The "Notice" requires that the enrollment work of ordinary colleges and universities in 2024 should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, fully implement the party's education policy, implement the spirit of the Central Economic Work Conference, adhere to the general tone of the work of seeking progress while maintaining stability, and further deepen reform and innovation, strengthen standardized management, maintain fairness and justice, and ensure the safe, stable and orderly examination and enrollment work around the construction of a strong country and a strong province in education.

This year's national examination was held on June 7 and 8, and the subjects of the college entrance examination in our province were set as "3+ liberal arts comprehensive/science comprehensive". "3" refers to Chinese, Mathematics and Foreign Language (including listening), which are compulsory subjects for candidates, and Candidates can choose one of them according to their own situation. The maximum score for each subject is 300 points, and the maximum score for all other subjects is 150 points, for a total score of 750 points. Candidates applying for physical education and art majors, in addition to participating in cultural subject examinations, must also pass the corresponding professional examinations, which are organized and arranged by the Provincial Education Examination Institute and relevant universities.

Candidates volunteer to fill in the online form, which is divided into three parts:

(1) From 8:00 on June 26 to 18:00 on June 28. The "Notice" highlights five aspects of work requirements:

The third is to steadily promote the reform of college examination enrollment. Solidly promote the comprehensive reform of the college entrance examination, actively cooperate with the selection and training of top-notch innovative talents in basic disciplines, make every effort to do a good job in the implementation of the reform of art and sports recruitment, and gradually improve the vocational education college entrance examination system of "cultural quality + vocational skills".

Fourth, strictly regulate the management of enrollment and admission. Strictly enforce the discipline of enrollment work, strengthen the disclosure of enrollment information and information security management, and strengthen the supervision and management of the whole process of registration, examination, and admission.

Fifth, we will continue to optimize the examination enrollment publicity service. Carefully do a good job in candidate services, and actively solve the problem of candidates' "urgency, difficulty and longing" around the concerns of candidates such as examination organization, safety and security, publicity and guidance, and consulting services. Strengthen the consulting services for voluntary filling, promote the digitization of reference information for voluntary filling, and provide convenient and fast information services for candidates. Strengthen the governance of examination enrollment training and consulting bodies, and severely crack down on violations of laws and regulations involving false publicity, price fraud, organizing or participating in test cheating, and interfering with and disrupting the order of test enrollment.

Henan Province's 2024 Regulations on the Enrollment of Ordinary Colleges and Universities

In order to do a good job in the enrollment of ordinary colleges and universities (hereinafter referred to as colleges and universities) in 2024 and ensure that colleges and universities select new students who meet the training requirements, these provisions are formulated in accordance with the spirit of the relevant documents.

The enrollment work of colleges and universities should implement the principles of fair competition, fair selection, openness and transparency, comprehensive assessment of morality, intelligence, physical fitness, art and labor, comprehensive evaluation, and merit-based admission of new students.

1. Registration

1. Those who meet the following conditions can apply for registration:

(1) Abide by the Constitution and laws of the People's Republic of China;

(2) Graduated from a senior secondary education school or have equivalent academic ability;

(3) The physical condition meets the relevant requirements.

2. The following persons are not allowed to register:

(1) Students who are currently enrolled in colleges and universities with general higher education qualifications, or students who have been admitted to ordinary colleges and universities and have retained their admission qualifications;

(2) Students who are not graduating from senior secondary education schools;

(3) Fresh graduates who have registered for and participated in the general college entrance examination (including the national unified examination, the provincial unified examination, the inter-provincial joint examination and the enrollment examination organized by colleges and universities separately, hereinafter referred to as the college entrance examination) in violation of regulations in the non-graduation year of the senior secondary education stage;

(4) Persons who have been suspended from participating in the college entrance examination due to violation of the national education examination regulations and are within the suspension period;

(5) Those who have received criminal punishment for violating the criminal law and are still within the penalty period. Among them, minors shall be subject to the relevant laws and regulations.

After the college entrance examination registration and before the start of the examination, if it is found that the candidate does not meet the above conditions, the Provincial Education Examination Institute will cancel his or her college entrance examination registration qualification.

3. How to register:

In accordance with the requirements of the "Notice of the Henan Provincial Education Examination Institute on Doing a Good Job in the Enrollment and Registration of Ordinary Colleges and Universities in 2024" (Yu Kaopu [2023] No. 40).

2. Candidates' electronic files

4. The electronic file of candidates is the main basis for colleges and universities to admit new students. The content of the candidates' electronic files mainly includes the candidates' basic information, ideological and political character assessment appraisals or comments, high school academic proficiency test results and materials reflecting the comprehensive quality of students, physical examination information, volunteer information, college entrance examination score information, candidates' participation in college admissions and integrity records of relevant examinations (mainly refers to the brief facts and handling results of violations in the process of college admissions examinations and high school academic proficiency examinations, as well as the facts of admission in previous years). The candidate's electronic file data should be true and accurate, the image should be standardized, and the content of the corresponding part of the paper media materials such as the candidate's registration form, physical examination form, and the application school (major) volunteer form should be consistent.

5. Admissions and examination institutions at all levels should improve information collection, confirmation, comparison and verification, establish and improve corresponding management systems, ensure the completeness, accuracy and safety of candidates' relevant information, and ensure that candidates' electronic files are consistent with the content of paper media tables or corresponding information databases.

6. The Provincial Education Examination Institute shall establish an electronic archive of candidates in accordance with the format prescribed by the Ministry of Education. Effectively strengthen the management of candidates' electronic files, once the electronic archives are established, no one is allowed to change them without authorization.

3. Ideological and political character assessment

7. The assessment of ideological and political character is mainly to assess the actual performance of the candidates themselves.

The candidate's school or unit shall make a comprehensive appraisal of the candidate's political attitude, ideological character, and be responsible for its authenticity. In principle, candidates who do not have a school or work unit shall be appraised by the township or sub-district office to which they belong. The content of the appraisal should be completely and accurately reflected in the candidate registration form.

8. Candidates who have any of the following circumstances and fail to provide supporting materials such as their understanding of mistakes and their actual performance in correcting mistakes shall be deemed to have failed the ideological and political character assessment:

(1) Having words or deeds that oppose the basic principles set forth in the Constitution or participating in cult organizations, where the circumstances are serious;

(2) Violating the Criminal Law or the Public Security Administration Punishment Law, and receiving a criminal punishment or public security administrative punishment and the circumstances are serious and heinous in nature, and are still within the penalty period.

