Zhan Chunpei, born in Zhuji City, Zhejiang Province in December 1990, graduated from Shanghai Maritime University, and is currently the deputy captain of the Maritime Patrol Law Enforcement Brigade of the Pudong Maritime Safety Bureau and the captain of the "Haixun 01" ship. With a "captain's dream", she joined the maritime team in 2013 and has been rooted in the "Haixun 01" ship for ten years, engaged in patrol law enforcement, search and rescue work in sea waters.

Zhan Chunpei always kept in mind that the "Haixun 01" ship is not only a law enforcement brigade, but also a party branch, a small family of workers, and a mobile country. She and her colleagues systematically planned and set up a platform for the dissemination of maritime, ocean and maritime culture in accordance with local conditions in the "Haixun 01" ship, and built the "Haixun 01" ship into a national navigation science education base.
