The following points are clarified in the Notice:

1. The minimum loan amount of the provident fund loan is calculated at 250,000 yuan per household

The "Notice" proposes that if the loan amount of the employee's personal housing provident fund loan is less than 250,000 yuan, the minimum guarantee amount shall be calculated at 250,000 yuan per household.

During the loan period, when the borrower meets the requirements of the provident fund center and needs to change the content agreed in the original loan contract, he can apply for loan modification, including early repayment, repayment account change, repayment method change, and loan term change.

2. There is no requirement for the down payment ratio of the provident fund for the purchase of a house

For the purchase of self-occupied housing and the withdrawal of housing provident fund, there is no clear requirement for the down payment ratio, and the down payment ratio and amount agreed in the purchase contract shall prevail.

After the employee buys a house and withdraws the housing provident fund, he or she can no longer withdraw the housing provident fund on the grounds that part of the property rights of the same house is sold.

The number of loan repayment withdrawals has been relaxed from once a year to monthly withdrawals.

3. Clarify the method of withdrawing housing provident fund in circumstances such as retirement, death, unemployment, resignation, etc

The "Notice" clarifies that if the retirement withdrawal of housing provident fund, the male who has reached the age of 60 and the female who has reached the age of 55 can be exempted from providing a retirement certificate.

If the housing provident fund is withdrawn in the event of death, and the account balance is less than 10,000 yuan (inclusive), the following two situations do not need to provide a notarized will or notarial certificate of inheritance:

  • Provide the deceased employee's still valid social security card, and apply for the balance of the housing provident fund account to be directly transferred to the social security card (the bank to which the social security card belongs should be the local housing provident fund business undertaking bank);
  • The spouse or children or parents of the deceased employee may apply for the balance of the housing provident fund account to be transferred to the applicant's bank card by providing proof of relationship and signing the "Notification and Commitment".

After the termination of the labor relationship between the employee and the employer, the unit does not need to provide a certificate of termination of the labor relationship for the sealing of the employee housing provident fund.

Employees do not need to provide proof of termination of labor relations when they handle the three withdrawal services of enjoying the minimum living guarantee, being unemployed for five years, and leaving the household registration in other cities.

When handling the deposit and withdrawal of housing provident fund, if the required application materials have been obtained through data sharing, they can be exempted from submission.

Down payment for a second home reduced to 20%

Wuxi Housing Provident Fund Management Center issued the "Notice on Adjusting the Relevant Use Policies of Housing Provident Fund". The Notice will come into force on May 7, 2024 and will be valid for 5 years. The "Notice" proposes that the down payment ratio of the housing provident fund loan for the purchase of a second self-occupied house in the administrative area of Wuxi shall not be less than 20% of the total price of the house, and the minimum down payment ratio of the previous second housing provident fund loan is 40%.

  In addition, if a working family purchases a self-occupied house within the administrative area of Wuxi City and applies for a provident fund loan, the maximum loan amount will be adjusted to 800,000 yuan if the borrower meets the loan conditions; If both the borrower and his or her spouse meet the loan conditions, the maximum loan amount will be adjusted to RMB 1 million.

  Wuxi City also proposed that if a household registered in the city with two or three children applies for a provident fund loan to purchase the first self-occupied house for the first time, the loan amount shall be linked to the borrower's provident fund contribution period and balance according to the current housing provident fund personal housing loan policy. If the borrower meets the loan conditions, the loan amount shall be increased by 200,000 yuan, but the maximum loan amount shall not exceed 1 million yuan; If both the borrower and his or her spouse meet the loan conditions, the loanable amount shall be increased by 300,000 yuan, but the maximum loan amount shall not exceed 1.3 million yuan.

1. When a working family purchases a second self-occupied house in the administrative area of Wuxi City and applies for a housing provident fund loan, the down payment ratio shall not be less than 20% of the total price of the house.

2. If a worker's family purchases a self-occupied house within the administrative area of Wuxi City and applies for a provident fund loan, and the borrower meets the loan conditions, the maximum loan amount shall be adjusted to 800,000 yuan; If both the borrower and his or her spouse meet the loan conditions, the maximum loan amount will be adjusted to RMB 1 million.

3. Households with household registration in the city who have two or three children and apply for a provident fund loan to purchase the first self-occupied house for the first time shall be linked to the loan amount and the deposit balance of the borrower's provident fund according to the current housing provident fund personal housing loan policy. 4. For employees who have signed a monthly entrusted loan repayment agreement, the retained balance of entrusted loan repayment shall be adjusted to 6 times of the monthly actual payment amount of the housing provident fund (excluding housing subsidy for new employees) in the latest month before the date of signing the monthly loan repayment entrustment agreement.

5. Employees who repay housing loans in other places and employees who are unable to repay the housing provident fund entrusted by the housing provident fund can withdraw the housing provident fund once a year for one-time repayment or repayment of the principal and interest of the housing loan, but the single withdrawal amount of the same loan shall not exceed the remaining loan principal and interest, and the cumulative withdrawal amount shall not exceed the loan principal and interest.

If an employee applies for loan repayment and withdrawal again after applying for loan repayment and withdrawal over the counter, it must be one year after the last loan repayment and withdrawal.

6. Employees who pay housing provident fund in cities outside the administrative area of Wuxi City, and either of the husband and wife or their immediate family members (parents, children) are registered in Wuxi City, when purchasing self-occupied housing in Wuxi, they can apply to the Housing Provident Fund Management Center of Wuxi City for non-local personal housing loans with the "Certificate of Deposit and Use of Housing Provident Fund for Employees with Non-local Loans" issued by the Housing Provident Fund Management Center of the place of deposit.

7. Employees who meet the conditions of the city's housing provident fund for personal housing loans in different places can apply to the Wuxi Housing Provident Fund Management Center for commercial housing loan to housing provident fund loan business or commercial housing loan to portfolio loan business according to regulations.

8. This notice shall come into force on May 7, 2024 and shall be valid for 5 years. The unit shall pay the housing provident fund on time and in full, and shall not pay late or underpaid without reason. If the unit has difficulties in paying the housing provident fund, it can apply for a reduction in the contribution ratio or a deferred payment of the housing provident fund. After the economic efficiency of the unit improves, the contribution ratio shall be increased or the contribution shall be resumed, and the deferred housing provident fund shall be paid. Those who have been approved to defer the payment of pension and unemployment insurance premiums in accordance with the law may apply for a reduction in the proportion of housing provident fund contributions or a deferred payment of housing provident fund at the same time.