4. Physical health examination

9. All candidates applying for colleges and universities must participate in the physical health examination (hereinafter referred to as the physical examination) and truthfully fill in their past medical history. The physical examination standards shall be implemented in accordance with the Guiding Opinions on Physical Examination for Enrollment in Ordinary Colleges and Universities issued by the Ministry of Education, the former Ministry of Health and the China Disabled Persons' Federation, and the Notice on Further Standardizing the Physical Examination Items for Enrollment and Employment and Safeguarding the Rights of Hepatitis B Surface Antigen Carriers in School and Employment issued by the Ministry of Human Resources and Social Security, the Ministry of Education and the former Ministry of Health. If candidates are unable to participate in the examination of specific items due to special reasons such as physical reasons, they must provide the corresponding materials of the physical examination hospital.

10. The physical examination work shall be organized and implemented by the enrollment examination institutions at or above the county level and the administrative department of health. Candidates' physical examinations must be conducted in designated hospitals of Grade II A or above or corresponding medical units. The chief examining physician should be a doctor with the title of deputy chief physician or above and a strong sense of responsibility. The main examination hospital or the corresponding medical unit shall make a corresponding, standardized and accurate physical examination conclusion on the candidate's physical health in accordance with the relevant requirements, and be responsible for its authenticity. The conclusion of the physical examination shall be reviewed and signed by the chief examiner and stamped with the official seal of the medical examination hospital (medical unit) to be valid. The conclusion of the physical examination will be communicated to the candidate after the physical examination, and the candidate shall confirm and sign it. The conclusion of the medical examination made by a non-designated medical institution for the candidate is invalid.

Our province has designated Henan Provincial People's Hospital as the final inspection hospital, and the Provincial Education Examination Institute is responsible for coordinating the final inspection hospital to make a final ruling on the physical examination conclusions that are objectionable to the relevant parties.

11. On the basis of the "Guiding Opinions on Physical Examination for Enrollment in Ordinary Colleges and Universities" and other relevant requirements, colleges and universities may put forward supplementary requirements for candidates' physical health according to the school's school-running conditions and professional training requirements. The supplementary requirements must be legal and reasonable, with detailed explanations and explanations, and published to the public in the enrollment regulations.

5. Examinations

12. The Ministry of Education authorizes the Education Examination Institute of the Ministry of Education, the Provincial Admissions Examination Committee or colleges and universities to undertake the work related to the college admissions examination.

13. The formulation of the proposition system and reference answers and scoring references (guidelines) for the national unified examination (including provincial propositions, the same below) and provincial unified examination questions shall be respectively responsible for the Education Examination Institute of the Ministry of Education and the relevant provincial admissions examination committees. If the Ministry of Education authorizes the relevant colleges and universities to make their own propositions, it shall be handled in accordance with the relevant provisions of the Ministry of Education. All levels of admissions and examination bodies and colleges and universities should follow relevant requirements and combine the actual conditions of their respective provinces and schools to provide reasonable facilitation for persons with disabilities to register for examinations on an equal footing.

14. Test questions (including sub-questions, reference answers) and scoring references (guides) in the national and provincial unified examinations, as well as those set by colleges and universities themselves, should be strictly managed in accordance with the relevant provisions on the scope of state secrets in educational work.

15. Admissions and examination committees at all levels and relevant colleges and universities shall, in accordance with national regulations, strengthen the construction of security and confidentiality facilities, improve the rules and regulations for security and confidentiality, take effective measures to strengthen supervision and inspection, establish and improve emergency response mechanisms, duty systems and first-time reporting systems, and ensure that security and confidentiality work is foolproof. In the event of a loss (leak) of secrets, the unit where the incident occurred must directly report to the Provincial Education Examination Institute as soon as possible, and immediately take effective measures to prevent the further expansion of the scope of loss (leakage). After receiving the report, the Provincial Education Examination Institute shall immediately report to the Provincial Admissions Examination Committee and the Ministry of Education.

17. The foreign languages in the national examination subjects are divided into six languages, including English, Russian, Japanese, French, German, and Spanish. The foreign language test of our province uses the unified order of the Education Examination Institute of the Ministry of Education to contain the listening test paper (including 120 points for the written part and 30 points for the listening part), and the test score of the candidate's listening part is not included in the total score, and is provided to colleges and universities for reference as a separate score; 120 points for the non-listening part is converted into 150 points, and the conversion method is as follows: multiply the score of the candidate's non-listening part by 1.25, and after rounding, it is converted into the score of the foreign language subject.

This year, our province will not organize the oral examination of candidates applying for foreign language majors.

19. The test must be held at a standardized test center of the National Educational Examination. The test center shall be located at the place where the people's government at or above the county level is located. If it is necessary to set up an additional test center outside the seat of the county-level people's government due to special circumstances, it must be approved by the Provincial Education Examination Institute. Examinations organized by relevant colleges and universities authorized by the Ministry of Education are generally held in standardized test centers, and if it is really necessary to arrange them outdoors or in other places, they should be equipped with functional equipment such as identification, anti-cheating, and examination monitoring. The examination work shall be carried out in accordance with the relevant examination management regulations of the Ministry of Education and our province.

20. All subjects in the national unified examination are marked online. The Provincial Education Examination Institute is responsible for organizing and implementing the marking work in strict accordance with the relevant work requirements and methods of online marking, strengthening the management of marking staff, and ensuring the safety of the marking process and the accuracy of the results. Colleges and universities have the responsibility to undertake the task of marking papers. After the end of the examination, all localities must cooperate with the publicity work of the reform of the examination content, give full play to the educational function and positive guiding role of the college entrance examination, and report the relevant examination information in a timely and accurate manner according to the relevant requirements.

21. The Provincial Education Examination Institute will send electronic transcripts to candidates through the read-only email of the general college recruitment candidate service platform. Candidates can also check their results on the website published by the Provincial Education Examination Institute. Except for specific matters stipulated by the Ministry of Education, the information of the candidates' college entrance examination results can only be provided to the candidates themselves and the relevant colleges and universities, and shall not be provided to the candidates' secondary schools and any other units and individuals. It is strictly forbidden to publish, publicize, hype, or covertly hype the "champion", "admission rate", "online rate" and other content of the college entrance examination.

22. If candidates have any doubts about the results, they can register and apply for a score review at the enrollment examination agency of the county (city, district) where they apply for the examination within the specified time. The review work is organized by the admissions examination agency, mainly to check whether the information on the answer sheet is consistent with the candidate's own, whether there is any omission, whether the score of the question is missing, whether there is any error after the score of each question is synthesized, and whether it is consistent with the published candidate's score, and the score is not reviewed. The results of the review shall be notified to the candidates by the local admissions and examination authorities in an appropriate manner.

