Meng Jijie, female, born in October 1980, is a member of the Communist Party of China. He holds a bachelor's degree in international economic law from East China University of Political Science and Law and a master's degree in journalism and communication from Shanghai Jiao Tong University. He has been engaged in the research of online media management and policies and regulations for a long time, and is currently the deputy director of the Policy and Regulation Division of the Office of the Cyber Security and Information Commission of the Shanghai Municipal Committee of the Communist Party of China (Shanghai Internet Information Office), a third-level researcher, and a public lawyer. He was awarded the title of "Young Post Expert" by municipal organs, and won the third-class merit in 2010 for "Serving the World Expo and Contributing to the World Expo". The office was awarded the "Advanced Collective of Shanghai 14th Five-Year Plan" and many outstanding collectives of the system. In 2023, he will be selected to become a member of the Shanghai Youth Legal Talent Pool.

Since the 18th National Congress of the Communist Party of China, the Party Central Committee has attached great importance to the work of online rule of law, and has made the rule of law an important part of the comprehensive rule of law and the construction of a cyber power. Since the re-establishment of the Cyberspace Administration of China in 2014, the construction of the rule of law on the Internet has made historic achievements and achieved leapfrog development, and has embarked on a path of the rule of law on the Internet with Chinese characteristics. Meng Jijie was fortunate to experience the vigorous development of the Internet information industry in the past ten years.

On the one hand, the "four beams and eight pillars" of laws and regulations in the field of cyberspace in the mainland have basically taken shape. Up to now, more than 150 pieces of legislation in the cyber field have been formulated and promulgated across the country, shifting cyber legislation in key and emerging fields from "following" to "running" or even "leading", providing a strong legal guarantee for cyberspace governance. For example, basic and comprehensive laws such as the Cybersecurity Law, the E-Commerce Law, the Data Security Law, and the Personal Information Protection Law have been formulated and promulgated, and regulations and rules such as the Regulations on the Security Protection of Critical Information Infrastructure, the Regulations on the Protection of Minors Online, the Measures for Cybersecurity Review, and the Measures for the Security Assessment of Data Exports have been formulated and implemented. In 2023, the mainland released a white paper entitled "China's Cyber Rule of Law Construction in the New Era", formulated the "Plan for Promoting Legislation in the Cyber Field", and issued the "Regulations on the Online Conduct of Party Members of the Communist Party of China". In March 2024, the Provisions on Promoting and Regulating Cross-border Data Flows were promulgated and came into force. The mainland is speeding up the formulation of regulations on the management of network data security.

On the other hand, the "China proposition" of international rules in cyberspace is more successful. The global governance system has ushered in profound changes, and the competition in cyberspace is increasingly reflected in the battle of systems and rules, and the world's major countries have accelerated the pace of legislation in the fields of large-scale platform governance, data security, and artificial intelligence governance, and competed for the right to speak in law and formulate rules for new technologies and applications. The mainland adheres to the principle of urgent use first, accelerates the pace of legislation in emerging fields such as algorithm recommendation, deep synthesis, and artificial intelligence, and promulgates the Interim Measures for the Management of Generative Artificial Intelligence, the world's first special legislation for generative AI. China has released the Global Artificial Intelligence Governance Initiative and China's Position on Issues Related to Global Digital Governance, promoted the Global Initiative on Data Security, and actively joined the Digital Economy Partnership Agreement.

As a drafter, he participated in the institutional supply and policy research of Shanghai's cyber rule of law

In terms of institutional supply, Meng Jijie is oriented to high-level reform and opening up, focusing on making good use of Pudong's legislative authorization and special policies of the free trade zone, and being a pioneer in the rule of law on the Internet, especially aiming at legislative gaps and weak points, exploring and carrying out institutional supply in terms of new technologies, new formats and new models, and guiding the healthy and orderly development of new things. For example, he has participated in the drafting of the "Shanghai Municipal Data Regulations", "Shanghai Municipal Administrative Measures for Public Data and One Network Office", "Shanghai Municipal Implementation Rules for Public Data Openness", and "Shanghai Municipal Administrative Measures for the Testing and Application of Intelligent Connected Vehicles". Promote the formulation and introduction of data classification and hierarchical management catalogs by industry regulatory departments. For another example, focusing on building an artificial intelligence highland in Shanghai, we will work with relevant departments to draft the "Shanghai Regulations on Promoting the Development of the Artificial Intelligence Industry" to form a Shanghai model of "agile governance". Deeply participate in efforts to establish rules and regulations for internet information systems, and promote the establishment of a work system for public lawyers by Party committee work bodies. Actively promote the specific implementation of network-related laws and regulations, and form Shanghai norms and standards.

In terms of policy research, Meng Jijie organized think tank experts to conduct research on hot and difficult issues in the field of cyberspace and submitted proposals to Shanghai. In 2018, as the only representative of the provincial Cyberspace Administration of China, he went to Beijing to participate in the closed-door seminar on e-commerce law organized by the Legislative Affairs Committee of the National People's Congress. Every year, he participates in more than ten legislative forums organized by the relevant committees of the Municipal People's Congress and the Municipal Bureau of Justice. After important internet information policies and regulations are promulgated, organize the drafting of interpretation reports to do a good job of legal support.

In the midst of this, Meng Jijie deeply felt the changes in the international situation, the subversion and iteration of Internet technology, and at the same time, the blind spots in personal knowledge and the panic of his skills are increasing day by day. First, it is necessary to properly handle the relationship between development and security. With the great country in mind, we will focus on the important mission of Shanghai's construction of the "Five Centers", make forward-looking institutional arrangements with a long-term vision, promote inclusive and prudential supervision with an overall and balanced approach, and further stabilize and deepen the development trend of emerging industries and future industries. Second, it is necessary to properly handle the relationship between policy and law. We should make good use of the flexibility and pioneering nature of policies and save legislative resources. The establishment of the rule of law online should be both active and prudent, and it is necessary to solve the blank areas and time differences in the rule of law, and to prevent "rushing to the top" and "synthesizing mistakes". Third, it is necessary to properly handle the relationship between legislation and law enforcement and popularization of law. As a worker on the network information front, the only way to always be humble in learning, upright and innovative, to keep a clear head, overcome difficulties, and unite the city's work together, to provide legal support and guarantee for building a culturally confident and self-reliant Shanghai model and the best business network environment.
