In 2023, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Aviation Law Research Society will fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously study Xi Jinping Thought on the Rule of Law, actively participate in the party building activities and learning activities organized by the Shanghai Law Society, gather the advantages of all parties in production, education and research, continue to promote the construction of think tanks and academic research, and help the development and application of aviation law.

More than 70 experts and scholars from academia, practice and industry attended the forum, and the live broadcast of the forum was watched by about 7,000 people.

On May 18, 2023, the inauguration ceremony of the "Aviation Case Trial Station" of the Shanghai Changning District People's Court and the seminar on the intensive and professional trial of aviation cases in the context of building a world-class international shipping center were held. Jia Yu, Secretary of the Party Leadership Group and President of the Shanghai Higher People's Court, and Zhang Wei, Secretary of the Party Committee and District Mayor of Changning District, Shanghai, jointly unveiled the "Aviation Case Trial Station". The "Aviation Case Trial Station" of Shanghai Changning District People's Court was officially established and settled in Hongqiao Airport Economic Park, building the first one-stop aviation dispute resolution platform in China together with the Aviation Dispute Mediation Center and the Shanghai International Aviation Arbitration Court. The Aviation Law Research Association of Shanghai Law Society, Shanghai Changning District People's Court, Shanghai International Economic and Trade Arbitration Commission (Shanghai International Arbitration Center), East China University of Political Science and Law, and China Air Transport Association jointly signed the "Memorandum of Cooperation on Jointly Building a One-stop Multiple Dispute Resolution Mechanism for Aviation Disputes" to explore the formation of a diversified aviation dispute resolution mechanism and a cooperation and exchange platform for the construction of aviation rule of law, integrating judicial guidance, litigation and mediation, adjudication and adjudication linkage, and industry coordination, so as to resolve conflicts and disputes in the aviation field efficiently, conveniently and prudently.
At the same time, East China University of Political Science and Law and Shanghai Changning District People's Court jointly held the "Seminar on Intensive and Professional Trial of Aviation Cases in the Context of Building a World-class International Shipping Center", aiming to deepen the consensus of the theoretical and practical circles, unite the joint efforts of all parties, and create a highland of aviation rule of law. Sun Peijiang, Secretary of the Party Leadership Group and President of Shanghai Changning District People's Court, delivered a speech and issued letters of appointment to the first batch of experts of the "One-stop Expert Think Tank for Aviation Dispute Resolution". Eight experts and scholars from the theoretical and practical circles of aviation law, including Guo Junxiu, President of the Aviation Law Research Association, exchanged views and spoke from the dimensions of professional resolution of aviation disputes, docking of aviation arbitration and litigation, and cultivation of aviation legal talents. More than 150 representatives from the court system, the legal industry, the civil aviation industry, universities and scientific research institutions attended the meeting.

From June 17 to 18, 2023, the "2023 Annual Conference of the Aviation Law Research Society of the China Law Society and the Forum on 'Great Changes Unseen in a Century and the Modernization of Aviation Rule of Law'" was held in Nanjing, sponsored by the Aviation Law Research Society of the China Law Society, the Legal Working Committee of the China Air Transport Association and the Legal Professional Committee of the China Civil Airports Association, undertaken by the School of Humanities and Social Sciences of Nanjing University of Aeronautics and Astronautics, and co-organized by the Institute of Air Law and Space Law of Nanjing University of Aeronautics and Astronautics. Guo Junxiu, President of the Aviation Law Research Association and President of the Aviation Law Research Association of the China Law Society, attended the meeting and made a work report, and Yuan Faqiang, vice president and secretary general of the Aviation Law Research Association, and a number of directors and members of the Aviation Law Research Association went to Nanjing to attend the meeting.

