After the first case was tried in accordance with the legal procedures, Comrade Zheng Xueping, member of the party group and vice president of the Xishui Court, and the judge who undertook the case, gave a detailed explanation of the basic principles of administrative law and the concept of administrative law enforcement, and interacted with the on-site personnel.
Judge Zheng Xueping explained the basic principles that should be followed in administrative punishment in combination with trial practice and typical cases, emphasizing the issues that should be paid attention to in the process of law enforcement, and especially pointed out that in the process of law enforcement, it should be handled in strict accordance with the procedures prescribed by law, and the legitimate rights of the parties should be fully protected. At the same time, Zheng Xueping pointed out that the response and defense of administrative organs must be completed within the statutory time limit, and the responsible persons of administrative organs should also appear in court to respond to litigation in strict accordance with regulations, earnestly implement the requirements of judicial recommendations, actively cooperate with the people's courts to resolve administrative disputes, and conscientiously fulfill the judgments of the people's courts.
Subsequently, Hu Haijun, member of the adjudication committee of the Xishui Court and president of the administrative trial court, presided over the trial of Mei Shiying's administrative litigation case. In the course of the trial, Comrade Hu Haijun, the presiding judge, focused on the legality of the administrative act being sued, and integrated the relevant concepts of administrative law enforcement and administrative laws and regulations into the case, bringing practical and effective guidance to the observers. The police who attended the court heard the whole process of the court trial, more intuitively understood the probative effect of all kinds of evidence and the key elements that constitute the evidence chain, and truly felt the important role of strict law enforcement procedures and interlocking evidence materials in the process of law enforcement and case handling.
