On the occasion of the 100th anniversary of his birth, Wang Chuanen and Zhu Li, who were former "soldiers" and worked in the 719 Institute for more than 10 years and had deep feelings for the development of nuclear submarines, co-wrote an article with Chen Jinnan, Chen Youming's daughter, entitled "Remembering the Old Leader of the Nuclear Submarine Father Chen Youming's Affection for the 09 Nuclear Submarine Years Like a Song" and contributed it to this magazine, fondly recalling the past years and inheriting the spirit of nuclear submarines. 2022 is the centenary of Comrade Chen Youming's birth. We very much cherish the memory of the veteran leaders who made great contributions to the Chinese Navy's armament and nuclear submarine undertakings.

In 1956, Zhu Shaowen and I were admitted to the Naval Engineering Department of the Harbin Military Engineering Institute, majoring in submarine design. In 1962, 22 students in our class graduated, and 20 of them were assigned to work in the Seventh Research Institute of the Ministry of National Defense (Ship Research Institute). On August 23, 1963, by order of Premier Zhou Enlai, Chen Youming was transferred from the Lushun base to Shanghai and served as the director of the First Research Institute of the Seventh Research Institute of the Ministry of National Defense (i.e., the 701 Institute). 63% of the students in our class became the soldiers of Director Chen Youming, and 60% of the students participated in the development of the 09 project.
On October 14, 1966, the Party Committee of the Seventh Research Institute of the Sixth Level Ministry added a member of the Standing Committee of the Party Committee of Chen Youming Academy. Chen Youming served as deputy secretary and vice president (in the early days of the "Cultural Revolution", he was called the deputy head of the revolutionary leading group), presided over scientific research, and concurrently served as the director of the Nuclear Submarine Engineering Office of the Sixth Machinery Department. Director Chen Youming and my father-in-law, Zhu Jun, are old comrades-in-arms of the Fifth Division of the New Fourth Army, and after the founding of New China, they both worked in the navy in the Luda area, and they have been comrades-in-arms for several decades.
In February 1968, Chen Youming concurrently served as the director of the Nuclear Submarine Office of the National Defense Science and Technology Commission, and on October 30, 1969, he concurrently served as a member of the State Council and the Central Military Commission's Nuclear Submarine Engineering Leading Group and the director of the office, and concurrently served as the first deputy director of the Office of the Shipbuilding Industry Leading Group, and on December 25, 1970, the State Council and the Central Military Commission established the ocean-going survey ship project (code 718) The office of the leading group is set up in the Navy, and Chen Youming, vice president of the Seventh Academy, is also the director of the office, responsible for the organization, management, and coordination of the development of the first-generation nuclear submarine and the development of ocean-going survey vessels.
On February 18, 1974, the State Council and the Central Military Commission decided to merge the two leading groups of the nuclear submarine project and the ocean-going survey ship project. On December 7, 1977, the State Council and the Central Military Commission decided to abolish the leading group for the nuclear submarine and ocean-going survey ship projects and its office, and transfer its work to the National Defense Science and Technology Commission under unified leadership.
From the above history, it can be seen that Comrade Chen Youming has been the director of the office for 11 years, and the subordinate relationship and office location of the office have changed many times. He devoted himself to the research and development work he was responsible for, often went deep into the front line of scientific research and production to study and coordinate and solve problems, and shared weal and woe with scientific and technological personnel and workers. Chen Youming, in his capacity as vice president of the Naval Research Institute, directly participated in the specific development of the first-generation nuclear submarine, and organized and led scientific and technological personnel to make hundreds of technological breakthroughs and won a number of special prizes and first prizes for national scientific and technological inventions. Specifically, he successfully organized the development of first-generation missile boats, conventional submarines, missile frigates, and missile destroyers, as well as ocean-going vessels such as surveying, scientific investigation, navigation and supply, and salvage and life-saving, all of which won the State Science and Technology Invention Award or the Special Prize for Invention. Due to the policy at that time, Chen Youming, as a leader, did not participate in the evaluation of any awards.
