The first is to tighten the requirements for licensing review in key areas. Emphasizing the strict requirements for the review of canteens of centralized dining units such as schools and childcare institutions, provisions are made in terms of the subject of applying for licenses, marking the form of operation, the principle of hierarchical correspondence, and the establishment of a contract management system. Further tighten the licensing review requirements for the contracted operation of canteens in terms of licensing, risk prevention and control capabilities, cross-provincial operations, personnel, and systems in the location of the contracted canteen. The second is to optimize the requirements for food business licenses. Based on the newly revised "Food Business Licensing and Filing Management Measures", it is expanded in terms of simplifying the food business licensing procedures, and for the simple production and sale of foods with low food safety risks such as "patting cucumbers" and "making tea", it is clear that the review content of facilities and equipment, special areas, etc. can be appropriately simplified under the premise of ensuring food safety, and the simple production and sale are marked in the copy of the food business license, and the specific circumstances of setting up special rooms or special operation areas are clarified, so as to fully release the reform dividend and create a business environment that is convenient for the people and enterprises.
