A few days ago, Wang Moumou, former secretary of the general party branch of Qingyan Village, Dashi Town, Lizhou District, Guangyuan City, Sichuan Province, said after receiving the punishment decision issued by the Dashi Town Discipline Inspection Commission: "If you are slack in your thinking, you are prone to problems, and I really regret it!"
Previously, Lizhou District implemented the rural "toilet revolution" whole village to promote the demonstration village construction project, and Wang Moumou was responsible for the new (re)construction project of harmless sanitary toilets in rural areas of 149 villagers in Qingyan Village. However, Wang Moumou was perfunctory in the process of farmer declaration, construction, project acceptance, etc., resulting in the project funds being falsely claimed by people who did not meet the conditions for subsidies. In the end, Wang Moumou was punished with a serious warning from the party.
Since the beginning of this year, the Lizhou District Commission for Discipline Inspection and Supervision has paid close attention to the key links, key groups and key positions of rural revitalization, giving full play to the linkage mechanism of "room group and place", focusing on project implementation, agricultural technical services, fund allocation, policy implementation and other aspects to carry out precise supervision, so as to ensure that the field of rural revitalization is clean and upright.
Grassroots cadres play an important role in rural revitalization. The district has taken multiple measures to strengthen the responsibility of grassroots party members and cadres and promote the standardized performance of duties. It has launched online and offline platforms such as "clean and honest Lizhou" code supervision to broaden the channels for mass supervision; sorted out a list of 12 village (community) matters, and produced a "Manual for the Supervision of the Operation of Small and Micro Powers", so that village cadres can "act according to orders" and "fulfill their responsibilities according to the map"; and selected and matched the "four-in-one" supervisors of villages (communities), and clarified 7 types of key supervision objects and 8 ways to perform their responsibilities. At the same time, the discipline inspection and supervision organs in the district have strictly supervised the enforcement of discipline and accountability, and since the beginning of this year, 5 cases of violations of discipline and law in the field of rural revitalization have been investigated and punished.