23. Candidates' answer sheets are to be managed and kept by the Provincial Education Examination Institute in accordance with the state secret-level matters until half a year after the release of the test results, and the storage period is to be destroyed in accordance with the methods for handling secret-level materials at the end of the storage period. Without the approval of the Provincial Education Examination Agency, no one is allowed to touch the candidate's answer sheet. Examination information such as scanned images of candidates' answer sheets and marking information shall be managed according to state secrets.

6. Enrollment Regulations

24. Colleges and universities shall formulate their own enrollment regulations in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China and the relevant regulations of the Ministry of Education and our province.

The enrollment regulations of colleges and universities are a necessary form for colleges and universities to release relevant enrollment information to the public, and their content must be legal, true, accurate, and standardized, and can only be released to the public after being approved by the competent authorities in accordance with relevant national laws and enrollment policies. Once the enrollment regulations are published, they shall not be changed without authorization, and if there are supplementary explanations, they shall be announced to the public in a timely manner with the consent of the competent department and reported to the relevant provincial enrollment and examination institutions. In the enrollment publicity (advertisement), colleges and universities should accurately describe the type, level, and tuition fees of the school, and use the name of the school that is consistent with the school's license or approval documents, and shall not use abbreviations, unless otherwise provided by the state. The legal representative of the school shall be responsible for the authenticity of the school's enrollment regulations and relevant publicity materials. Colleges and universities shall carry out enrollment work in accordance with the enrollment regulations.

In accordance with the requirements of the Provincial Department of Education, all colleges and universities shall upload the enrollment regulations to the "Henan Provincial Ordinary Colleges and Universities Enrollment Regulations Approval System" (website: http://gxzszc.jyt.henan.gov.cn) for verification, and upload the enrollment regulations approved by the Provincial Department of Education to the "Sunshine College Entrance Examination" enrollment information release and management platform (hereinafter referred to as the "Sunshine College Entrance Examination" on the China Higher Education Student Information Network (https://gaokao.chsi.com.cn) within the time specified by the Ministry of Education"Sunshine College Entrance Examination" platform).

25. The main contents of the enrollment regulations of colleges and universities include: the full name of the university, the address of the university (involving branch campuses, campuses, etc., must be indicated), the level (undergraduate, junior college), and the type of school (such as ordinary or adult colleges, public or private colleges or independent colleges, Colleges and universities or higher vocational and technical schools, etc.), the principles and methods of enrollment plan allocation, the number of reserved plans and the principles of use, the foreign languages used in professional teaching and training, the requirements for ideological and moral assessment and physical health, and the admission rules for candidates who enter the file (such as the use of candidates' extra points, the treatment of candidates with the same scores, Tuition and accommodation standards, student financial aid policies and related procedures, the name of the school that issued the academic certificate, the type of certificate and other information, the contact number, website, and other notices.

Colleges and universities that enroll students in provinces (autonomous regions, municipalities) with comprehensive reform of the college entrance examination should put forward the requirements for the selection of subjects for the high school academic proficiency test in accordance with the relevant requirements, and announce them to the public.

The special type of enrollment measures formulated by the relevant colleges and universities must comply with the relevant regulations of the Ministry of Education and the provinces where the students come from, and shall not contradict the content of the enrollment regulations of the university. The work plan and enrollment methods for special types of examinations in colleges and universities shall be submitted to the Provincial Department of Education for approval after being studied and determined by the Standing Committee of the Party Committee of the school.

26. Colleges and universities shall, within the specified time, publish the enrollment regulations approved by the competent authorities on the website of the university in a timely manner, and fill in the website of the university through the "Henan Province Ordinary University Enrollment Plan Online Checking System", and the Provincial Education Examination Institute shall summarize and publish the university website when announcing the college enrollment plan to the society and candidates. The website of Henan Provincial Education Examination Institute (https://www.haeea.cn) and Henan Enrollment Examination Information Network (http://www.heao.com.cn) link to the "Sunshine College Entrance Examination" platform of the Ministry of Education, so that candidates can consult the college enrollment regulations. If colleges and universities fail to upload the enrollment regulations on time on the "Sunshine College Entrance Examination" platform, or their content is incomplete, not approved by the competent department of colleges and universities, and does not conform to the regulations of the state and our province, the enrollment school shall be responsible for handling them.

7. Fill in the volunteers

27. Volunteer in batches

(1) Undergraduate (non-art) volunteers are divided into undergraduate early approval (including sports, military, public security, justice, local public-funded normal students and other undergraduate majors with special requirements, and public security and judicial college majors are admitted with this batch), national special plan undergraduate batch, undergraduate batch 1, local special plan undergraduate batch, and undergraduate second batch. All types of undergraduate approval in advance are not allowed to be reported at the same time, and candidates can only choose one of the categories.

(2) Art undergraduates are divided into art undergraduate early approval and art undergraduate approval. The early approval of art undergraduates and non-art undergraduates cannot be reported at the same time, and if other batches appear to be submitted concurrently, they will be submitted according to the order of admission time of each batch.

(3) The junior college level is divided into early approval of junior college and approval of higher vocational colleges. Specialties approved in advance include arts, physical education, targeted training of sergeants, flight attendants, navigation, medicine, teachers and other specialties, and all categories must not be reported at the same time.

28. Voluntary settings

(1) Undergraduate early approval (except for sports, military, and local public-funded normal students), junior college early approval (except for arts, sports, and local public-funded normal students), the first choice can fill in 1 college volunteer, the second choice is a parallel volunteer, you can fill in 1-4 college volunteers, and each volunteer can fill in 1-5 majors and whether you agree to the professional adjustment.

The enrollment of military colleges and universities approved in advance for undergraduates implements parallel volunteering, and "1 college + 1 major" is 1 volunteer, with 35 volunteers, and no professional adjustment volunteers.

Local publicly-funded normal students who are approved in advance for undergraduate and junior college in advance shall be subject to parallel volunteering, and "1 college + 1 major + 1 county (city, district)" shall be 1 volunteer, and each batch will be set up with 12 volunteers, and there will be no professional adjustment volunteers.

(2) The national special plan for the undergraduate batch, the first batch of undergraduates, the local special plan for the undergraduate batch, the second batch of undergraduates and the higher vocational college batch are all implemented in parallel volunteering, each batch can fill in 1-12 college volunteers, each college volunteer can fill in 1-5 majors and whether to agree to the professional adjustment.