In November 1965, I married my classmate Zhu Shaowen's sister Zhu Li. In order to participate in the development of the mainland's nuclear submarines, we took the initiative to ask for transfer, and on the ninth day of our wedding, we bid farewell to our parents and left Nanjing 701 Institute to work at the 719 Institute of Wanghai Temple in Jinxi, Liaoning. Living in Wanghai Temple for 13 years, we participated in the whole process of the development of the first generation of nuclear submarines, which is our pride, and all our experiences are our precious life treasures.
Chinese people prefer family history, school history, school history, etc. Someone said: "History is like a mirror, truly showing the footprints on the road of life; History is like a book, recording the joys, sorrows and sorrows of life; History gives birth to truth, and it is also a teacher of life and a philosophy of educating people. ”

Since 1965, according to our incomplete statistics, 188 veteran leaders and colleagues who participated in the development of nuclear submarines have unfortunately passed away, and they are the founders who should not be forgotten by the world. In May 2011, the old leader Chen Youming passed away, and we were very saddened to lose an outstanding predecessor and a good leader of the nuclear submarine project. 2022 is the centenary of the birth of the old leader Chen Youming, in order to carry forward the spirit of 09, in memory of the old leader Chen Youming and his comrades-in-arms, this article is written to dedicate to the comrades who have paid their youth and even their lives for the development of China's nuclear submarines!
A review of the 09 project of the difficult and arduous development
The first launch of the nuclear submarine project was during the Great Leap Forward era. On June 27, 1958, Marshal Nie Rongzhen submitted the "Report on the Development of Missile Atomic Submarines" to the Central Committee of the Communist Party of China and Chairman Mao. On March 20, 1965, the 11th meeting of the Central Special Committee chaired by Premier Zhou Enlai officially approved the re-inclusion of nuclear submarine development in the national plan. In June, on the basis of the second room of the Seventh Research Institute and the general and hull specialties of the 15th Institute, the Nuclear Submarine General Research and Design Institute (19 Institute), codenamed 719 Institute, was established to be responsible for the overall design of the 09 boat.
On August 1, 1974, China's first attack nuclear submarine was commissioned. become the fifth country in the world to have nuclear submarines; On April 30, 1981, the launching ceremony of the mainland's first ballistic missile nuclear submarine was held; On August 25, 1983, the mainland's first ballistic missile nuclear submarine was sequenced and delivered to the Navy. From November 20, 1985 to February 18, 1986, the nuclear submarine completed the first 90 consecutive days and nights of self-sustaining training in the training waters of the Yellow Sea and East China Sea, with a total voyage equivalent to one week around the Earth's equator. From April to May 1988, the mainland's nuclear submarine was successfully tested in the South China Sea.
In May 1989, Chen Youming pointed out in an article entitled "Nuclear Submarines Ties the Prime Minister's Heart"[3] published in the People's Navy Daily: "After the submarine successfully launched the missile underwater, I told the office and the comrades participating in the test many times: The successful development of nuclear submarines and submarine-to-surface missiles should first of all be attributed to Premier Zhou's wise policy decision and specific guidance. ”
In the order of the Chinese chapter of the "Collection of Nuclear Submarine Historical Materials"[4], we have excerpted the articles of some old leaders and colleagues for the benefit of readers.
