On the afternoon of April 26, the Shibing County Water Affairs Bureau carried out the emergency drill activities of "2024 Reservoir Flood Control Emergency Rescue and Flood Defense Exceeding Standard Flood Prevention" and "Flood Control and Transfer Avoidance and Rescue in Mountain Flood Disaster Risk Areas" in the Baitang Group and Dashuihe Group of Baitang Village, Shibing County.
The flood control drill simulated the heavy rainfall in the upper reaches of the Baitang River and the Dashui River, tributaries of the Wuyang River in Shibing County, and the water level of the Baitang Reservoir continued to rise, predicting that the flood would occur once in 30 years; the low-lying areas along the Baitang River and the Dashui River, tributaries of the Wuyang River, would be flooded, and the local people (more than 100 people) would face the threat of flooding, and the reservoir dam might be flooded and flash floods, and the safety of the dam would face a severe test, seriously threatening the safety of the lives and property of the people in the lower reaches of the reservoir. After the drill began, the on-site commander quickly commanded the assembled team, issued flood control and disaster relief instructions, and carried out emergency rescue work in an orderly manner in accordance with the flood control emergency plan, focusing on vulnerable groups, transferring trapped people and villagers, and resolving the danger in a timely manner.
The drill was a comprehensive test of flood control and emergency rescue capabilities, and the drill was commanded in an orderly manner, with appropriate measures and effective handling, and accumulated practical experience for dealing with flood control emergencies. The practical combat and operability of the emergency plan for flood control and rescue in Shibing County, the over-standard flood prevention plan and the flash flood disaster prevention plan were tested, and the emergency response capacity was improved, laying a solid foundation for the safe flood work this year.