(3) The art undergraduate will be approved in advance to set up 1 college volunteer, 4 professional volunteers and whether to agree to the professional adjustment, and there will be no professional group. (5) The military recruits flight cadet volunteers, candidates can fill in 1 college volunteer and 1 professional volunteer, and candidates who pass the comprehensive test of the navy and air force can fill in.

(6) Set up special types of enrollment volunteers (college special programs and high-level sports team enrollment), candidates who have obtained the corresponding qualifications can choose to apply for one of the above two categories, and cannot apply at the same time.

(7) In the corresponding batch, there will be a national preparatory class volunteer, and candidates can fill in 1 volunteer. Only ethnic minority candidates who have passed the review and publicity can fill in.

(8) Targeted employment enrollment majors must be filled in the targeted volunteer column specified in the corresponding batch in the parallel volunteer batch, and in the sequential volunteer batch with the first choice, the targeted employment enrollment major should be filled in the first college volunteer column of the corresponding batch. After the student is admitted as a directional student, he or she shall sign a targeted employment agreement with the training school and the targeted employment unit before registration. (2) After the candidate completes the online volunteer application, it will be deemed that the volunteer agreement with the university has come into effect, and the candidate shall not give up without authorization when admitting; no one shall change the candidate's volunteer information, otherwise, the relevant personnel will be seriously investigated for responsibility in accordance with law and discipline. The county (city, district) enrollment and examination agency prints out the volunteer form according to the volunteer information saved by the candidates online and stamps the official seal and stores it in the candidates' files (except for soliciting volunteers).

(3) Candidates should carefully read the relevant college enrollment regulations and online instructions before filling in the volunteers, and fill in the school and professional volunteers according to the enrollment professional plan announced by the Provincial Education Examination Institute, according to the relevant regulations and requirements, and take responsibility for the authenticity and accuracy of the volunteers. Volunteers must be filled in by the candidates themselves, and parents, teachers, classmates and anyone else are not allowed to fill in the form on behalf of the candidates. Candidates should properly keep their personal information such as login passwords, and they shall be responsible for the consequences caused by the negligence or mistakes of the candidates themselves or the failure to operate in accordance with the prescribed procedures.

31. All levels of enrollment and examination bodies and senior secondary education schools should organize forces to strengthen policy interpretation and technical guidance for candidates to fill in voluntary reports. Before the end of the candidate's application for volunteering, the admissions and examination institutions at all levels shall not provide the candidates' college entrance examination results to colleges and universities.

32. Conduct online solicitation of volunteers for colleges and universities with insufficient student resources. Candidates who are not admitted and meet the requirements of the solicitation can fill in the volunteers.

VIII. Admission

33. Under the leadership of the Provincial Admissions and Examination Committee, the Provincial Education Examination Institute shall organize and implement the work of admitting new students in colleges and universities, and implement computerized remote online admission. Colleges and universities should adopt a remote and remote approach to the admission of students on campus. During the admission period, colleges and universities and the Provincial Education Examination Institute should ensure smooth communication with each other.

34. Colleges and universities and provincial education examination institutes shall implement the admission of new students in accordance with the principle of "the school is responsible for and the recruitment is supervised". Colleges and universities shall admit students in accordance with the admission rules in the enrollment regulations published to the public, and take the results of the general high school academic proficiency test and the results of comprehensive quality evaluation as important references when recruiting and admitting students. For candidates who pass the ideological and political character assessment, whose physical health meets the requirements of relevant professional training, whose scores reach the same batch of admission control scores and meet the requirements of the school's file adjustment, whether to admit and the majors they are admitted shall be determined by the colleges and universities themselves, and the colleges and universities shall be responsible for explaining the reasons for the withdrawal of candidates who have submitted files but have not been admitted, and colleges and universities shall not exceed the planned admission. The Provincial Education Examination Institute is responsible for supervising the implementation of national enrollment policies and enrollment plans by colleges and universities in the region, and correcting violations of national enrollment policies and regulations and admission rules.

35. Colleges and universities admitting new students should follow the prescribed procedures for remote online admission, and complete all aspects of the work on time, such as file adjustment, file reading, review, pre-admission, and withdrawal, to ensure the normal circulation of candidates' electronic files and the smooth progress of admission work. For colleges and universities that do not complete the relevant links of work as required, the Provincial Education Examination Institute should take the initiative to communicate with them, and for colleges and universities that refuse to contact or deliberately delay the time without reason, the Provincial Education Examination Institute can set the candidates' electronic files to pre-admission status according to the number of plans and admission rules of the colleges and universities issued by the candidates, and immediately notify the colleges and universities in writing, and report the relevant situation to the Ministry of Education for the record.

36. In principle, the enrollment plan of the same university, the same academic level, and the same enrollment type should be arranged in the same batch in the same province (autonomous region, municipality). Chinese-foreign cooperatively-run majors in colleges and universities must be admitted in the same batch as other majors enrolled by universities in the same region. Except for military, public security, flight cadets, publicly-funded normal students, special programs for excellent teachers, rural order-oriented medical students, some art and physical education majors, navigation and other difficult majors, Marxist theory majors in national key Marxist colleges, and other special colleges (majors) approved by the Ministry of Education, and the comprehensive evaluation and enrollment of relevant colleges and universities that can be arranged in early batches, the rest of the colleges and universities shall not be arranged in early batch admission. If there is a change in the admission batch arrangement of relevant majors in colleges and universities compared with the previous year, the Provincial Education Examination Institute shall communicate and negotiate with colleges and universities in advance.

37. The admission work is to be carried out in batches, and the general category is in order of early approval for undergraduates, undergraduate approval for national special plans, first batch of undergraduates, undergraduate approval for local special plans, second batch of undergraduates, early approval for junior colleges, and approval for higher vocational colleges.

(1) Before the full start of the admission work, the Qiangji plan will go through the admission procedures in accordance with the list of proposed admissions provided by the university.

(2) Military recruitment arrangements are arranged to admit students before the early approval of the undergraduate program. If the military recruiter is not admitted, the candidate can still participate in the early admission batch of the military, public security, justice, civil aviation and other colleges and universities.

(3) The colleges or majors that are admitted in advance for undergraduate students are: sports, military academies, public security (undergraduate and junior college majors), judicial (undergraduate and junior college majors), flight cadets, navigation undergraduate majors, national public-funded normal students, national excellent teacher special projects, local public-funded normal students undergraduate majors, free medical oriented employment, and Marxist theory majors of national key Marxist colleges.