The first long article of "Zhou Enlai and Other Revolutionaries of the Older Generation Care for the Nuclear Submarine Project" [5] written by Chen Youming is divided into six sections, which reviews in detail the difficult history from the Navy's plan to develop missile nuclear submarines in 1956 to the development of the mainland's first-generation nuclear submarine project in the 80s of the 20th century. He wrote fondly: "The successful research of nuclear submarines indicates that the mainland's defense science and technology have reached a new level, and the national defense force has been further strengthened, which is not only conducive to the security of the mainland, but also conducive to world peace." As a member of the previous work on this front, whenever we see or talk about nuclear submarines, we can't help but think of the great concern and specific guidance given to the nuclear submarine project by the respected proletarian revolutionaries of the older generation, such as Premier Zhou, Nie Rongzhen, and Vice Chairman Ye Jianying. ”
You Ziping, vice president of the Seventh Research Institute of China State Shipbuilding Corporation, reviewed the experience of going to the Soviet Union to negotiate with Su Zhenhua in 1958 as a general professional and technical consultant and signed the "24 Agreement", and the process of re-launching and 091 and 092 demonstrations in 1965. He emphasized: "O 9 is the cause of tens of millions of people, each participant is small and great, ordinary and glorious, a drop of water can reflect the world." ”
Lai Jian, director of the Scientific Research Bureau of the National Defense Industry Office, wrote "Fragments of Memories of the Development of Nuclear Submarines": "The research work of nuclear-powered submarines, which had been temporarily shelved due to temporary economic difficulties, has never stopped their work and thinking for those researchers, and when they heard the order of the central authorities, they were really ecstatic and immediately became active. The Office of the Central Special Committee assigned me to undertake this matter, and the first thing I considered was to discuss with the leaders of the sixth-level ministry and the second-level ministry how to improve the organizational leadership. The leading group headed by Fang Qiang was set up, and at the same time, an office was set up, with Comrade Chen Youming as the director, and the office was initially set up in the Sixth Machinery Department, and later changed to the National Defense Science and Technology Commission for the convenience of command and leadership. ……。 After the beginning of the 'Cultural Revolution,' Comrade Zhou Enlai became even busier, and there were many unreasonable things that bothered him, but he did not relax at all about the nuclear test and the development of missiles. That's how he feels, and it's a warning to us. ”
Han Xifu, deputy director of the Science and Technology Committee of the Seventh Research Institute of China Shipbuilding Corporation, "Recalls the Organization and Leadership of the Seventh Academy for the Development of Nuclear Submarine Engineering": "The mainland's nuclear submarine undertaking has gone through 20 years of hard work from entrepreneurship to success, and it has poured into the hard work of tens of millions of people across the country, and is an unsung hero on the mainland's national defense front. Some comrades sacrificed their lives for the cause, and Comrade Yu Xiaohong, the former president of the Seventh Academy, left a will before his death: 'After my death, I ask the organization to scatter my ashes in the ocean'. ”
Xia Tong, the first director and secretary of the 719 Institute, recalled "Several Things in the Early Years of the Establishment of the Nuclear Submarine General Research Institute": "In May 1965, President Yu Xiaohong of the Seventh Academy talked to me, and the Central Committee decided that the 09 nuclear submarine was officially launched, and it was decided to divide the first and second rooms of the Seventh Academy and expand it into the General Institute of Nuclear Submarines, codenamed the Nineteenth Institute of the Seventh Academy. You are the director, Wang Chengshan and Song Wenrong are the deputy directors, and the site is in Huludao. As far as research and design units are concerned, in the past, I used to colloquially compare the overall work to a 'chef' and the equipment used in a ship to a 'dish'. However, when the first boat was designed in 09, the 'dish' of nuclear power had not yet grown, so what should I do? 'Planting vegetables' means that we sent a group of engineering designers to 15 institutes to participate in the design of the first and second circuits. In 1968, Comrade Peng Shilu led the engineering and technical personnel of 15 institutes to Huludao to participate in the overall technical design of 091 and 'stir-fry' with us. The overall preliminary design of the 091 project and the construction design of the nuclear power system 196 project were carried out at the same time, and the two institutes worked closely together to ensure the success of the nuclear submarine at one time, which played an important role. ”
