On May 7, the Intermediate People's Court of Qingdao City, Shandong Province, publicly pronounced a verdict on the case of Li Guohua, former deputy secretary of the party group and general manager of China United Network Communications Group Co., Ltd., for accepting bribes and abusing his power, and sentenced the defendant Li Guohua to 15 years in prison and a fine of 6 million yuan for accepting bribes; He was sentenced to three years' imprisonment for abuse of power, and was sentenced to 16 years imprisonment and fined 6 million yuan; Li Guohua's criminal proceeds and fruits are to be recovered in accordance with law and turned over to the state treasury.
After trial, it was ascertained that from 1998 to 2022, the defendant Li Guohua took advantage of his position as a member of the party group and deputy director of the Jiangxi Provincial Post and Telecommunications Administration, deputy secretary and deputy director of the party group and deputy director of the Jiangxi Provincial Post Bureau, a member of the party group and deputy director of the State Post Bureau, a member of the party group and deputy general manager, deputy secretary of the party group and general manager, secretary of the party group and general manager of the China Post Group Corporation, secretary of the party group and general manager of the Postal Savings Bank of China Co., Ltd., and other positions, as well as the facilitation of the formation of authority or status. Provided assistance to relevant units and individuals in matters such as project contracting, enterprise management, and job promotion, and illegally accepted property directly or through others, totaling more than 66.45 million yuan, of which more than 21.59 million yuan was not actually obtained. During his tenure as secretary of the party group and director of the Jiangxi Provincial Post Bureau, and member of the party group and deputy director of the State Post Bureau, Li Guohua abused his power, causing a loss of more than 49.96 million yuan in state-owned assets.
The Qingdao Intermediate People's Court held that defendant Li Guohua's conduct constituted the crimes of accepting bribes and abusing power. The amount of bribes Li Guohua accepted was particularly huge, and the circumstances of his abuse of power were particularly serious, so he should be punished according to law and punished concurrently for several crimes. In view of the fact that some of Li Guohua's bribes were attempted, he truthfully confessed his crimes after being brought into the case, took the initiative to confess some of the facts of the crime of accepting bribes that the supervision organs had not yet grasped, pleaded guilty and repented, actively returned the stolen goods, and all the stolen money and goods had been recovered, and there were statutory and discretionary mitigating circumstances, and he may be given a lighter punishment in accordance with law. The Court accordingly rendered the judgment.