(4) The undergraduate batch of the national special plan will be admitted after the end of the early batch of undergraduates and before the start of the first batch of undergraduates, the undergraduate batch of local special plans will be arranged to be admitted after the end of the first batch of undergraduates and before the start of the second batch of undergraduates, the special batch of colleges and universities will be admitted before the first batch of undergraduates, and the high-level sports teams will be admitted before the batch of the recruiting institutions.

(5) The colleges or majors admitted to the first batch of undergraduates are: "double first-class" construction universities and undergraduate majors approved by our province.

(6) The colleges or majors admitted in the second batch of undergraduates are: other undergraduate majors in colleges and universities other than those that participated in the early approval of undergraduates and the first batch of undergraduate admissions.

(7) The colleges or majors that are approved in advance are: junior college majors with special requirements.

(8) The colleges or majors approved for admission to higher vocational colleges are: other general junior college majors without special requirements.

38. The admission batches for art are divided into early approval for art undergraduates, art undergraduate batches and art college batches. The early approval of the undergraduate program in art includes the colleges and majors that use the school examination results and the inter-provincial joint examination majors of opera. The undergraduate batch of arts is the undergraduate colleges and majors that use the results of the provincial unified examination. The art college is approved as an art college major that uses the results of the provincial unified examination. Admission will be made in order for each batch.

39. The Provincial Admissions and Examination Committee shall, on the basis of the number of enrollment plans of each admission batch and the results of the candidates' unified examinations, delineate the admission control score lines of each batch according to the arts and sciences, and delineate the admission control score lines for arts and sports, junior college majors, and cultural admission control scores.

Both the undergraduate batch of the national special plan and the undergraduate batch of the local special plan will implement the score line of the first batch of undergraduates.

40. Among the candidates whose scores reach the same batch of admission control scores, the Provincial Education Examination Institute will release the candidates' electronic files to colleges and universities in accordance with the filing rules.

41. The proportion of the first choice of public security and other ordinary colleges and universities (non-arts, sports) with special requirements approved in advance for undergraduates shall be determined by not exceeding 120% of the number of enrollment plans for ordinary colleges and universities outside the province and public security colleges and universities, and colleges and universities in the province shall not exceed 110% of the number of enrollment plans, and the follow-up supplementary submissions shall be submitted according to the planned balance of 1:1.

42. Enrollment in military academies and academies approved by the national special plan for undergraduates, the first batch of undergraduates, the second batch of undergraduates for local special plans, and the early approval of higher vocational colleges and universities, as well as the enrollment of local publicly-funded normal students who have been approved in advance of undergraduates and junior colleges, are to implement parallel voluntary submission, and the principle of submission is "score priority, follow the volunteer, and one round of submission". That is, the ranking score is generated after the total score of the college entrance examination score plus the score of the care policy (candidates with the same score are sorted according to the Chinese, mathematics, and foreign language listening scores), and the ranking results are ranked from high to low scores according to the ranking scores, and then according to the principle of priority, according to the natural order of the candidates' parallel volunteers from front to back, once the school is retrieved to the school where the plan is not full, it will be submitted to the school.

The first batch of undergraduates and the second batch of undergraduates will be simulated before the formal submission, and the Provincial Education Examination Institute shall provide colleges and universities with online students in an appropriate proportion within 105% of the planned number, and colleges and universities shall reasonably put forward the opinions on the proportion of file adjustment according to the school's plan and the distribution of students, and the Provincial Education Examination Institute shall conduct simulated file submission according to the opinions of the proportion of colleges and universities. Colleges and universities will complete the plan adjustment before the official submission according to the simulated application situation, and the proportion of adjustment will be controlled within 105% in principle, and ensure that the candidates who meet the admission rules can be admitted. The Provincial Education Examination Institute will officially submit the file according to the final adjustment ratio determined by the university.

After the one-time admission of parallel volunteers, the unfilled plans will be announced to the public to solicit volunteers. For colleges and universities with a small balance in the plan, they will be recruited on the original score line, and for colleges and universities with a large balance in the plan, the score will be lowered according to the situation. If there is still not enough online students after the solicitation of volunteers, the score will be lowered, and the score reduction will generally not exceed 20 points. The plan for the current call for volunteers is only based on the call for volunteers reported by the candidates. After soliciting volunteers and parallel volunteers, they will be supplemented according to the balance of the plan and the source of students.

The method of parallel voluntary application for art classes shall be implemented in accordance with the enrollment documents of art classes.

The measures for parallel voluntary application for sports shall be implemented in accordance with the sports enrollment documents.

43. When special types of enrollment volunteers apply, the special plan of colleges and universities is to submit files based on the total score of the college entrance examination score of the qualified candidates, the preferential score given by the university, and the simulated submission line. The admission of high-level sports teams shall be carried out in accordance with the relevant requirements of the Ministry of Education.

44. Except for some special schools (majors) such as military, national defense, and public security, colleges and universities must not stipulate the ratio of male and female students, and must not impose restrictions on the foreign language of candidates applying for majors in non-foreign languages and Chinese languages and literature. Except in the circumstances provided for by the state, no other restrictions shall be made.

45. Candidates who have any of the following circumstances may add 20 points to the total score of the unified examination score;

(1) Children of martyrs;

(2) Retired servicemen who have been awarded meritorious service of the second class or above during their service or have been awarded honorary titles by units above the theater (formerly the Grand Military Region).

46. Retired soldiers who are self-employed may add 10 points to the total score of the unified examination to apply, and if they meet the requirements of colleges and universities, the colleges and universities will review and decide whether to admit them.

47. Returned overseas Chinese, children of overseas Chinese, children of returned overseas Chinese, relatives of overseas Chinese, and candidates with Taiwan provincial nationality (including household registration in Taiwan) may add 5 points to the total score of the unified examination score, and if the requirements for college application are met, the university will review and decide whether to admit them.

48. Articles 45, 46 and 47 provide that the bonus points are not cumulatively calculated, that is, if the same candidate meets the conditions for multiple additional scores, only the score with the largest range can be taken, and it shall not exceed 20 points. Candidates who meet the above bonus points requirements must be declared by themselves, reviewed by provincial, provincial municipalities, counties (cities, districts) and relevant departments and publicized level by level before they can be recognized. Senior secondary education schools must also publicize the candidates' classes in accordance with relevant regulations. Candidates who have not been publicized, as well as their bonus items and scores, shall not be included in the results of the submission and used. All relevant departments and schools should conscientiously implement the requirements of the "Notice of the Henan Provincial Department of Education and Other Six Departments on Printing and Distributing the Implementation Plan for Further Adjusting and Standardizing the Work of Adding Points to the College Entrance Examination in Henan Province" (Yu Jiaojiao [2021] No. 116), and conscientiously do a good job in the examination of candidates' qualifications.