Huang Xuhua, the second chief engineer of the 09 project, "Review of the overall research and design of the mainland's first-generation nuclear submarine": "The nuclear submarine has gone through a difficult and glorious course from scratch, and the success of the development is the result of the correct leadership and care of the central government, the vigorous cooperation and joint efforts of millions of scientific research and production units across the country, and the crystallization of the wisdom and strength of the Chinese nation. ”
09 Peng Shilu, the first chief designer and science and technology adviser of the Nuclear Industry Corporation, "Experiences of Participating in the Development of Nuclear Submarines": "The mainland's independent and self-reliance in developing nuclear submarines is the crystallization of the wisdom and strength of the Chinese people and the product of the hard cooperation of the people of the whole country. My experience is that: (1) the central government's decision-making is wise and timely, and the measures are strong and concrete; (2) The staff is brave in innovation and meticulous; (3) Unified command, vigorous coordination, and close cooperation. In the process of research and development, there are many difficulties and obstacles, technical difficulties, and collaborative projects, all of which are of one heart and one mind, work together, regardless of fame and fortune, and go through hardships to achieve fruitful results. ”
Hou Junzhu, director of the former nuclear submarine assembly plant, recalled that the process of the birth of nuclear submarines is a history of hard work: "I am in the preparatory stage when I go to the 431 factory, and it is conceivable to undertake the 09 task with cutting-edge technology under such circumstances. Unite and struggle, work on the slipway, eat on the slipway, sleep on the slipway, and finally successfully build the mainland's first nuclear-powered submarine, the heart fluctuates, as one of the organizers and commanders, unforgettable, the kind of hard fighting spirit that is not afraid of hardship, not afraid of tiredness, no treatment, no distinction between you and me, it is they who have established great achievements for the mainland's nuclear submarine. ”
Chen Shiqian and Li Haiting, former deputy directors of the 09 Office, wrote an article entitled "Reviewing the Role of the O9 Project Leading Group and Its Office" [6], which describes the role of the office from five aspects: "First, actively assist the central leadership and the project leading group to grasp the general ,...... , played a good staff role. Second, in conjunction with relevant industrial departments and provinces and municipalities, it has formed an organizational management system with relatively high efficiency and flexible operation,...... It has effectively strengthened the organization and leadership of the engineering research and development work. Third, we should conscientiously implement the principle of vigorous coordination,...... It has effectively promoted and promoted the implementation of engineering research and development plans, task development, product quality and safety production. Fourth, it has organized and led major research and development projects, tests and technical breakthroughs. …… It will also organize a number of important technical breakthroughs with relevant units to solve major technological problems. Fifth, we have vigorously grasped the quality and safety of engineering research and development,...... , thus ensuring the quality and safety of the nuclear submarine engineering development project. ”
Song Wenrong, the third director and secretary of the 719 Institute, emphasized in the article "Eliminate Interference and Adhere to the Overall Research and Design Work of Nuclear Submarines": "The development of nuclear submarines has the unfavorable factors of the 'Cultural Revolution', and there are also some favorable external conditions, and the support of the Party Central Committee is a reliable guarantee for the development of nuclear submarines. In August 1967, the Central Military Commission issued a special official letter that played a particularly important role in enabling the nuclear submarine to be carried out. The fact that the mainland's first nuclear submarine was built in a turbulent era shows that our scientific and technological personnel can be trusted and their consciousness is high. In that extraordinary period, they withstood all kinds of pressure, not for fame or profit, and devoted themselves to the cause of nuclear submarines. Today, it is only their representatives who have won the special prize of the National Science and Technology Progress Award, and most of them are still unknown, and it is they who have been in the same boat with us, survived the difficult years, created the cause of the mainland's nuclear submarines, and are unsung heroes with outstanding achievements. ”
