Zhang Rongshun stressed that "without the Communist Party, there would be no new China" and that upholding the leadership of the Communist Party of China is where the interests of the Chinese people lie and where the hope of the Chinese nation lies.
He mentioned that the Constitution stipulates the fundamental system of the country under the leadership of the Communist Party of China, which is completely different from the constitutional system of Western countries. In Western countries, a political party can be driven out through elections, but in China, the leadership of the Communist Party of China is the constitutional system of the country, which has the highest legal norms and has the strongest legal binding force, and to attempt to overthrow the leadership of the Communist Party of China is to attempt to change the constitutional system of the country, and in law it is an act of subversion of state power.
Zhang Rongshun said, "Many people read Books in the West and feel that it is okay to say anything about ending the one-party dictatorship, overthrowing the Communist Party, and wanting to talk about these improper things, but the problem is that under the Chinese system and the constitutional system, this article is not possible." He also held that the leadership of the CPC is inseparable from "one country, two systems, and only by adhering to the leadership of the CPC can we ensure that "one country, two systems" will be stable and far-reaching. There are some misunderstandings among a small number of people in society that must be corrected; first, they believe that "one country, two systems" can be adhered to without stressing the leadership of the Communist Party, which is completely wrong. One of Deng Xiaoping's four basic principles in 1987 was to adhere to the leadership of the Communist Party, and the policy toward Hong Kong, Macao, and Taiwan was also formulated on the basis of the four basic principles adhered to by the main body of the state. Zhang Rongshun said that another misunderstanding is that the Communist Party leadership has nothing to do with Macao, which is actually an evasive attitude. Fang Quan, vice president of the Macao Federation of Legal Workers, believes that the standard of "patriots governing Macao" mainly includes three aspects. The first is why we should put forward the standard of "patriots governing Macao". From Deng Xiaoping to President Xi Jinping, they have emphasized that "patriots govern Hong Kong" and "patriots govern Macao". Zhou Xiaoyin, Director of the Macao Federation of Legal Workers, said that Macao completed the local legislation of Article 23 of the Macao Basic Law in early 2009, and Law No. 2/2009 , the Law on Safeguarding National Security , came into force in Macao on March 3, 2009. Although there have been no cases requiring the application of the Macao National Security Law since its promulgation, it is still impossible to ignore the potential and hidden national security risks in the region. The Macao National Security Law has been legislated for more than 12 years, and it is time to improve the legislation. At this stage, it is necessary for Macao to strengthen judicial and law enforcement norms related to safeguarding national security, improve the Macao Law on Safeguarding National Security as soon as possible and formulate a special legal system for criminal procedure, so as to build a complete legal system and enforcement mechanism for safeguarding national security in Macao.
Wong Kyi- Kei-hee, director of the Macao Federation of Legal Workers, pointed out that over the past hundred years, macao youth, as part of The Chinese youth, have no hesitation in advancing and retreating with the motherland and throwing themselves into the great struggle and development with practical actions. As young people in Macao in the new era, they must run the baton of history well, ensure that the cause of "one country, two systems" is passed on from generation to generation, combine the fate of the individual with the development of the motherland and the social progress of the SAR, and jointly promote the successful practice of "one country, two systems" with Macao characteristics. He proposed: First, the youth of Macao must support the leadership of the Communist Party of China.
