Yingshan County has made efforts in all aspects of construction, management, transfer and use, and has made every effort to ensure the demand for water for spring plowing and production, so as to provide solid water conservancy support for the realization of a bumper grain harvest throughout the year and a solid bottom line of food security.
A: Scientific scheduling makes every drop of water just right

"Informatization empowerment and scientific irrigation is the main new measure to ensure spring irrigation this year. "In the information room of Yingshan County Xingfu Reservoir Management Bureau, the author saw through the information platform of Yingshan Irrigation District that the control area of each irrigation piece, daily, monthly, quarterly, annual water consumption, and remaining available water are clear at a glance.
Spring irrigation is essential for the growth of crops. "Based on the data of the platform, we make a reasonable allocation of water sources for each irrigation patch in real time. Wang Pengfei, deputy director of the Xingfu Reservoir Management Bureau of Yingshan County, told the author that it is currently the early rice seedling planting season, due to the recent continuous rise in temperature, the bureau decided to release water in advance, and for the irrigation area towns, villages to reflect the data for scheduling, first urgent and then slow, staggered peak water supply, and simplify the application for water process, from the masses to apply for water in the field, from the original 3 days to 4 days to the current less than half a day, effectively guarantee that farmers have water available during the spring irrigation period.
"We pay close attention to the water and rain conditions, and work with meteorological, agricultural and rural departments and other relevant functional departments to accurately grasp the water and rain conditions in the county, carefully analyze the water situation and demand for spring irrigation, scientifically formulate irrigation water plans, and ensure that spring irrigation work is carried out effectively, orderly and effectively. Xian Liang, director of the Yingshan County Water Affairs Bureau, introduced that in order to give full play to the storage capacity and water supply potential of existing water conservancy projects, the bureau also strengthened the coordination of water supply from reservoirs, rivers and other water sources and irrigation areas, accelerated the improvement of mountain and ponds, rationally allocated existing water sources, and maximized the guarantee rate of irrigation water sources.