Pu Xiwen, director of the Systems Engineering Department of China State Shipbuilding Corporation, recalled the "Technical Coordination of the 6848 Field Command": "In the winter of 1969, the nuclear submarine leading group of the Central Special Commission held a meeting in Shenyang to discuss the implementation of the development progress of nuclear submarines. The meeting made three decisions: (1) to complete the trial production of the first boat in 1972; (2) Adopt the 'three-sided' method, that is, build a factory, design and produce; (3) The composition of the personnel implements the 'three combinations', that is, the tripartite personnel of scientific research and design, production and use units go to the site together to solve the problems that arise in the design and construction. The Central Special Committee decided to set up an on-site command center in Factory 431 to be responsible for on-site coordination. On April 8, 1970, I was appointed as the deputy commander-in-chief of the site, responsible for on-site technical coordination, and Guo Wensheng, the deputy commander-in-chief, was responsible for production coordination. During the meeting, Bingye, deputy commander-in-chief of the on-site command headquarters, discussed with me that the construction of the first boat would be completed in two years, and the drawings supplied by the 719 Institute might become a bottleneck problem, and I was asked to mobilize the comrades of the 719. I found Fan Yukang, director of the 719 Institute, and Liu Hanqing, political commissar, who were very determined, and led dozens of scientific and technological personnel to submit a letter of determination written on red paper to the conference to ensure the timely, quality, and quantity supply of drawings, and not to miss the construction period. At that time, it was the period of the 'Cultural Revolution', and the mobilization of the masses in this way of expressing determination played a good role. Objectively speaking, there are great difficulties in providing drawings, and the engineering and technical personnel of the institute have united and fought day and night to overcome the difficulties, and finally provided the drawings in time to ensure the production progress. Due to the implementation of 'trilateral' shipbuilding, drawings and technical equipment do not meet the construction requirements, and it happens from time to time. The on-site command convened a meeting and decided to send technical personnel to the construction site to solve various problems in the construction drawings with the workers in accordance with the professional and technical needs of the 719 Institute, with Song Wenrong and Chen Chunshu as the principal and deputy team leaders. At that time, the situation was chaotic, life was very difficult, and there were many problems. However, scientific research, production, and use of the three parties vigorously cooperated, worked hard, and finally completed the construction task in 1972 and was successfully launched. With their own practical actions, they solemnly declared to the whole world: The Chinese have built their own nuclear submarines by relying on their own strength. Make the People's Republic of China the fifth country in the world to have nuclear submarines. ”
Wu Tingguo, director of the 09 Engineering Design Office, reviewed the establishment and work of the Office of the Chief Designer of the O9 Project: "The 09 Project is a very comprehensive national defense cutting-edge technology system project, which involves 26 provinces (municipalities) and autonomous regions, 21 ministries of industry, research institutes, more than 2,000 factories and institutes, and has developed 2,090 items of equipment and 46,000 pieces, and a considerable part of it is the mainland's past industrial and scientific and technological gaps, with great technical difficulty, a wide range of supporting facilities, and many characteristics of research and development equipment. Since 1958, under the centralized and unified leadership of the State Council and the Office of the Central Military Commission's 09 Project Leading Group, the State Council and the Central Military Commission's 09 Project Leading Group Office have carried out nationwide production cooperation, and in 1972 the mainland's first nuclear submarine designed by itself was built. In order to meet the needs of the development of contemporary national defense technology, the Central Committee of the Communist Party of China agreed to establish a chief designer system, in October 1979, Peng Shilu was appointed as the chief designer, Huang Weilu, Zhao Renkai and Huang Xuhua were appointed as deputy chief designers, and in March 1983, Peng Shilu was appointed as a consultant and Huang Xuhua was appointed as the chief engineer. In October, the office of the chief engineer of 09 engineering was established, with me as the director, Liu Yinghua, Xie Qunwei and Zhang Yanfei as the deputy directors, and Chen Laixin and Gao Zhongfan as the deputy directors. ”
Lai Jian, Jiang Laigen, and other leaders, the technical backbone of the Navy, the Ministry of Industry, the institutes of the Seventh Academy, factories and other units, and Yang Xi, the first captain of the nuclear submarine, wrote 49 reminiscences. Due to space constraints, we regret that we have not been able to do so.
