Anhui
In the notice of the first settlement trial operation of the Anhui electricity spot market in 2024, it is proposed that the settlement trial operation time is scheduled from April 24 to May 31. Among them, April 24-April 30 is mainly used for system debugging, in principle, there is no formal settlement, and the formal settlement will be from May 1 to May 31.
The Anhui power market adopts a market structure that combines the electric energy market and the ancillary service market. During the trial operation of spot market settlement, the electric energy market includes the medium and long-term electric energy market and the spot electric energy market, and the ancillary service market includes the frequency modulation auxiliary service market. Subsequently, we will explore the establishment of a market-oriented capacity electricity price mechanism in Anhui in combination with actual needs.
The spot electricity energy market is carried out on a daily and real-time (5-minute) cycle, and the FM ancillary service market is carried out on a 1-hour cycle. The spot electricity energy market and ancillary service market are carried out by centralized bidding.
The spot electricity energy market adopts the node electricity price mechanism for pricing. The day-ahead market and the real-time market form a node electricity price as the electricity price in the spot market through centralized bidding. The node electricity price is composed of two parts: the system energy price reflects the power supply and demand of the market, and the blocking price reflects the power grid congestion at the location of the node. The market price of ancillary services is formed through centralized bidding and is implemented in accordance with the corresponding operating rules of the ancillary services market.
Shaanxi
The work plan for the third settlement trial operation of the electricity spot market in Shaanxi Province (draft for comments) proposes that the trial operation of this settlement will carry out the whole process test of the transaction organization, transaction clearing, transaction execution and transaction settlement of the provincial spot market and the frequency modulation auxiliary service market. During the trial operation of this settlement, the results of the clearing transaction will be actually implemented, and 30 days will be selected for the actual settlement of electric energy, and the results of the clearing of FM auxiliary services will be organized in stages to simulate the settlement (May 15 to 31) and the actual settlement (June 1 to 13). The trial operation of this settlement is from May 14 to June 14, 2024, including: Bidding date: Starting from May 13, the market auction will be organized on the legal working day before each operation day. Operation day: May 14 - June 14, a period of 32 days. Settlement date: May 15 - June 13, a period of 30 days.
Scope of Participation
Power generation side: Shaanxi Power Grid provincial and above dispatching jurisdiction of domestic public grid coal-fired power units to participate in the form of "volume quotation", before May 1 has obtained medium and long-term trading contracts (including priority power generation, marketization, green power trading) and has technical access conditions for new energy stations to participate in the form of "volume without quotation", has participated in the medium and long-term trading of coal-blended power units in the county in the form of "no quotation", the specific unit/station list is detailed in Appendix 1. The remaining wind power, photovoltaic, hydropower, captive power plants and special units that do not participate in the spot market are used as boundary conditions for the clearing of the electric energy market。 User side: Electricity sales companies that have obtained medium and long-term trading contracts before May 1, and large wholesale power users who directly participate in medium and long-term transactions participate in the form of "reporting volume without quotation", and use the "daily electricity bill deviation" mode for electric energy cost settlement, and the declaration information is only used for "time-sharing double deviation" simulation settlement, and the specific user list is detailed in Appendix 2. Proxy power purchase users will not participate in the trial operation of spot market settlement for the time being.
During the trial operation of this settlement, medium and long-term transactions, electric energy transactions and frequency modulation auxiliary service transactions will be carried out simultaneously.