B. Smooth canal network to open up the "last mile" of water supply

On April 26, the author followed Fan Gang, head of the South Trunk Canal Water Conservancy Unit of the Xingfu Reservoir Administration Bureau of Yingshan County, to patrol the canal, and when he passed through the Heyan community of Langchi Street, he found that the section of the canal that had been dredged through a few days ago was blocked.
After more than half an hour of hard work, the canal was restored to unobstructed. Looking at the bubbling clear water, Fan Gang smiled, "The spring ploughing season is a critical period for agricultural water use, and ensuring the safe and smooth operation of water conservancy facilities is our top priority. Fan Gang told the author that the Xingfu Reservoir Irrigation District is the only key medium-sized irrigation area in the county, covering 32 villages and 14 communities in 8 townships (sub-district offices) of Qingshui Township, Huilong Town, Xindian Town, Langchi Street, Chengnan Street, Dongsheng Town, Lujing Town and Wanglonghu Town. Since the opening of the gate to release water in the Xingfu Reservoir irrigation area, the frequency of the patrol has become twice a day to ensure that the blockage of the treatment channel and water seepage are detected in time to ensure the normal operation of the canal.
The author understands that in order to ensure that there is water to be released and irrigated everywhere during the spring ploughing period, as soon as the Spring Festival holiday is over, the Yingshan County Xingfu Reservoir Management Bureau will arrange the deployment as soon as possible, organize all irrigation districts to carry out spring inspections, and inspect the irrigation and drainage canal system, mechanical and electrical equipment and backbone water conveyance projects. And use the precious time before spring irrigation to carry out a comprehensive inspection of more than 200 kilometers of trunk and branch canals in the irrigation area, dredging and impurities. At present, the main canals in the irrigation areas of the county are unblocked, and the water discharge rate has been greatly improved, which ensures the safe operation of the engineering facilities in the irrigation areas of the county and the unimpeded water supply of spring irrigation.
In order to ensure spring ploughing production, the county also invested 152 million yuan to implement the Xingfu Reservoir Irrigation Area Continuation and Water-saving Transformation Project, and carried out comprehensive renovation of the North Trunk Canal of Xingfu Reservoir and its 1 branch canal (inverted rainbow pipe branch canal), South Trunk Canal and its 2 branch canals (Xingfu Branch Canal and Muqian Branch Canal).
The project was completed last year and has been officially put into operation this year, with a total length of 113.57km of canals, and 770 new canal system buildings have been renovated and built. Chen Qionghua, director of the Xingfu Reservoir Management Bureau of Yingshan County, introduced that the project has restored a total irrigation area of 7,500 mu, improved the irrigation area of 62,000 mu, increased the intact rate of trunk and branch canals from 36% to 100%, and increased the water utilization coefficient of the canal system in the irrigation area from 0.509 to 0.713, which is expected to save 6.69 million cubic meters of water and increase the production of grain and cash crops by 15.8348 million kilograms.
C. Water retention and water storage to fully improve the capacity of the reservoir
On April 25, the author used a drone to overlook the grain and oil modern agricultural park in Yingshan County, and saw that nearly 10,000 acres of wheat about to mature had dyed the earth into pieces of golden, and the wheat ears swayed and shone under the sun, showing a bumper harvest.
"We expect to harvest the summer-ripening wheat and plant the autumn-ripening rice in early May. Liu Bo, head of the Yingshan region of Sinochem Modern Agriculture Sichuan Co., Ltd., told the author that after the wheat harvest is completed, it will start planting seedlings, and it is estimated that 1.5 million cubic meters of water will be needed to plough and irrigate the fields.
It is reported that the grain and oil modern agricultural park in Yingshan County is an important starting point for the county to promote the transformation of traditional agriculture to modern agriculture, an important carrier for the high-quality development of agriculture, and the main battlefield for grain and oil production in the county. The park covers Dongsheng, Luoshi, Xiaoqiao and other places, with a planned area of 134,000 mu, including 84,000 mu of cultivated land.
Doing a good job in spring plowing and spring planting, preparing water and ensuring irrigation is the top priority. "We started to strengthen the storage of water in the reservoir area in mid-August last year. Li Ziqiang, head of the North Trunk Canal Water Conservancy Unit of Yingshan County Xingfu Reservoir Administration, told the author that since last year, the Yanjing Reservoir, which is responsible for the water use in the park, has calculated the water management account, rationally used rainwater resources, and seized the favorable opportunity to increase the reservoir water storage, and the current reservoir storage capacity is still 2.4 million cubic meters, and the flood season is approaching, which can fully meet the demand for irrigation water for agricultural production in the park.
At the main dam of the Xingfu Reservoir in Yingshan County, dozens of pumping machines are lined up, continuously pumping the reservoir water to the spillway and discharging it downstream; the excavators are waving their arms to move mountains and digging soil, and are busy building construction roads at the edge of the reservoir, and the project of removing danger and reinforcing the Xingfu Reservoir in Yingshan County is in full swing.
The author understands that the construction of the Xingfu Reservoir started in November 1957, the dam was completed in March 1958, the expansion was implemented in 1977, and the project was completed in 1979. After long-term operation, the main dam and other major buildings have certain potential safety hazards, and the reservoir water storage can no longer reach the normal storage capacity, which seriously affects the irrigation benefits.
In order to eliminate the potential safety hazards of the reservoir dam and ensure the safe operation of the reservoir, Yingshan County invested 58.9402 million yuan to implement the Xingfu Reservoir risk removal and reinforcement project, with a construction period of 12 months, mainly including the renovation of the main dam and Qingshui and Xiaojia auxiliary dams of Xingfu Reservoir, the renovation of spillways and water discharge facilities, the construction of new reservoir cavities, and the addition of safety monitoring projects and facilities. "After the completion of the project, the main dam will eliminate the risk of disease, and the functions of flood control and water storage will return to normal. Huang Fei, the person in charge of on-site production of the project, introduced.
Reservoirs have been strengthened one by one, water canals have been unimpeded, and a dense water network has been woven in irrigation areas...... Since April this year, the Jinjigou Reservoir and the Qianli Canal of the Xingfu Reservoir have supplied a total of 10 million cubic meters of water, with an irrigation area of more than 100,000 mu, and the spring irrigation work has achieved phased results.
"We will continue to strengthen the construction of water conservancy infrastructure, continuously improve irrigation transmission and distribution projects, build 'arteries', smooth 'microcirculation', and provide strong water security for food security.