49. Children of servicemen who have been awarded second-class meritorious service in peacetime or third-class meritorious service or higher in wartime, children of servicemen with disabilities of the first to fourth grades, children of servicemen who have sacrificed their lives in the line of duty, children of servicemen who have worked for a total of 20 years or more in three or more categories of hardship and remote areas designated by the state and in the Tibet Autonomous Region, and those who have worked for a total of 20 years or more on islands in the second category or above designated by the military, children of servicemen who have worked for a total of 10 years or more in four or more categories of hardship and remote areas designated by the state or on special islands designated by the army, children of servicemen who have been flying or grounded for less than one year or have reached the maximum number of years of flying, children of servicemen who have been engaged in naval work for 20 years or more, and children of servicemen who have worked in aerospace and nuclear-related posts for a total of 15 yearsIn the batch of sequential voluntary submission, those who participate in the national unified examination and meet the requirements of the relevant colleges and universities shall be given priority admission.

Where the children of public security martyrs, public security heroes and models who have died in the line of duty, or children of public security police officers who have been disabled in the line of duty at grades 1 to 4 participate in the national unified examination, it is to be implemented in accordance with the relevant provisions of the "Notice of the Ministry of Public Security and the Ministry of Education on Further Strengthening and Improving the Education of the Children of Public Security Heroes and Disabled Public Security Police Officers Who Sacrificed Their Lives in the Line of Duty" (Gong Zheng Zheng [2018] No. 27). Personnel of the national comprehensive fire and rescue team and their children who participate in the national unified examination shall be implemented with reference to the relevant preferential treatment policies for military personnel. Candidates who have retired from active military service and disabled people's police officers who participate in the national unified examination and meet the requirements of relevant colleges and universities will be given priority in admission under the same conditions as other candidates. Those who have been identified by the Central Committee of the Communist Youth League as 5A-level young volunteers who have obtained the 5A level, as well as the only child with a rural household registration who participates in the national unified examination and meets the requirements of relevant colleges and universities, will be given priority in admission under the same conditions as other candidates.

50. If the targeted employment enrollment plan cannot be completed on the score line of the school's file adjustment, it can be supplemented within 20 points below the score line of the school's file adjustment and above the score line of the same batch of admissions, and those who are targeted to Tibet can be supplemented within 40 points below the score line of the school's file adjustment. Colleges and universities will select the best candidates according to their directional wishes. For the targeted employment enrollment plan that has not been completed after the score reduction, volunteers will be recruited according to the balance of the plan or converted to a non-targeted employment enrollment plan in the batch of parallel volunteers, and the non-parallel volunteer batch will be converted to a non-targeted employment enrollment plan on the spot.

Where there are special requirements for local publicly-funded normal students, free medical oriented employment, etc., it shall be implemented in accordance with relevant provisions.

51. The enrollment of the national preparatory class shall be admitted in the corresponding batches of colleges and universities. The admission score line of the undergraduate preparatory class, the junior college preparatory class, and the ethnic class shall not be lower than 80 points, 60 points, and 40 points below the score line of the relevant colleges and universities in the batch. If the number of students in colleges and universities in our province is insufficient, the remaining plans will be adjusted and used in a unified manner throughout the province.

52. For candidates who fill in agriculture and forestry colleges and universities as their first choice in each batch (excluding arts, sports, etc., in advance), as well as candidates who have passed the testing and political examination for the aviation flight and command major of military academies, if the source of students is insufficient, they can submit within 20 points of the admission control score line.

Whether the agricultural and forestry colleges outside the province recognize this provision must make clear opinions when submitting the student source plan, and our province will announce it to the public along with the student source plan.

53. Colleges and universities and their competent departments should earnestly strengthen the management and supervision of the use of adjustment plans. Colleges and universities should collectively study and decide on the principles for the use of their own adjustment plans, and the adjustment plans should be arranged for use in provinces (autonomous regions, municipalities) with a large number of students and good quality. It is necessary to strengthen the file management of enrollment and admission, and make important decisions such as the adjustment of enrollment plans to do a good job in recording and archiving meetings and research. According to the relevant requirements of the adjustment plan and its use proposed by the university, the Provincial Education Examination Institute will put it before the same batch of files after verification and confirmation, and submit the files according to the adjusted number of plans, candidates' preferences and scores on the admission control score line of the batch where the colleges and universities are located. Colleges and universities are responsible for dealing with the remaining problems caused by the improper use of the adjustment plan, and shall not lower the admission standards to name candidates, and it is strictly forbidden to use the adjustment plan to nominate candidates for admission or charge candidates any fees linked to admission. The Provincial Education Examination Agency shall not arbitrarily relax the admission policy or lower the score requirements for the sake of the program.

The adjustment of the student source plan of colleges and universities must be within the scale of its enrollment and obtain the consent of the relevant provincial enrollment examination institutions and the competent departments of colleges and universities. Unfinished student source plans must be openly solicited for admission at the location of the student source plan.

54. Colleges and universities cannot refuse to admit candidates with disabilities who meet the requirements for college entrance examination scores, are physically able to complete the study of the major they have applied for, and are able to take care of themselves in life.

55. Colleges and universities shall mark the list of candidates to be admitted (including candidates to be admitted by the unified examination, escort, and individual examinations) with the type of admission, and then report to the provincial enrollment examination agency where the students are located for approval, and supplement or adjust the corresponding plans. After the approval of the Provincial Education Examination Institute, a database of admitted candidates will be formed, and the corresponding list of admitted candidates shall be printed accordingly, and the special seal of the Provincial Education Examination Institute shall be stamped as the basis for the candidates to be formally admitted by the relevant colleges and universities, and shall be filed and provided to the relevant colleges and universities.

Colleges and universities fill in the admission notice according to the roster of admitted candidates approved and filed by the Provincial Education Examination Institute, and after being signed by the president and stamped with the school seal, it will be sent directly to the admitted candidates together with relevant materials such as admission registration instructions and funding policies and measures. Colleges and universities, middle schools, and other units and individuals must not withhold candidates' admission notices. The delivery of the admission notice shall be carried out in accordance with the relevant work requirements of the Ministry of Education and the State Post Bureau.

