Chang Yin Buddha was born on July 6, 1931 in Taixing, Jiangsu. He graduated from the Department of Geology of Tsinghua University in 1952. From 1952 to 1965, he was engaged in mineral exploration in the middle and lower reaches of the Yangtze River; from 1965 to 1974, he was sent by the former Ministry of Geology to Vietnam and Albania to engage in foreign aid geological and technical work; since 1977, he successively served as deputy chief engineer, deputy director, chief engineer and technical consultant of Anhui Provincial Bureau of Geology (later renamed Geology and Mineral Resources Bureau); he was the dean of the School of Earth and Space Sciences of the University of Science and Technology of China, a professor-level senior engineer of the Anhui Provincial Department of Land and Resources, and a professor of Hefei University of Technology. In 1991, he was elected as a member (academician) of the Chinese Academy of Sciences. In 1994, he was elected as an academician of the Chinese Academy of Engineering.

Chang Yinfo has been engaged in mineral geological exploration and research for a long time, and has participated in and presided over a number of large-scale exploration and scientific research projects, and has made contributions to geological science and technology management and policy formulation. He has always been concerned about the country's geological work, and as long as his health permits, he personally rushes to various places for meetings and investigations. He once used a poem to clarify his ambition: "This body Xu Guo has nothing to ask for, and he is happy in the mountains and rivers of books." ”

As an academician of the Chinese Academy of Sciences and the Chinese Academy of Sciences, Chang Yinfo is humble and indifferent to fame and fortune, and his two "resignations" can be seen. In 1982, he received the most votes in a poll to elect him director of the Anhui Provincial Bureau of Geology. But he resigned: "I am a mineral deposit scientist, and being close to the geological line is conducive to doing more practical work and playing a greater role." ”

In 1987, the Ministry of Geology invited him to be the director of the Department of Geology and Mining, but he politely declined. Chang Yinfo believes that as the director of the department, he needs to understand the geological conditions of all parts of the country, and he is 57 years old, and he has reached the retirement age after understanding it thoroughly, so it is better to stay in Anhui to better play the residual heat.
