1. Former Provincial Government Inspector Zhou Hebin accepted gifts, cash gifts, and consumption cards that might affect the fair performance of official duties, and accepted banquets that might affect the fair performance of official duties. From February 2012 to April 2023, while serving as Secretary of the Party Group and Director of the Shangluo Municipal Bureau of Industry and Information Technology, Secretary-General of the Shangluo Municipal Party Committee, member of the Party Group of the Municipal Government, Secretary of the Party Working Committee and Director of the Management Committee of Shangluo High-tech Zone (Shangdan Park), and Inspector of the Provincial Government, Zhou Hebin successively accepted gifts and gold bars, high-end wine, shopping cards, mobile phones and other gifts from 8 management service recipients and private business owners, equivalent to a total of more than 610,000 yuan. From August 2014 to September 2023, Zhou Hebin accepted banquets from private business owners in Xi'an, Shangluo and other places for a long time, and drank high-end alcohol, at the expense of private business owners. Zhou Hebin also had other serious violations of discipline and law, was expelled from the party, expelled from public office, his disciplinary and illegal gains were confiscated, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.
2. Qin Xiaozhong, former director of the Budget Fund Review Center of the Provincial Department of Finance, accepted gifts that may affect the fair performance of official duties, and accepted travel arrangements that may affect the fair performance of official duties. From 2013 to 2020, Qin Xiaozhong successively accepted gifts from 12 management service recipients, totaling 243,000 yuan, while serving as the director of the Economic Construction Division of the Provincial Department of Finance, the director of the Provincial Finance Special Fund Management Bureau, and the director of the Provincial Budget Fund Evaluation Center. From 2009 to 2017, Qin Xiaozhong and his family violated the rules by accepting invitations from private business owners to travel to Japan, the United Kingdom and other places, at the expense of private business owners. Qin Xiaozhong also had other serious violations of discipline and law, was expelled from the party, had his benefits revoked, his disciplinary and illegal gains confiscated, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.
3. Yuan Xiaoning, former secretary of the Party committee and chairman of Shaanxi Investment Group Co., Ltd., accepted gifts, cash gifts, and consumption cards that might affect the fair performance of official duties. From 2013 to 2023, while serving as Secretary of the Party Committee and Chairman of Shaanxi Gas Group Co., Ltd., and Secretary of the Party Committee and Chairman of Shaanxi Investment Group Co., Ltd., Yuan Xiaoning successively accepted gifts of RMB 20,000 and USD 50,000, shopping cards of RMB 200,000, and 81 cases of high-end wine from 10 management service recipients. Yuan Xiaoning also had other serious violations of discipline and law, was expelled from the party, had his benefits revoked, his disciplinary and illegal gains confiscated, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.
4. Du Jiacai, former deputy director of the Standing Committee of the Hanzhong Municipal People's Congress, accepted gifts that might affect the fair performance of official duties, and accepted banquets and travel arrangements that might affect the fair performance of official duties. From January 2012 to December 2022, while serving as the deputy secretary and county magistrate of Yangxian County, Hanzhong City, and the deputy director of the Standing Committee of the Hanzhong Municipal People's Congress, Du Jiacai successively accepted gifts totaling 167,000 yuan from three management service recipients and private business owners. From January 2017 to December 2021, Du Jiacai repeatedly accepted private banquets arranged by private business owners to drink high-end alcohol, all of which were borne by the private business owners, and twice accepted invitations from management service recipients to travel to Dujiangyan, Qingcheng Mountain and other places in Sichuan, at the expense of management service recipients. Du Jiacai also had other serious violations of discipline and law, and was expelled from the party and dismissed from public office, his disciplinary and illegal gains were confiscated, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with the law.
5. Li Yingqiang, the principal of the Xijing Company in Yanta District, Xi'an City, and his team members set up a "small treasury" in violation of regulations, set up subsidy, and organized public funds to eat and drink. Since Li Yingqiang became the principal of the Xijing Company's sub-school in December 2019, the school has set up and used a "small treasury" in violation of regulations, and issued overtime pay, high school entrance examination quality awards and other subsidies totaling more than 217,000 yuan to 59 administrative staff, including team members. From November 2019 to August 2021, Li Yingqiang successively organized many people to eat and drink in violation of regulations many times, and spent more than 17,000 yuan from the "small treasury". Li Yingqiang also had other violations of discipline and law, and was severely warned by the party and punished by the government affairs department for major demerits, and his disciplinary and illegal gains were confiscated. Other responsible persons are dealt with accordingly.
6. Yang Jing, a former staff member of the Fugu County Property Guidance Service Center in Yulin City, drove a motor vehicle while drunk. In February 2016, Yang Jing was convicted of dangerous driving by the Fugu County People's Court for driving a motor vehicle while drunk, and was sentenced to 6 months of detention, suspended for 1 year, fined 10,000 yuan, and had her driver's license revoked. Yang Jing was punished by reducing the level of his post. On the evening of May 6, 2023, Yang Jing had a dinner and wine with friends, and at 23:52, she drove a small car without a license and had a traffic accident, and her blood alcohol content was tested to be 510.75mg/100ml. On May 31, 2023, Yang Jing was convicted of dangerous driving by the Fugu County People's Court and sentenced to 6 months of detention and a fine of 10,000 yuan. Yang Jing was dismissed from public office.
In the above-mentioned six cases, some of them ate and drank in violation of regulations, accepted gifts and money in violation of regulations, accepted travel arrangements that might affect the fair performance of official duties, some used public funds to visit relatives in disguised form in the name of inspection, some privately set up "small treasuries" to issue allowances and subsidies in violation of regulations, and some drove motor vehicles while drunk, reflecting that the "four winds" problems are intertwined, infiltrated, and transformed, and have a strong stubbornness, repetition, and variability.
The Third Plenary Session of the Central Commission for Discipline Inspection made arrangements for deepening the implementation of the spirit of the eight central regulations in a normal and long-term manner, and clarified the key tasks such as rectifying formalism and bureaucracy that cadres and the masses strongly resent, special rectification of illegal eating and drinking, and improving the mechanism for the simultaneous investigation of corruption. Party organizations at all levels should resolutely shoulder the main responsibility for the construction of work style, deeply grasp the internal consistency of rectifying the stubborn disease of the "four winds" and deploying the centralized rectification of corruption and work style problems around the masses, and deepening the work style ability of the provincial party committee.
