A few days ago, the National Organization Drug Joint Procurement Office announced the results of the special insulin succession selection, which will be implemented nationwide in May.
In an interview with reporters, a number of experts pointed out that the continuous procurement of insulin has consolidated the results of the first round of centralized procurement and price reduction, so that patients can continue to reduce the burden while fully respecting the clinical drug needs, ensuring clinical practice in the price reduction, avoiding the efficacy and hypoglycemia risk concerns caused by insulin clinical replacement, and will further promote the upgrading of insulin therapy.
"This is the first time that the national unified organization has organized the continuous procurement of drugs, which is of great significance for consolidating the results of centralized procurement and ensuring that high-quality and affordable insulin products continue to benefit the people. Professor Peng Yongde, director of the Department of Endocrinology and Metabolism of the First People's Hospital Affiliated to Shanghai Jiao Tong University School of Medicine, said in an interview with reporters.
In November 2021, the state organized the centralized procurement of insulin to include biological drugs in the scope of centralized procurement for the first time, and the average price of the selected products was reduced by 48%, and the price of insulin in mainland China dropped from the global high price to the global low level. According to the data of the National Health Insurance Administration, in the two years since the implementation of the selection results, the actual purchase volume has exceeded twice the agreed purchase volume.
Professor Peng Yongde pointed out: "The scope of this continuous procurement is the same as that of the first round of centralized procurement, and it continues to cover the second-generation human insulin and third-generation insulin analogues commonly used in clinical practice, including both mature varieties currently used in clinical practice and newly marketed emerging varieties, which fully meets the clinical use and selection space." At the same time, the procurement rules have been optimized according to the characteristics of insulin, such as the overall purchase volume of third-generation insulin analogues, the additional increase in the proportion of new long-acting insulin analogues, and the addition of a resurrection selection mechanism, etc., to better respect the clinical selection and needs. In the early stage of centralized procurement, medical institutions are allowed to adjust between the second and third generations of insulin while continuing to report the volume according to the brand, which fully meets the needs of improving the drug structure and ensures the safety, effectiveness and continuity of clinical use. ”
Gu Hai, a consulting expert of the Price Procurement Department of the National Health Insurance Administration and director of the Health Policy and Management Research Center of Nanjing University, also told reporters that unlike general chemical drugs, insulin is considered to be a more use-dependent drug, and the varieties used by patients are generally not changed at will, so continuous procurement also ensures the stability and selectivity of patients' medications.
