In order to thoroughly implement General Secretary Xi Jinping's important exposition on education, implement the decision-making and deployment of the Party Central Committee and the State Council on the employment of college graduates, further implement the employment priority policy, and build a team of high-quality teachers, the General Office of the Ministry of Human Resources and Social Security and the General Office of the Ministry of Education recently jointly issued the "Notice on Doing a Good Job in the Open Recruitment of Primary and Secondary School and Kindergarten Teachers in 2024" to make arrangements for doing a good job in teacher recruitment and promoting the employment of college graduates.

The "Circular" proposes that it is necessary to coordinate the employment of college graduates and the recruitment of teachers, give full play to the important role of open recruitment by public institutions in promoting the employment of college graduates, and encourage and guide more college graduates to teach in primary and secondary schools and kindergartens at the grassroots level, especially in difficult and remote areas. All localities should uniformly organize open recruitment efforts at the provincial or municipal level, scientifically setting up recruitment positions in light of the demand for school degrees, adjustments to school planning and layout, differences between urban and rural areas, changes in the appropriate age population, and other such circumstances, with emphasis on ensuring the demand for teachers in disciplines in short supply, such as ethics and the rule of law, physical education and health, science, information technology, arts, labor, mental health, and special education. Strengthen the allocation of vocational education teachers, and in the recruitment of teachers in secondary vocational schools, positions with vocational skill level requirements may appropriately reduce or not set academic requirements. Support and encourage eligible veterans to teach in primary and secondary schools, and comprehensively consider factors such as the length of service to relax the age limit for veterans.

The "Circular" requires that all localities should standardize recruitment procedures and create a fair competition and employment environment. Recruitment information released to the public must not be discriminatory, directive, or unreasonably restrictive. Standardize the qualification review work, and conduct the review in strict accordance with the relevant policies and regulations and the qualifications specified in the recruitment announcement, and shall not conduct "resume screening". 1. Improve ideological understanding and coordinate the employment of college graduates and the recruitment of teachers

All localities should attach great importance to unifying their thinking and action with the decisions and arrangements of the Party Central Committee and the State Council, earnestly enhance the sense of mission, responsibility, and urgency in promoting the employment of college graduates, and give full play to the important role of open recruitment by public institutions in promoting the employment of college graduates. It is necessary to clarify the goals and tasks, take the initiative to benchmark against the table, further tap the post resources, deploy the open recruitment of primary and secondary school kindergarten teachers in advance, and encourage and guide more college graduates to teach in primary and secondary schools and kindergartens at the grassroots level, especially in difficult and remote areas. All localities are encouraged to uniformly organize open recruitment of primary and secondary school teachers at the provincial or municipal level.

2. Scientifically set up posts, focusing on supplementing scarce disciplines and rural teachers

All localities should scientifically determine the 2024 teacher recruitment positions in consideration of the demand for degrees at each school stage, adjustments to school planning and layout, differences between urban and rural areas, changes in the school-age population, and other such circumstances, and strengthen the recruitment of teachers in subjects in short supply such as ethics and the rule of law, physical education and health, science, information technology, arts, labor, mental health, and special education. It is necessary to broaden the sources of supplementary recruitment of rural teachers, make good use of the preferential policy of open recruitment of grass-roots institutions in difficult and remote areas, strengthen the allocation of teachers in small-scale rural schools and township boarding schools, and appropriately relax the rural recruitment conditions in key counties for national rural revitalization. It is necessary to implement the "Kindergarten Teacher Staff Standards (Provisional)", strengthen the supplement of kindergarten teachers and salary guarantees, and support the development of preschool education. It is necessary to strengthen the allocation of vocational education teachers, and when recruiting teachers in secondary vocational schools (including technical schools), posts with vocational skill level requirements may be appropriately lowered or not set academic requirements; posts that perform duties and tasks with skill operation or skill guidance should be given prominence to vocational and technical skill inspections; and high-level and high-skilled personnel may be openly recruited through direct inspection in accordance with regulations. 3. Standardize recruitment procedures and create an employment environment of fair competition

All localities should adhere to the principle of "openness, equality, competition, and merit-based selection" in public institutions' open recruitment, reasonably set recruitment qualifications, and publicly release recruitment information to the public, and must not set discriminatory, directive, or unreasonable restrictive conditions, and must not restrict qualified personnel from applying for jobs. It is necessary to standardize the qualification review work, and strictly follow the relevant policies and regulations and the qualifications specified in the recruitment announcement, and shall not conduct "resume screening". It is necessary to improve the level of specialization and standardization of the organization of recruitment and examination affairs, improve the quality of proposition work, strengthen the management of examination rooms, implement disciplinary requirements such as confidentiality and avoidance of open recruitment work, and effectively prevent and resolve security risks in recruitment examinations. It is necessary to strictly implement the first standard of teacher ethics and style, and take the pre-entry access inquiry work as a necessary link. Teachers recruited must meet the requirements of the ten standards of professional conduct for primary and secondary school and kindergarten teachers in the new era, have no criminal records and other illegal records that are not allowed to be hired, meet the academic standards, Putonghua proficiency, physical and psychological conditions stipulated by the Teachers Law, the "Teacher Qualification Regulations" and other laws and regulations, and must obtain the qualification certificate of primary and secondary school and kindergarten teachers before going through the employment procedures.

Fourth, compact work responsibilities, timely report work progress

All localities should start the open recruitment of teachers before the end of April, widely promote recruitment information through a variety of channels, and arrange in advance the timetable for recruitment registration, examinations, inspections, physical examinations, etc., to ensure that the recruitment of teachers is completed by the end of July. All provinces (autonomous regions, municipalities) education administrative departments are requested to work together with human resources and social security departments to carry out their work, regularly report the progress of the work, and within 5 working days after the end of the open recruitment of teachers, submit the "2024 Statistical Table of Recruitment of Graduates for Primary and Secondary School Kindergarten Teachers".
