From January 1, 2023 to December 31, 2027, if an enterprise recruits college graduates and other personnel who have been registered as unemployed for more than half a year in the public employment service agency of the human resources and social security department and hold the "Employment and Entrepreneurship Certificate" or the "Employment and Unemployment Registration Certificate" (indicating the "tax policy for enterprise absorption"), and sign a labor contract with them for a period of more than one year and pay social insurance premiums in accordance with the law, the value-added tax shall be deducted in order according to the actual number of employees within three years from the month of signing the labor contract and paying social insurance. If an enterprise recruiting employees can apply the preferential tax policies stipulated in the announcement and other special preferential tax policies to support employment, the enterprise may choose to apply the most preferential policies, but shall not enjoy them repeatedly.
Enterprises shall submit applications to the human resources and social security departments at or above the county level (including county level) with the following materials:
1. The list of key groups to be recruited, and the list information should include the name, citizenship number, category (poverty alleviation population or registered unemployed persons for more than half a year), and working hours in the enterprise.
