Recently, a blogger with nearly one million fans posted a video claiming that he spent 4,280 yuan to buy two ownerless suitcases "blind boxes" at Changzhou International Airport, and after buying them back, he opened nearly 10,000 yuan of luxury goods, which caused heated discussions among netizens.

On April 30, the staff of Changzhou International Airport told reporters that the airport would not sell unclaimed suitcases, and they had reported to the leadership and relevant departments to deal with the matter.

The blogger told reporters that there was no script for the video he posted, and he had provided relevant information to cooperate with the airport's investigation.

Blogger: There is no script for video

The blogger said in the video that it was a flight attendant at Changzhou International Airport who sold him the "blind box" of his suitcase, which specializes in handling the luggage stranded by passengers. Some netizens questioned that many of the items in the blind box of the suitcase opened by the blogger were brand new and unopened items, and under normal circumstances, most of the items in the passenger's suitcase should be used, and the video content may be fake. In this regard, the blogger said in the comment area that it is definitely not a script, "(if) it is a script, I dare not take Changzhou International Airport." ”

On the afternoon of April 30, the reporter contacted the blogger concerned, and he told the reporter about the specific situation of the matter. The blogger said that most of the video content he made was related to blind boxes, and not long ago, when he browsed a second-hand trading platform, he stumbled upon a merchant selling blind boxes of ownerless suitcases at Changzhou International Airport. When he communicated with the other party, the other party claimed that he used to be a flight attendant and is now transferred to the internal office, at that time he believed the identity of the other party, and decided to buy two suitcase blind boxes and make a video to satisfy the curiosity of netizens.

The merchant claims to sell unclaimed luggage

The blogger told reporters that the box he received did not have a label on the consignment, and the brand new and unopened things in the box also made him suspect that the so-called ownerless suitcase may not be real, "but there are clothes in the box, half of the perfume, and even toiletries, and I am also in a state of doubt." ”

After the incident was reported by the media, the blogger received a call from Changzhou International Airport. According to the blogger, after communicating with the airport staff, he provided transaction records, chat records and other relevant information to the airport, and finally removed the video from the shelves.

"This is not a script. The blogger told reporters that for the sake of the show, some of the videos he made before were indeed scripted, but there were also many videos that were purchased for real, "This time it must be real." ”

Airports: Unclaimed luggage will not be sold

The reporter called Changzhou International Airport on this matter, and the relevant staff said that under normal circumstances, if a passenger loses his suitcase, the airport will first help the passenger save it. If it is unclaimed for more than a month, they will be handled in a unified and centralized manner according to the regulations, and will not be sold to the outside world, "This matter is fake." ”

Another staff member of Changzhou International Airport told reporters that after verification, the situation in the online video is not true, and they have reported the specific situation to the relevant departments of the airport, and may be released to the public in the future.

The blogger's purchase history

The blogger told reporters that he found that the merchant who sold the suitcase to him had removed all the goods from the shelves, and he also found that the so-called big-name cosmetics and headphones in the suitcase he bought did not seem to be genuine, and he currently suspected that the other party was "fake". He hopes that the relevant departments will investigate clearly, and he is also waiting for a result, and if necessary, he will clarify or even apologize. At present, he has packed the items in the two suitcases intact, and he has also made a list, he is willing to cooperate when the relevant departments need his cooperation, and I hope that the majority of netizens will not be deceived.

According to Elephant News, the relevant staff of Zhengzhou International Airport introduced that long-term stranded items are also considered lost items, and the airport is in accordance with the "Property Law of the People's Republic of China", and if the lost property is unclaimed within six months from the date of the announcement of the claim, it will be owned by the state and will be handed over to the state treasury in accordance with the law.

According to the requirements of the Civil Code of the People's Republic of China on the disposal of unclaimed lost items, actively communicate and coordinate with multiple parties, and finally successfully contacted the Jilin Provincial Department of Finance to officially carry out the transfer of lost items beyond the storage period at Changchun Airport, so that the overdue lost items can be placed. After more than three months of overtime sorting and verification, a total of 6,937 lost items, including electronic products, certificates, jewelry, special products, calligraphy and paintings, were handed over in three batches, and so far, all the lost items received by Changchun Airport since July 2020 have been disposed of.

Lawyer: It is illegal to sell unclaimed luggage

Fu Jian, director of Henan Zejin Law Firm, believes that if someone takes out the luggage of a passenger stranded and sells it, it is an illegal act. According to Article 312 of the Civil Code, the owner or other right holder has the right to recover the lost property. If the lost property is in the possession of another person through transfer, the right holder has the right to claim damages from the person without the right to dispose of it, or to request the transferee to return the original property within two years from the date on which he knew or should have known about the transferee.

According to Article 314 of the Civil Code, if a lost property is found, it shall be returned to the right holder. The finder shall promptly notify the right holder to collect it, or send it to the public security and other relevant departments. Article 315: If the relevant department receives a lost property and knows the right holder, it shall promptly notify the person to collect it; Article 316 stipulates that before the finder delivers the lost property to the relevant department, the relevant department shall properly keep the lost property before the lost property is collected. Where damage or loss of lost property is caused intentionally or through gross negligence, civil liability shall be borne. Article 318 stipulates that if a lost property is not claimed within one year from the date of the announcement of the claim, it shall be owned by the state. In summary, the airport should properly dispose of lost property in accordance with the procedures established by law.

In addition, if someone artificially "manufactures" a passenger's stranded luggage and sells it, this behavior is also illegal, and may involve various crimes such as fraud and intellectual property infringement.