More than 300 aviation law experts, scholars, aviation legal practitioners and students from various colleges and universities, scientific research institutes, legislatures, judicial institutions, government agencies and legal practice departments across the country attended the annual meeting.
4. On October 28, 2023, the inaugural meeting of the Aviation Law Research Association of Sichuan Law Society and the academic seminar on "Civil Aviation Law and Civil Aviation Industry Governance" were successfully held in Guanghan, Sichuan. More than 110 scholars and industry experts from the national civil aviation system, scientific research institutes, political and legal systems, aviation enterprises, enterprises and institutions attended the inauguration ceremony.
Guo Junxiu, President of the Aviation Law Research Association and President of the Aviation Law Research Association of the China Law Society, Xu Jian, member of the Party Group and full-time vice president of the Sichuan Law Society, and other leaders attended the meeting to congratulate and deliver speeches. President Guo Junxiu pointed out in his speech that the establishment of the research society is an important measure to implement Xi Jinping's thought on the rule of law and promote the construction of the rule of law in Sichuan civil aviation, and hopes that the research society will strengthen political guidance in the next step, continue to promote the construction of the research society, highlight the characteristics of aviation, contribute special strength to the economic and social development of the province and the construction of the rule of law, adhere to the awareness of problems, and provide the "Sichuan plan" for the development of aviation law in the mainland. At the meeting, Huang Jiefang, former director of the ICAO Bureau of Legal Affairs and External Relations and the first "Zhou Kunsheng Chair Professor" of Wuhan University Law School, was hired as honorary president, and Guo Rengang, vice president of the Aviation Law Research Association of the China Law Society, member of the Standing Committee of the Party Committee of the Civil Aviation Flight University of China, and dean of the Ombudsman Training College, was elected president. The General Assembly also elected the Executive Vice President, Vice President and Secretary-General. On November 25, 2023, the "2023 Shanghai Arbitration Week" Aviation Theme Sub-forum, sponsored by the Aviation Law Research Association of Shanghai Law Society, Shanghai Municipal Bureau of Justice, Shanghai Council for the Promotion of International Trade and Shanghai Arbitration Association, and organized by Beijing Renren Desay (Shanghai) Law Firm and Shanghai International Aviation Arbitration Court, was successfully held in Shanghai International Aviation Arbitration Court. With the theme of "Dispute Resolution of Aircraft Leasing Contracts", the sub-forum invited nearly 50 representatives from air transport enterprises, aviation financial institutions, relevant associations, universities, law firms and dispute resolution institutions to participate. 3. Talent training
1. In order to implement the spirit of General Secretary Xi Jinping's important instructions on strengthening the cultivation of legal talents and contribute to the strategy of building a strong civil aviation country, China Eastern Airlines launched the China Eastern Legal Talent Pool (Xiaku) project in 2021 and launched the first phase of the domestic training stage of the talent pool in 2023.
Guo Junxiu, President of the Air Law Research Association and General Counsel of China Eastern Airlines Group Co., Ltd., personally guided the project, and some directors and representatives of member units of the Research Society participated in the project, and leaders, experts and scholars from the Department of Policies and Regulations of the Civil Aviation Administration of China, the International Cooperation Service Center of the Civil Aviation Administration, the East China Administration of Civil Aviation, the Shanghai Changning District People's Court, the Shanghai International Arbitration Center, COSCO Shipping, Sinar Mas Group, Ctrip and other institutions supported the project through special lectures and on-site exchanges.
After completing three intensive training sessions at Xiamen University, Fudan University and Shanghai International Aviation Arbitration Court, the trainees submitted a total of 40 research papers, covering domestic and foreign legal hotspots and legal difficulties encountered in practical work. After internal review, 8 excellent papers, 12 excellent papers and 20 good papers were selected. At present, the relevant papers are being published through WeChat public accounts such as "Rule of Law", "China Eastern Airlines Management", and "Aviation Law Research Association of China Law Society".
The China Eastern Airlines Rule of Law Talent Pool (Database) project has been included in the excellent cases of relevant topics by the SASAC, and will be introduced in the SASAC Rule of Law Lecture Hall, and the content of the subject will be distributed to central enterprises, local SASAC and state-owned enterprises.
2. From May 11 to May 14, 2023, the 14th "Leiden-Serling" International Air Law Moot Court Competition, hosted by the International Research Center for Air and Space Law (IIASL) of Leiden University in the Netherlands, was successfully held in Leiden, the Netherlands. The team of East China University of Political Science and Law successfully advanced to the international semi-finals with the "runner-up" result in the China selection competition, and also won the "Best Written Pleadings Award of the Opposing Party", "Outstanding Oral Defense Award of the Positive Side" and "Outstanding Oral Defense Award of the Opposing Party" in the China Selection Competition. In the international competition, the team of East China University of Political Science and Law prepared well and performed well, winning the "second place in the world in the oral defense of the opposing party" and the "third place in the world in the square pleading", and won the "third place in the world in the total score of the opposing party" and "the fifth place in the world in the total score of the positive side". For the first time, he won the second place in the world in the oral defense, continuing to refresh the best result in the history of participating in the event.
The International Air Law Moot Court Competition is the most influential international moot court competition in the field of international air law, and it is currently the only world-class air law moot court competition. The competition was established on the recommendation of the International Civil Aviation Organization (ICAO), a specialized agency of the United Nations, and is held annually. At present, it has successfully held 14 international competitions, and there are domestic trials in China and India. The China Selection Competition is jointly sponsored by the Aviation Law Research Association of the China Law Society and the China University of Political Science and Law, and the contact point for the China Selection Competition is located in East China University of Political Science and Law. The fifteenth edition of the competition is scheduled to be held in Mexico City, Mexico, in April 2024. The International Aviation Law Moot Court Competition not only provides students of East China University of Political Science and Law with the opportunity to learn international law knowledge, improve their professional English skills and carry out teamwork, but also brings new concepts and methods to the teaching and research of international aviation law and the cultivation of foreign-related legal talents.
3. On October 19, 2023, Mr. Li Zhihong, partner and head of the aviation team of Beijing Renren Desay (Shanghai) Law Firm (director of the research association), was invited to give a special lecture on "How to Learn Aviation Law" at the Law School of Civil Aviation University of China. The lecture was presided over by Dr. Sun Xu, a young teacher of the School of Law of Civil Aviation University of China, with a discussion by Assistant Professor Huang Ruqing, and attended by all the 2022 and 2023 master's students of the School of Law.

