At the end of last month, the Kunming Municipal Bureau of Natural Resources and Planning announced a 324-acre plot of land in the Chenggong Yuhua area, which is relatively rare that one-third of the plot was originally planned for residential land (about 79 acres), and there is a 60-class middle school covering an area of 180 acres, and the remaining part is park green space and water, but in the latest plan, not only the park green space has been reduced, but the residential and educational land has been adjusted to medical and health and scientific research land.

In Kunming's land planning adjustment, it was more common in the past to adjust other land to residential land, and vice versa.

The plot is located in Chenggong University Town, between Chunrong West Road, Xueqin Road, Jingming South Road and Caiyun South Road, with Kunming Medical University on the west side and Yunnan Baiyao Industrial Park on the south side, close to the highest medical university in Yunnan and the largest pharmaceutical enterprise in Yunnan.

The Kunming Municipal Self-regulation Bureau also publicly emphasized in the regulation statement: "In order to orderly promote the integrated development of Chenggong District Health Science and Technology Industrial Park and universities, it is necessary to revise the land control regulations". Yunnan Housing Network checked, there is no public information about the Chenggong District Health Science and Technology Industrial Park, but since one of the reasons for the regulation is "the integrated development of industry, education and research in universities", it is obvious that this land is to use the resources of Kunming Medical University to carry out relevant scientific research and develop medical services, because the main purpose of medical and health land is to build hospitals or other types of medical institutions.

In addition, from the perspective of the parking space ratio standard required by the planning index, the medical and health facilities built on this plot should be the hospital, because after the regulation, the motor vehicle parking spaces of the medical buildings on the plot are required to be built according to 1.2 parking spaces per 100 square meters, and according to the 2022 edition of the "Kunming Urban and Rural Planning Management Technical Regulations", only the motor vehicle construction standard of the hospital is 1.2, and the maximum motor vehicle construction standard for other building types is only 1 parking space per 100 square meters.

After the planning adjustment, the vast majority of this plot, about 271.2 acres, has become a mixed land for medical and health care and scientific research, and the construction area of medical and health facilities is not less than 60%. According to the maximum plot ratio of 2.5, the construction area of the medical and health institutions on the plot will reach as much as 270,000 square meters.

What is the size of a medical and health facility of 270,000 square meters? According to the design of 1,200 beds, the new hospital of Chenggong District People's Hospital, which will be built in two phases, has a total construction area of only 273,000 square meters. The first phase is only 148,000 square meters. Another large-scale new hospital planned for construction in Kunming, the Yunnan Provincial Hospital of Traditional Chinese Medicine (Yunnan Provincial Hospital for Nationalities), is only 270,000 square meters in the first and second phases of the project, with a scale of 1,300 beds.

That is to say, the scale of the medical and health institutions built on the plot of the university town is no less than that of the newly built Chenggong District People's Hospital and Yunnan Provincial Ethnic Medical Hospital, and the hardware has also reached the top three standards. With such a scale, it is obviously unlikely to be a community medical service center, or an institution such as a health and epidemic prevention and medical laboratory center that can also be built on medical and health land, but more likely to be a specialized or comprehensive medical institution that relies on Kunming Medical University next door.

In this way, the medical level of Chenggong will be further improved, and the number of large-scale and high-level hospitals will further match the number of other districts in the main city.

Up to now, the high-level hospitals that have been built and put into use include the Chenggong Campus of the First Affiliated Hospital of Kunming Medical University, the Chenggong Campus of Kunming Yan'an Hospital, the Chenggong Campus of Kunming Hospital of Traditional Chinese Medicine, and the Chenggong Campus of Kunming Maternal and Child Health Hospital, all of which are tertiary hospitals. The new hospital of Chenggong District People's Hospital is under construction, the new hospital that has just been adjusted, and the new affiliated hospital that Yunnan University of Traditional Chinese Medicine has long planned to build in Chenggong.

As of the end of 2023, there are a total of 23 tertiary hospitals in Kunming, most of which are concentrated in the three districts of Wuhua, Xishan and Panlong. The scale of the hospital to be built after the adjustment of the university town is also not small, and because it relies on Kunming Medical University, the level is definitely not low.