Looking back on the development process of the 09 boat, we believe that its success comes from three aspects: the strong leadership of the Party Central Committee; the vigorous cooperation of all fraternal units; The result of the hard work and innovation of the participants. The commander-in-chief of the development of nuclear submarines is the respected Premier Zhou, just as Chen Youming, former director of the Navy's Equipment Technology Department and director of the 09 Office, pointed out in response to reporters: "If you insist on looking for the father of nuclear submarines in China, I think that Zhou Enlai, Nie Rongzhen, Ye Jianying, and other revolutionaries of the older generation have truly fulfilled their fatherly responsibilities, and without their tremendous care and specific guidance, it would have been impossible to successfully develop them so quickly; ......." ”
Peng Shilu, the chief designer of the first generation of nuclear submarines, said very simply: "Whether it is an atomic bomb or a nuclear submarine, it is Premier Zhou who really plays a major role!" Although the name of Comrade Chen Youming cannot be found in the list of awards, he has made outstanding contributions to the successful development of the first generation of nuclear submarines on the mainland, and we would like to pay tribute to all those who participated in the 09 project!
Carry forward the spirit of the 09 nuclear submarine
In 1987, after obtaining the consent of the secretary of the 719 Institute, we sent an invitation to the old colleagues of the original 719 Institute 09 in Jiangsu, Zhejiang and Shanghai to hold a New Year group meeting, and 31 old colleagues came to the first gathering. Zhang Wenzhi's colleague said: "The old comrades of the 715 Institute also want to participate in this kind of gathering." On February 20, 1999, at the Jingtong Hotel in Shanghai, the "09 Old Colleagues Association" was formed by the old colleagues of the three units, with a total number of about 223 people, of which the original 719 accounted for 82.5%; 715 institutes and 909 bases accounted for 17.5%. The Association was not registered and had no affiliation, but a 26-member board of directors was formed. Chairman Wang Guancheng, Vice Chairman Qian Juexin, Liu Huaming, Lin Jinsheng, Sun Chengfu; Secretary-General Sun Yuntao (and Finance), Deputy Secretary-General Gu Jinliang, Lu Rongguo, directors: Shen Defu, Zhang Wenzhi, Chen Guoping, Lu Longxiang, Yang Zhengzhong, Jiang Yongsheng, Zhu Li, etc. Honorary Chairman Wang Chuanen and Honorary Vice Chairman Yu Donggao; Executive Chairman Wang Kunquan. Members pay for each networking event, and the balance is used for the next event or to purchase souvenirs. If the cost of souvenir purchase is insufficient, the honorary president will pay for it himself.
From 1987 to 2019, when the first meeting of 708 pilot plants in Shanghai was held, a total of 27 events were held, with a total of 1,373 participants. Since 2007, my wife and I have organized a meeting in Shanghai every year. With the help of relevant units, individual sponsors and Mr. and Mrs. Lu Rongguo, we planned souvenirs, published books and photocopied materials, and presented them to 09 old colleagues during the event. This article only recalls in detail 2 09 old colleague networking activities. On July 20, 2004, 23 old colleagues from all over the country participated in the 10th activity and visited Huludao, Dalian and Beijing. In Huludao, we visited the office building, expert building, collective dormitory and laboratory of the original 719 office. We took a group photo in front of the 719 office building.
In the afternoon, we went to the island to visit the office building of the engineering department, and Huang Pinlin, the current party secretary of the 719 Institute, made a special trip to meet us at the entrance of the engineering department. In the conference room of the engineering department, 49 of us participated in the gathering of 09 old colleagues, at which Secretary Huang introduced the changes of the 719 Institute in recent years. On the 23rd, 760 veteran offices received us to visit Dalian and had a gathering with 09 old colleagues.
On the evening of July 28, 2004, we visited Chen Youming, the veteran leader of Dinghui Temple in Beijing, who introduced his work on writing after his retirement, and presented us with the "Collected Poems of Chen Youming and Hu Zhijiang" published by the China Literature and History Publishing House in 2005 [10].
