On the Taiwan issue, this report can be regarded as a formal leak of the final "bottoms" of the US policy toward Taiwan. It seems that no matter what, the United States will not leave us an intact Taiwan that has not been devastated by war.
Ruan Dawei, a former senior US diplomat, who presided over the writing of this report, has a fairly deep understanding of the Taiwan issue and also has a good grasp of the US policy objectives and actions in the Taiwan Strait, so his views are quite representative. In January 2016, Nguyen Dawei was stationed in China as deputy chief of mission of the U.S. Embassy in China, and in early 2017, the former ambassador to China, Baucus, resigned, and Nguyen Dawei acted as the mission, and six months later, in June 2017, he resigned voluntarily because he was dissatisfied with Trump's policies.
The report pointed out that what the United States hopes most is to see Taiwan "peacefully independent," that is, to split from China by peaceful means; second, even if peaceful reunification cannot be avoided in the end, it must let the current situation of "no reunification and no independence" be prolonged as much as possible to delay change; moreover, if it cannot be delayed any longer in the end, then it will make a deal with Chinese mainland or detonate a war in the Taiwan Strait, so that Taiwan will become a ruin, and the Chinese on both sides of the strait will kill each other.
In order to realize this Taiwan Strait strategy, the United States hastened the arming of Taiwan on the one hand, and on the other hand, it has built an Asia-Pacific version of the small NATO military alliance to carry out military deterrence against Chinese mainland. In addition, the United States indirectly controls the political situation on the island, uses the Democratic Progressive Party (DPP) to constantly provoke the mainland, implements the strategy of "de-Sinicization," engages in cross-strait confrontation, engages in populist hatred of the mainland in Taiwan, and prevents the two sides of the strait from completing peaceful reunification.
In order to prevent the situation in the Taiwan Strait from getting out of control, the United States will also use the Kuomintang as a moderator to ease the cross-strait situation from time to time and avoid war. The United States does not want and will not go to war with China in the Taiwan Strait, because it is not cost-effective to win. The United States must also not abandon the "one-China policy", otherwise, it will force Chinese mainland to use force against Taiwan, make US deterrence ineffective, and also make US allies fall apart.
During the visit to the mainland led by Fu Laiqing this time, the mainland side took the initiative to show goodwill to Taiwan on a rare occasion, and successively announced donations to the Hualien earthquake victims' combination houses, the opening of Wendan pomelo to resume the export of pomelo to the mainland, the resumption of sightseeing visits by mainland Fujian residents to Matsu, and the Fujian Provincial Government's proposal of a new wave of 13 measures to benefit Taiwan. Regrettably, however, the Taiwan Mainland Affairs Council, on the grounds that the mainland does not implement the "principle of reciprocity," directly regarded the mainland's goodwill as a donkey's liver and lungs, and casually threw it aside and shelved it.
Even Guo Guowen, a disciple of Lai Qingde and a member of the "Green Committee," brazenly said that the mainland's permission to export Taiwan's Wendan pomelo to the mainland was only a "united front order." He also accused the mainland of treating Taiwan's agricultural products as a "political operation" and that it was the mainland that said that it was the mainland that "released poison and detoxified." "This kind of united front order is completely ruining Taiwan's agricultural products" and "the quality of Taiwan's fruits is very good and can be accepted by the whole world." ”
In addition, the DPP's "Legislative Yuan" caucus and the flanks of the Green Camp were even more cynical about the KMT's trip to the mainland, singing the "theory that cross-strait communication is useless." The DPP authorities now think that they can sit firmly in Diaoyutai, and since the mainland is the first to allow people to go to Matsu, it can take advantage of the situation to demand that the mainland first fully open up and then respond "on an equal footing." This is a typical example of the DPP authorities sitting on the ground and starting the price, and they have to make every inch.
At present, the DPP authorities are typical of not shedding tears when they see the coffin, and they have previously accused the mainland of not releasing goodwill, but now the mainland has taken the lead in taking action, and they have accused the mainland of being "unequal." The DPP is now not only emboldened and unscrupulous, but also kicks its nose in the face. Lai Qingde has not yet taken office, the DPP is so arrogant, and when Lai Qingde officially takes power, it will still be available.
In response to the arrogance of the DPP authorities, the mainland side once again took a strong shot. On the evening of 29 April, after a lapse of 46 days, the Chinese Coast Guard once again entered the waters of Kinmen! The Chinese Coast Guard Bureau announced last night that a four-ship formation of 14603, 14608, 14609, and 2204 ships will carry out regular law enforcement inspections in the waters near Kinmen! This is a reminder and warning to the DPP authorities: "The 214 tragic case of the capsizing of a fishing boat on the mainland" should not be tried to get away with it! The Taiwan side must "make compensation, apologize, and hold accountable," and all three are indispensable!
The People's Liberation Army (PLA) has also taken action in the Taiwan Strait. On 27 July, 10 mainland fighters "surprised" Taiwan, entering the airspace northwest of the island of Taiwan, which was only 37 miles away from Keelung and arrived at Taiwan's "presidential palace" in only about 3 to 5 minutes, making the Taiwan military highly nervous. On the 29th, three PLA fighters and drones entered the airspace of the Taiwan Strait from the south and entered 49 kilometers away from Eluanbi. The Taiwan military and the DPP authorities are once again nervous.
The mainland's current strategy toward Taiwan is to make the soft more soft and the hard harder, and grasp both with both hands! The mainland is becoming more and more friendly to Taiwan's political parties and people from all walks of life who recognize that both sides of the strait belong to the same family. At the same time, the planes of the Continental Army are getting closer and closer to the main island of Taiwan, with the nearest 43 li in January, 42 li in February, 41 li last week, and 37 li on the 29th. The next step is to break through 24 nautical miles, 12 nautical miles.