56. Candidates' paper media files include candidates' senior secondary education stage files and candidates' registration forms, physical examination forms, volunteer forms, and so forth. All local senior secondary education schools should strengthen the establishment and management of candidates' files, and be responsible for the objective authenticity of candidates' paper files (or personnel files). For those who commit fraud, once discovered, they will be seriously held accountable. The candidate registration form, physical examination form, volunteer form, etc. shall be printed and stamped by the county (city, district) enrollment and examination agency and stored in the candidate's file. Candidates' paper media files shall be managed by the county (city, district) enrollment examination agency in a unified manner, and shall not be entrusted to the middle school. The dossier must be complete and complete. After the paper media files of the admitted candidates are sealed by the county (city, district) enrollment and examination agency, the candidates themselves shall collect them from the county (city, district) enrollment and examination institutions with the admission notice, admission ticket and ID card, and hand them over to the admitted colleges and universities when registering. When collecting the files, the candidates and the staff of the county (city, district) enrollment and examination institutions must both perform the signing and handover procedures.

Admissions and examination institutions at all levels should strengthen the management of paper media files, and shall not provide the files of candidates who have not been approved by the Provincial Education Examination Institute to colleges and universities or individuals. The file retention period is half a year after the end of admission, and the county (city, district) enrollment examination agency at the end of the retention period will return the candidate's senior secondary education stage file to the middle school from which he graduated, and the college entrance examination registration form, physical examination form, volunteer form, etc. shall be destroyed according to the secret level materials.

57. In addition to the information that should be disclosed to the public in accordance with regulations, no unit or individual may provide or disclose to others without authorization the personal information of candidates and the work content that needs to be kept confidential in the admission process, and it is strictly forbidden to illegally disseminate or sell it.

58. Freshmen admitted to ordinary colleges and universities in our province will not go through the procedures for transferring their household registration after enrollment. After graduation, students should go to the public security police station where their household registration is located to go through the procedures for household registration migration with the "Graduation Certificate" and the certificate of the receiving unit. Freshmen who are admitted to colleges and universities in other provinces shall be implemented in accordance with national regulations.

59. After receiving the admission notice, candidates should verify and confirm it through the information release channels designated by the Provincial Education Examination Institute or colleges and universities in a timely manner. Candidates should go through the formalities such as registration with the admission notice and according to the time and relevant requirements stipulated by the university; if they cannot register on time, they should submit a written application to the university, and the registration can be postponed only after approval.

According to the list of admitted candidates approved by the Provincial Education Examination Institute and the admission notice held by the admitted candidates issued by the university, colleges and universities shall handle the admission and other relevant procedures for new students in accordance with relevant regulations and requirements. After the new students register, the colleges and universities should print the candidates' electronic file information and stamp the official seal of the school and store it in the candidates' paper files.

Colleges and universities shall summarize the list of candidates (including candidate numbers) who have given up their admission qualifications according to the province (autonomous region, municipality) where the students are located, and submit them to the provincial enrollment examination agency where the students are located within 20 days after the normal registration deadline stipulated by the university. Colleges and universities are strictly prohibited from registering candidates who have not registered.

The candidates' fulfillment of the voluntary agreement will be truthfully recorded in their personal electronic files and provided to colleges and universities in the general college admissions, and colleges and universities can be used as the basis for measuring the candidates' moral character.

60. Colleges and universities recruiting guaranteed students must upload the database of guaranteed students who have passed the test and intend to be admitted to the Ministry of Education's "Sunshine College Entrance Examination" platform (https://gaokao.chsi.com.cn) within the prescribed time. The Provincial Education Examination Institute downloads the data after review and confirmation on the "Sunshine College Entrance Examination" platform and goes through the admission approval procedures according to the procedures, and provides the admission roster of guaranteed students to the relevant colleges and universities in a timely manner.

Colleges and universities that organize the admissions examination separately must submit the relevant admission data and written reports to the Provincial Education Examination Institute within the time specified in the relevant documents.

After the admission is completed, the Provincial Education Examination Institute shall report to the admission database according to the time specified by the Ministry of Education (including candidates admitted by unified examination, escort, and individual examination, etc.).

After the regular enrollment work is completed, the enrollment at the undergraduate and junior college levels in our province will not be supplemented.

61. Remaining problems in enrollment caused by network transmission, work errors, and other factors are to be properly resolved through consultation between the Provincial Education Examination Institute and colleges and universities.

9. Information disclosure

62. Establish hierarchical responsibility, standardized and effective systems for disclosing enrollment information at multiple levels of colleges and universities such as the national, local, colleges and universities, and middle schools. The disclosure of enrollment information in colleges and universities should be done so that the information is collected accurately, the disclosure procedures are standardized, and the content is released in a timely manner.

Administrative departments for education at all levels, admissions and examination bodies, colleges and universities and middle schools shall, in accordance with their respective responsibilities and relevant requirements, respectively disclose relevant information such as enrollment policies, college enrollment qualifications, college enrollment regulations, college enrollment plans, candidate qualifications, admission procedures, admission standards, consultation and appeal channels, major violations and handling results, and the review of admitted freshmen.

The Provincial Education Examination Institute is responsible for announcing the relevant enrollment policies, enrollment source plans, candidate consultation and appeal channels, major violations and handling results, inquiry methods for candidates' unified examination results and admission results, the control score line of each admission batch, the filling in the volunteer and admission time arrangement, the unfinished enrollment plan of each admission batch, and the categories of care policies and candidates with corresponding qualifications. Colleges and universities publish on their websites the enrollment plan, enrollment regulations, admission results inquiry methods, as well as the list of students who have obtained the university's guaranteed student qualifications and the list of candidates who have passed the special type of enrollment test. Educational administrative departments at all levels, admissions and examination institutions, and middle schools shall publicize their respective regions, the categories of care policies enjoyed by their schools, and candidates with corresponding qualifications.

The information and admission requirements of qualified candidates for special types of enrollment must be uploaded to the "Sunshine College Entrance Examination" platform of the Ministry of Education in a timely manner for publicity, and candidates who have not been publicized shall not be admitted.

63. The Provincial Department of Education, the Provincial Education Examination Institute, and the information publicized by colleges and universities shall be retained until the end of the current year. The relevant information of candidates publicized by the city, county (city, district) enrollment and examination institutions and middle schools shall be publicized for at least 10 working days before reporting, and shall be retained until the end of August of the current year.