In order to commemorate the old-timers and carry forward the 09 love, here is a reprint of a poem by the old leader Chen Youming:

From October 10th to 14th, 2005, 34 people from 10 cities (the oldest is 79 years old and the youngest is 62 years old) went to Wuhan to participate in the 12th friendship activity - return to Wuhan. On the afternoon of October 11, Mr. You met with you cordially in the conference room on the fourth floor of the hotel. He told the history of the 09 project entrepreneurship and the history of the difficult development of the 719 Institute.

On the evening of the 11th, Director Song Wenrong invited some old leaders and old subordinates to spend the festival together, and 23 people, including Chen Youming and his wife, You Ziping and his wife, Xu Junlie and his wife, and Wang Chuanen and his wife, attended the party. Cheng Sujun delivered a speech on behalf of Director Song and reviewed the development history of the 09 project. During the banquet, Mr. You hoped that the young comrades would have an innovative spirit and make breakthroughs in technology. Chen Youming, an old leader in his old age, cares about the pension of his old colleagues, and he talks about the significance of participating in social insurance.
On October 12th, we participated in the celebration activities, and on the 13th, we visited the exhibition room of the celebration and watched a wide-screen stereoscopic film introducing the grand plan and anti-submarine drill of the institute. In the afternoon in the multi-functional activity room, Xia Sanfang presided over the meeting and discussion of old colleagues, and more than 140 people, including Zhou Yanghua, director of the Party Office, participated in this unprecedented gathering. On behalf of the association, Lu Guorong presented gifts to the association, including a collection of photos from previous gatherings since 1987, and a pennant of "deep affection and long-term meaning" of the old cadres. Mr. You took a group photo with some old colleagues who participated in the commemorative activities. 09 spiritual cohesion is an unbreakable spiritual wealth.

In 2019, naval writer Li Zhongxiao presented Chen Youming with the book "Memorandum on China's Nuclear Submarine Engineering" [9], which he co-authored. In 2020, due to the coronavirus pandemic, we cancelled the 27th gathering we had planned to hold in Shanghai. With the help of Chen Youming's eldest daughter, Chen Jinnan, we distributed this book to recall and carry forward the spirit of 09. In October 2019, Chen Youming and Gu Hanxiang published the co-authorship "The Sea Will Not Forget: Zhou Enlai and the New China Nuclear Submarine" [11]. In June 2022, to commemorate the centenary of Chen Youming's birth, Li Zhongxiao republished the Memorandum on China's Nuclear Submarine Engineering (2nd Edition)[2], which added the reminiscence article "Remembering General Chen Youming, the Hero of Naval Equipment Construction" by Yuan Dunlei of 701 and Gu Zongyan of 719 [12,13], which represents our heartfelt voice.
The first page of Professor Lewis of Stanford University in the United States "China Builds Nuclear Submarines" [7] emphasized: "In China's nuclear weapons development project, we have found that spirit of selfless dedication. In Project 09, especially in the people who participated in the early development of Project 09, we also found that selfless dedication. ”
So, what is the spirit of 09? The benevolent and the wise have their own opinions. We believe that it can be expressed in six sentences: "self-reliance, hard work, regardless of fame and fortune, one heart and one mind, the courage to innovate, and work together".
In his speech at the celebration of the 70th anniversary of the founding of the People's Republic of China, Xi Jinping pointed out: "China's yesterday has been written in the annals of human history, China's today is being created in the hands of hundreds of millions of people, and China's tomorrow will be even better." "In order to write a better tomorrow for China, we and our old colleagues from 09 will contribute to China's tomorrow. In October this year, the 20th National Congress of the Communist Party of China was solemnly held at the Great Hall of the People in Beijing. The report of the 20th National Congress of the Communist Party of China is a vivid demonstration of the will of the whole party and the voice of the people, and it is also a guide to action to comprehensively promote the great rejuvenation of the Chinese nation. Our generation will make contributions to the realization of the "Chinese Dream".

