According to Liu Yongxuan, the cooperative was established in 2017 with the full support of the Gansu Provincial Political Consultative Conference and the agricultural department of Xihe County, and the party committee and government of Luoyu Town. Since its establishment, the cooperative has always adhered to the principle of "private, civil, and people's benefits", actively promoted the development model of "party branch + leading enterprise + cooperative + farmer", vigorously developed pepper, marigold seedlings and Chinese herbal medicine, melons, fruits and vegetables, and gradually walked out of the industrial road of agricultural rich farmers with the characteristics of living alone.
It is understood that Luoyu Town cultivates 180 acres, 2,400 acres and 7,800 acres of pepper seedlings, marigolds and peppercorns, with an annual output of 900,000 catties, 1,200 catties and 780,000 catties respectively, and an output value of 720,000 yuan, 8.4 million yuan and 27 million yuan respectively.