64. All levels of administrative departments for education, admissions and examination bodies, colleges and universities, and middle schools should, at the same time as publicizing relevant information, provide the e-mail address, telephone number, unit accepting the report, and mailing address, and promptly investigate and handle the reported matter in accordance with the relevant state provisions on letters and visits.

10. Examination of admission qualifications and review of admission qualifications for new students

65. Colleges and universities should strictly follow the relevant requirements of the Ministry of Education and provincial-level education administrative departments to conduct a review of the admission qualifications of the admitted freshmen, and coordinate the handling of relevant issues.

11. Enrollment funds

66. In accordance with the requirements of national documents, the enrollment funds of municipalities and counties (cities, districts) under the jurisdiction of each province are to be paid by local education funds. The enrollment funds of colleges and universities are covered by the operating expenses of the university.

67. When registering, candidates should pay the registration and examination fees in accordance with the "Notice on Adjusting the Fees for the Enrollment and Examination of Colleges and Universities in Our Province" (Yu Price Fei Zi [2000] No. 145, Yu Cai Pre Wai Zi [2000] No. 21, Yu Jiao Cai Zi [2000] No. 59) documents, and pay electronic information collection fees in accordance with the provisions of the "Notice of the People's Government of Henan Province on Announcing the Cancellation of the Suspension and Adjustment of Relevant Fee Items" (Yu Zheng [2008] No. 52).

Colleges and universities (including colleges and universities that organize separate examinations for enrollment) shall pay online admission fees in accordance with the provisions of the Notice on Collecting Online Admission Fees for General Enrollment (Yu Cai Ban Zong [2005] No. 50).

68. Enrollment examination staff who participate in registration, physical examination, proposition, paper preparation, paper transportation, security and confidentiality, invigilation, inspection examination, marking, admission, etc., shall be paid corresponding labor remuneration. The specific measures shall be formulated by the local education administrative departments and relevant colleges and universities in coordination with relevant departments on the basis of actual conditions.

12. Handling of violations of regulations

69. Where candidates, examination staff, or other members of society have violations in the registration, examination, admission, and other aspects of college admissions, they shall be strictly dealt with in strict accordance with the procedures and provisions set forth in the "Education Law of the People's Republic of China", the "Measures for Handling Violations in National Education Examinations" (Order No. 33 of the Ministry of Education), and the "Interim Measures for the Handling of Violations in the Enrollment of Ordinary Institutions of Higher Learning" (Order No. 36 of the Ministry of Education), and the parties and relevant personnel shall be held accountable in accordance with laws and regulations; The Criminal Law of the People's Republic of China, the Supreme People's Court and the Supreme People's Procuratorate Interpretation of Several Issues Concerning the Application of Law in Handling Criminal Cases such as Cheating in Organizational Examinations, and other relevant legal provisions are to be promptly transferred to the judicial organs for investigation of legal responsibility. Party members and public employees who violate rules and discipline are to be severely dealt with in accordance with the "Regulations on Disciplinary Sanctions of the Communist Party of China", "Law of the People's Republic of China on Governmental Sanctions for Public Employees", "Regulations on Sanctions for Civil Servants of Administrative Organs", "Provisions on Sanctions for Staff of Public Institutions", and so forth. Party members who are directly responsible and have leadership responsibility are to be strictly held accountable in accordance with discipline and regulations in accordance with the "Regulations on the Accountability of the Communist Party of China" and other Party members who are directly responsible and have leadership responsibility due to negligent management by educational administrative departments, admissions and examination bodies, and colleges and universities, resulting in disorder in the examination room, serious cheating, and serious enrollment violations. Colleges and universities and staff that compete for students in violation of regulations and promises should be held accountable.

The provincial unified examination organized by the authorized provincial admissions examination committee and the separate enrollment examination organized by the authorized colleges and universities, as well as the strong foundation plan, escorted students, juvenile classes, comprehensive evaluation pilots, high-level sports teams, art and sports majors, sports training and martial arts and traditional national sports, and higher vocational classification recruitment examinations are all part of the national education examination, and shall be implemented in accordance with the above-mentioned laws and regulations and intra-party regulations. Candidates, colleges and universities, middle schools, and relevant staff members who violate regulations in the above-mentioned types of admissions examinations should be strictly investigated and dealt with. Among them, anyone who provides false personal information or application materials shall be found to have cheated in national education examinations. Candidates who are found to have cheated will be disqualified from registration, examination and admission for relevant types of enrollment, and at the same time notify the relevant provincial enrollment examination institutions or education administrative departments to cancel their registration, examination and admission qualifications for the college entrance examination in the current year, and suspend participation in various national education examinations for 1-3 years depending on the severity of the circumstances.

For students who are not graduating from senior secondary education schools that participate in college entrance examinations in violation of regulations, their results in each subject of the college entrance examination for that year will be cancelled, and at the same time, they will not be allowed to register for college entrance examinations in the year of graduation.

70. Candidates or their legal guardians may raise objections, appeals or reports to the colleges and universities they apply for if they believe that the enrollment and admission behavior of the colleges and universities they apply for violates these regulations or other relevant regulations. Colleges and universities shall conduct investigations and handle cases, and shall promptly reply to applicants in writing or orally if they have objections to the implementation of the policy; and shall organize discipline inspection and supervision bodies or special enrollment supervision bodies to conduct investigations in the case of reports of violations of rules and disciplines, and shall make written replies in accordance with the regulations on letters and visits and relevant provisions.

Candidates or their guardians who are not satisfied with the policy interpretation made by colleges and universities may apply to the Provincial Education Examination Institute for review; If they are not satisfied with the conclusion of the review, they may submit a review to the Provincial Education Examination Institute or the higher level organ of the administrative department of education in accordance with the relevant provisions.

XIII. Supplementary Provisions

71. Ordinary colleges and universities jointly recruiting overseas Chinese, Hong Kong, Macao, and Taiwan students are to be implemented in accordance with relevant provisions.

The approved special types of enrollment in some colleges and universities shall be implemented in accordance with the relevant regulations of the Ministry of Education and the Provincial Department of Education.

The examination work of the national unified examination shall be stipulated by the Provincial Education Examination Institute in accordance with the relevant regulations of the Ministry of Education and in combination with the actual situation of our province.

72. The enrollment measures for ordinary colleges and universities to recruit fresh graduates from secondary vocational schools and fresh graduates from ordinary colleges and universities to enter undergraduate studies are to be implemented in accordance with relevant provisions.