About the Author:
Mr. and Mrs. Wang Chuanen and Zhu Li
Wang Chuanen, born in January 1938, is a native of Pinghu, Zhejiang, a senior engineer and a member of the Communist Party of China. In 1962, he graduated from the submarine design major of the Department of Naval Engineering of Kazakhstan Military Industry, and participated in the structural strength design of Type 31 missile submarine imitation and Type 034 submarine in the 701 Institute. In November 1965, he applied for transfer to the 719 Institute (Huludao) and was responsible for the design of life-saving devices for the Type 091 nuclear submarine. In September 1978, he was transferred to the Shanghai Naval Medical Research Institute, responsible for the research and development of underwater medical equipment, and concurrently served as the deputy director of the test plant of the institute. After his retirement, he organized the "09 Old Colleagues Association" and served as the honorary president.
Zhu Li, born in February 1941, is a native of Jing County, Hebei Province, and a member of the Communist Party of China. After graduating from Dalian No. 20 Middle School in 1963, he served as a data clerk in the second room of the Seventh Academy. In May 1965, he was appointed as a broadcaster in the Propaganda Section of the Seventh Academy. In November 1965, he served as a data clerk in the Information Section of the 719 Institute (Huludao). In 1981, he was transferred to the General Affairs Department of Shanghai Public Transport Corporation, and later worked in the administrative office and party office archives of the head office. He retired in 1996. Sorority organizer.
Chen Jinnan
Chen Jinnan was born in March 1948 in Jincheng, Shanxi Province, on the way south to liberate the whole of China. Ph.D. and postdoctoral fellow in the United States, professor, doctoral supervisor, member of the Communist Party of China. He graduated from Beijing University of Chemical Technology in 1974 and went to work at Beijing Institute of Technology. In 1986, he gave up his public office and went to the City University of New York to study for a master's degree and a doctorate degree at his own expense. He received a master's degree in engineering in 1988 and a master's degree in philosophy and a doctorate degree in engineering in 1994. From 1994 to 1995, he worked as a postdoctoral researcher at the Institute of Physico-Chemical Fluid Dynamics at the City University of New York and the Department of Chemical Engineering at Johns Hepkins University. At the beginning of 1996, he was introduced to Beijing Institute of Technology as a returned talent from studying abroad, and was rated as a professor in 1997. He used to be the deputy dean of teaching, the leader of the discipline of "Chemical Technology", the dean of the School of Continuing Education, the assistant to the president, and the first director of the Zhuhai campus of Beijing Institute of Technology. She has also served as a member of the "Expert Steering Committee for Professional and Technical Personnel Knowledge Updating Project" of the Ministry of Chinese Resources and Social Security, the executive vice president and secretary-general of the Beijing Women Professors Association, a member of the Distance Education Collaboration Expert Group of the Department of Higher Education of the Ministry of Education, a member of the Higher Education Expert Group of the Beijing Municipal Education Commission, a director of the Plastics Technology Collaboration Committee of the China Plastics Processing Industry Association, a member of the Academic Committee of the Fujian Modified Plastics Technology Development Base, an executive director of the Beijing Continuing Education Association, and a director of the China Continuing Engineering Education Association. He is an expert of the Continuing Education Expert Committee of the Continuing Education Center of the China Association for Science and Technology, a director of the China Joint College of Continuing Education, a member of the 4th Council and Academic Committee of the China Association for Adult Education, and a member of the International Association for Continuing Engineering Education. He has published more than 200 academic papers in core journals at home and abroad, applied for and participated in 13 patent applications, published the works "Principles of Transfer Process", "Advanced Chemical Mathematics" and "Polymer Rheology and Its Applications", and published more than 100 educational management papers. In 1999, she was awarded the honorary title of "Women's Style" by the Beijing Education Trade Union. In 2010, she was awarded the honorary title of "38" Red Flag Medal by Beijing Women's Federation, Beijing Federation of Trade Unions, and Beijing Municipal Human Resources and Social Security Bureau. In 2012, he won the Beijing Teacher Ethics Advanced Individual Award.
