"Last year, these abandoned homesteads were still a dilapidated scene, overgrown with weeds, and wheat was planted after reclamation, and the appearance of the village changed a lot!" A gust of spring breeze was blowing, and the reporter's nose was full of fragrance.
Baiwo Village was originally an old administrative village in Dongyuan Township, Ruicheng County, abandoned homesteads can be seen everywhere, the village has 180 households and 694 people, and the younger villagers have chosen to go out. In 2019, Baiwo Village and Sanshilipu Administrative Village were merged into Sanshilipu Lianlian Village, and the prelude to Baiwo's "transmutation" quietly began.
In 2021, Ruicheng County will fully complete the re-election of the "two committees" of the village, and the new "two committees" team of Sanshilipu Village will complete the construction and transformation of Baiwo infrastructure in one year. The roads are wider, the drainage is smoother, the environment is better, the masses have become the biggest beneficiaries, and they also feel that the village cadres are sincerely doing practical things for them. In this way, the operation of the village "two committees" has become smoother, and the appeal, cohesion, and combat effectiveness have been further enhanced.
In October 2022, taking advantage of the opportunity of the "three capitals" clean-up and environmental remediation of "clearing, demolition, reconstruction, construction and planting" in rural areas, the "two committees" of Sanshilipu Village took the lead in proposing the cleanup, remediation and integration of abandoned homesteads in Baiwo in the county, turning "rotten assets" into "living resources" to increase income and get rich.
The full trust of the masses and the strong desire of the villagers to improve the living environment have made the "two committees" of Sanshili Pulian Village respond to the renovation plan of the abandoned homestead in Baiwo.
On the basis of a full investigation, at the beginning of 2023, Dongyuan Township will rely on the "Land Increase and Decrease Linkage" project to list the "Waste Homestead Renovation + Human Settlements Environment Improvement + Village Collective Economic Development" in Baiwo Village, Sanshili Pulian Village, as a township-wide pilot.
"The centralized rectification of abandoned and idle homesteads in rural areas involves a wide range of complex situations, and we must adhere to the bottom-line thinking, not violate national policies, not infringe on the interests of farmers, and must be 'stable'. From the very beginning, Hu Yongxiang, secretary of the Party branch and director of the village committee of Sanshili Pulian Village, set the tone for this work.
Under the arrangement and deployment of the township party committee, a special group for the renovation of abandoned homesteads in Baiwo was set up in Sanshili Pulian Village, which implemented grid management, and the grid staff went door-to-door to understand the wishes of the villagers, publicize national policies, and help solve difficulties.
On the basis of thorough investigation, the "two committees" of the village have established a ledger for the classification and rectification of abandoned homesteads in the whole village: For the homestead land approved by the village for new and retained homestead land, it is ordered to return the old house unconditionally; for the homestead land that has not been used, has not been built for a long time, and has been left out for work all the year round, resulting in the barren house, the head of the household shall be notified to complete the reinforcement of the fence and the removal of the barren grass as soon as possible; and in the case of multiple houses in one household, the compensation standard shall be unified in accordance with the principle of classification, and the compensation standard shall be measured to the end with a ruler.
In order to ensure the safety of construction and quickly solve the demands of the masses, Hu Yongxiang led the village cadres to stick to the remediation work site all day long, coordinate one household, clean up one household, and ensure that no hidden dangers are left.
By May 2023, the first batch of 30 acres of contiguous cultivated land reclaimed from the old homestead in Baiwo will be successfully contracted to the outside world, and wheat will be planted in the same year. For this alone, the village collective increased its income by 60,000 yuan.
Up to now, all 49 abandoned homesteads in Baiwo have been demolished. According to the study and agreement of the "two committees" of the village, the 20 acres of scattered homesteads reclaimed this year will be planted with forsythia, and it is expected that there will be a harvest in three years and benefits in five years.
At the same time, Baiwo Village combines the revitalization of idle homestead resources with the construction of beautiful villages, and rebuilds the waste homesteads on both sides of the main roadway into fitness parks and leisure squares through clearing, demolition, reconstruction, planting and construction, installing street lights, planting green seedlings, and building cultural walls, which not only improves the "appearance" but also enriches the "connotation". More importantly, the renovation of abandoned homesteads has improved the spirit of the villagers and given everyone a newer and more "hopeful" for their future life.
Zhang Minshi, a 69-year-old villager, and his family of five are crammed into three dilapidated bungalows, which are in disrepair and pose a major safety hazard. Last year, after the renovation of the abandoned homestead in the village began, after communication and consultation, the village re-planned a new house for Zhang Minshi, and the original courtyard was handed over to the village for reclamation. "The new yard will be completed in two months, and our family will soon be able to live in the new house!" Zhang Minshi's eyes flashed when he said this.
The path is full of fragrant flowers, the colored walls and tiles, and the eyes are full of greenery...... The white nest in March and April is as beautiful as a painting. The symbiosis and co-prosperity of the green contiguous fields and the neat farmhouse courtyards reflect each other, which not only shows the leisure and tranquility of the beautiful countryside, but also indicates the infinite possibilities of the prosperity of the village.
