in the city. The high-quality development of the service industry means the high-quality development of Luohu's economy. Second, the quality of development is "good", but there is still a lot of potential space. In Luohu District, the modern service industry accounts for 75% of the tertiary industry, the highest in the city. Among them, the total assets of the financial industry account for nearly 20% of the city, the added value of the commerce and trade industry accounts for 14% of the city, the business service industry has maintained double-digit growth for many years, and the number of enterprises above designated size is also the second in the city. However, we still have room for structural optimization, and we still need to "grab positions" in some emerging fields. Third, the economic contribution is "large". In 2023, the service industry in Luohu District will grow by 7.3%, slightly higher than the GDP growth rate, driving GDP growth by 6.9 percentage points, and the service industry tax revenue will account for more than 80% of the total tax revenue in the district. 96.22% of the new market entities are in the service industry. It can be said that the service industry is the main force of tax revenue and employment in the jurisdiction. Fourth, the ties with Hong Kong are "tight". There are three major ports in Luohu, Wenjindu and Liantang, accounting for 45.5% of the total customs clearance between Shenzhen and Hong Kong, with 40,000 permanent residents and more than 6,400 Hong Kong enterprises.
It is precisely because of the unique advantages and foundation of Luohu that we regard the development of the service industry as the top priority of the whole region's work:
In terms of direction, in accordance with the requirements of "all districts should focus on characteristics, highlight advantages, and develop in a position and dislocation" proposed by the Municipal Party Committee, we clearly put forward the "1+N+X" high-quality development work system for the service industry. "1" refers to "three forces and three zones", which is the orientation of our development, which I have already introduced. "N" refers to the action plan of 7 categories and 28 sub-sectors of a number of key developments. "X" refers to supporting policies, we plan to introduce 34 industrial policies, and 25 policies have been introduced.
On the path, we will take the development of productive services that occupy the high-end of the industrial chain and value chain as the main direction of attack, adhere to the "two-wheel drive" of the producer service industry and the life service industry, and focus on promoting the high-quality development of the seven areas of the service industry. First, in the financial field, we will do a good job in the "five major articles" of finance, promote the construction of "one belt and five districts" such as the Hongling emerging financial industry belt and the financial headquarters agglomeration area with high standards, and introduce more than 6 licensed financial institutions this year, and strive to exceed 120 billion yuan in private equity fund management. At the same time, we will focus on digital yuan and other sub-sectors and vigorously develop digital finance. Encourage insurance companies to develop platform-based and innovative businesses. Second, in the field of commerce and trade, we will take the platform economy as the starting point to strengthen the supply chain platform, bulk commodity trade platform, vertical e-commerce platform, instant retail platform and integrated supermarket platform, etc., and promote the integrated development of trade chain, industrial chain and supply chain. Strive to exceed 420 billion yuan in wholesale sales, 100 billion yuan in retail sales, and 150 billion yuan in total retail sales of consumer goods this year; Third, in the field of management consulting and legal services, it is necessary to build 5 buildings with professional characteristics of management consulting. In 2024, we plan to add 15 new law firms above designated size. Fourth, in the field of human resource services, more than 2 professional buildings (parks) for human resource service industries will be built, and the revenue will exceed 10 billion yuan in 2024. In the field of tourism services, we will build a second tourism industrial park with high standards, innovate the supply of high value-added tourism products such as customized tourism and cultural tourism, build a demonstration area for the integration of business, tourism and culture, and strive to achieve a revenue growth rate of more than 50% in 2024 for travel agencies and related service industries. In terms of goals, we will promote Luohu's service industry to "step up in one year, make a big breakthrough in two years, and leapfrog in three years", and strive to form four industrial clusters with revenue of 100 billion yuan by 2026, namely finance, retail, wholesale, freight forwarding logistics, and software information services, tourism services, and human resources services. The high-quality development pattern of the international modern service industry will build the brand of "world service provider" in Luohu, and serve the province's manufacturing industry leader and manufacturing city strategy with Luohu's services.

On April 16, Luohu District held a concentrated contiguous regional investment and investment conference, at which we took out four high-quality "treasure land" in the central city at one time, with a total land scale of 133 hectares, of which 126 hectares were used to attract investment, which are very valuable and scarce high-value space, and the social attention is very high. The first of these four concentrated contiguous plots of land is the Sungang passenger superstructure project, which is the first project in the country to add a cover plate on the existing operating railway section to carry out comprehensive superstructure development, this project will stitch the urban space, relying on Honghu Park, Sungang in the west, and Shuibei in the east, to create a modern business and modern fashion headquarters base in Luohu.
The second is Honggang International Innovation Plaza, located in Qingshuihe Headquarters New Town, which will build a digital economy headquarters economic agglomeration area in the future. In recent years, we have vigorously deployed new industries and future industries such as software and information services and big health, and cultivated and attracted a number of leading enterprises in new industries such as national specialized, special and new "little giants" by accelerating the release of high-quality industrial space, strengthening the efforts of targeted investment promotion and enterprise services, and improving the energy level of the business environment. The China-EU R&D Platform for Innovative Drugs and Medical Devices and the Urban Safety Risk Monitoring and Early Warning Laboratory of the Ministry of Emergency Management have been launched, major basic research platforms have achieved breakthroughs, and various innovation indicators have been significantly improved.
Here I can use three "key words" to illustrate the specific measures of Luohu to build an influential science and technology agglomeration demonstration zone:
The first key word is "agglomeration". We will adhere to the goal-oriented and "attract + cultivate" to promote industrial agglomeration. For example, in the software and information service industry, it focuses on leading enterprises in subdivided fields such as integrated circuit design, software development, information processing and storage support services, information technology consulting services, and digital content services. The big health industry focuses on the development of innovative drugs, high-end medical devices, precision medicine, medical cosmetology and other fields. On the other hand, we have taken a multi-pronged approach, one is to use the district guidance fund and sub-fund, support the equity transfer policy, the establishment of seed funds and other means to invest in enterprises or projects in key areas that can be implemented. The second is to take the high-quality industrial space of state-owned enterprises in the district as the starting point to build professional buildings and professional parks. The second key word is "service".
