On April 26, 2024, the Xuzhou Intermediate People's Court publicly pronounced a verdict on the case of accepting bribes and embezzlement of public funds by Zhong Fengbi, former deputy secretary of the Party Working Committee and former director of the Management Committee of the Huai'an Economic and Technological Development Zone, and sentenced the defendant Zhong Fengbi to 11 years and six months in prison and a fine of 1 million yuan for accepting bribes, and sentenced him to 6 years in prison for embezzlement of public funds, and decided to enforce the sentence of 13 years imprisonment and a fine of 1 million yuan;
After trial, it was ascertained that from 2009 to 2022, the defendant Zhong Fengbi took advantage of his position as deputy secretary of the Party Working Committee and director of the Management Committee of Huai'an Industrial Park in Jiangsu, secretary of the Qingjiangpu District Party Committee of Huai'an City, deputy secretary of the Party Working Committee and director of the Management Committee of Huai'an Economic and Technological Development Zone, and other positions to provide relevant units and individuals with financing intermediary business undertaking, project contracting, financing loans, provided assistance in project construction and other aspects, and illegally accepted property from others totaling 46,062,200 yuan, and had actually obtained 8,906,515 yuan at the time of the case. From 2013 to 2014, Zhong Fengbi took advantage of his position as secretary of the Party Working Committee and director of the Management Committee of Jiangsu Huai'an Industrial Park to personally decide to lend 18 million yuan of public funds from state-owned companies under the park to other units for business activities and seek personal benefits.
The Xuzhou City Intermediate People's Court held that defendant Zhong Fengbi's conduct constituted the crime of accepting bribes and embezzlement of public funds, and that the amount of bribes accepted was particularly huge, and the circumstances of the misappropriation of public funds were serious. In view of the fact that Zhong Fengbi was able to truthfully confess his crimes after being brought into the case, took the initiative to confess some of the facts of the crime of accepting bribes that the case-handling organs had not yet grasped, some of the attempted crimes of accepting bribes, pleaded guilty and accepted punishment, and all illegal gains had been recovered, he may be given a lighter punishment in accordance with law. The Court accordingly rendered the above judgment.