During the 14th Five-Year Plan period, the construction of a civil aviation power in mainland China has entered a new stage, and a large number of foreign-related civil aviation legal talents are urgently needed to help mainland civil aviation accelerate the transformation to high-quality development. The international, transnational and cutting-edge nature of the civil aviation industry and aviation law determines that the overall demand for foreign-related legal talents in civil aviation is not only comprehensive, cross-industry and cross-legal department foreign-related legal talents, but also high-quality and high-level foreign-related legal talents, especially taking into account the international training needs of the international civil aviation legal system for civil aviation foreign-related legal talents, and the interprofessional training needs of the international civil aviation safety management system for civil aviation foreign-related legal talents. and the compound training needs of international aviation legal practice for foreign-related legal talents in civil aviation. With the rapid development of the civil aviation industry and the continuous growth of the demand for civil aviation talents, the cultivation of foreign-related legal talents in civil aviation especially needs to be promoted by the exchange of experience and joint efforts of universities, enterprises, government agencies and all walks of life.

Fourth, the work of party building
1. On January 4, 2023, after the issuance of the Notice on Soliciting Opinions on the 2022 Democratic Life Meeting of the Party Group of the Shanghai Law Society, the Aviation Law Research Association actively studied and gave feedback on relevant materials.
2. On February 20, 2023, Guo Junxiu, President of the Air Law Research Association, and Yuan Faqiang, Vice President and Secretary-General of the Air Law Research Association, convened the Secretariat of the Air Law Research Society to arrange the party building, academic and other related work of the Air Law Research Society in 2023.
3. On May 6, 2023, Guo Junxiu, President of the Aviation Law Research Association, held a special president's office meeting to collectively study Xi Jinping Thought on the Rule of Law and the important expositions on the construction of the rule of law in the report of the 20th National Congress of the Communist Party of China, and remobilize and redeploy the work of the 2023 Research Society. Ma Yi and Yan Kerong, vice presidents of the Research Association, and representatives of member units such as Ren Yi, vice president of Shanghai No. 1 Intermediate People's Court, Chen Yuqi, president of the Commercial Trial Division of Shanghai Changning District People's Court, Cao Ying, deputy general manager of the legal and compliance department of China Eastern Airlines, and Chen Xiangdong, manager of the forensic audit department of Shanghai Airport (Group) Co., Ltd., attended the meeting.
5. Social services
In January 2022, the China Law Society issued the "Guiding Opinions on Promoting the System of Chief Legal Consultation Experts", requiring the national law society to systematically promote the work of chief legal consulting experts. In order to serve the construction of a higher level of peace in China and the rule of law in China, Guo Junxiu, president of the Aviation Law Research Association, led the role of the chief legal consulting expert, organized experts of the research society to participate in the country's first case involving the disposal of aircraft-related rights and interests in overseas leasing operations, and vigorously promoted the recovery of stolen goods and losses in the case with professional knowledge. The case has also become a model for property enforcement in criminal cases involving the public. On May 8, 2023, the Shanghai Law Society decided to commend the Aviation Law Research Association and Comrade Guo Junxiu, the chief legal consulting expert.
