According to public information, Han Yong was born in October 1956, a native of Jiutai, Jilin, started working in June 1974, joined the Communist Party of China in April 1976, and has a postgraduate degree from the Central Party School.

Han Yong worked in Jilin Province in his early years, and later served as a member of the Standing Committee of the Party Committee and head of the Organization Department of the Xinjiang Uygur Autonomous Region, deputy secretary of the Party Committee of the Xinjiang Uygur Autonomous Region, president of the Party School of the Xinjiang Uygur Autonomous Region, secretary of the Party Committee and political commissar of the Xinjiang Production and Construction Corps, and chairman of the board of directors of China Xinjian Group Corporation. From January 2016 to January 2022, Han Yong served as Chairman and Party Secretary of the Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), then stepped down and served as Deputy Director of the Population, Resources and Environment Committee of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) in March of the same year until March 2023.

According to the website of the Central Commission for Discipline Inspection and the State Supervision Commission on April 22, Han Yong, former deputy director of the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and former secretary and chairman of the CPPCC Shaanxi Provincial Committee, was expelled from the party for serious violations of discipline and law. According to the report, Han Yong lost his ideals and beliefs, deviated from his original mission, was indifferent to his political consciousness, did not dare to take on the struggle, and befriended political liars. Engaging in political speculation; violating the spirit of the eight-point regulations of the central authorities, accepting banquets and tourist activities arranged by others in violation of regulations; violating organizational principles, appointing people for cronyism and profit, and selling official positions; failure to uphold the bottom line of honesty, accepting gifts and money in violation of regulations, and buying houses at low prices in violation of regulations; interfering in and meddling in discipline and law enforcement activities in violation of regulations; improper family style; using public power as a tool for grabbing personal gains, engaging in power-for-money transactions on a large scale, taking advantage of one's position to seek benefits for others in enterprise management, cadre appointments, project contracting, and so on, and illegally accepting huge sums of money. Han Yong seriously violated the party's political discipline, organizational discipline, integrity discipline, work discipline and life discipline, constituting a serious violation of public office and suspected of taking bribes, and did not restrain or stop after the 18th National Congress of the Communist Party of China, which is serious in nature and has a bad impact, and should be seriously dealt with. In accordance with the "Regulations on Disciplinary Sanctions of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law of the People's Republic of China on Governmental Sanctions for Public Employees," and other relevant provisions, the Standing Committee of the Central Commission for Discipline Inspection studied and reported to the CPC Central Committee for approval, and decided to expel Han Yong from the party; cancel his benefits in accordance with regulations; confiscate his disciplinary and illegal gains; transfer his suspected crimes to the procuratorial organs for examination and prosecution in accordance with law, and transfer the property involved together.
