I carefully read the notice on his punishment, and the reason why he was punished was because he had serious problems with his work attitude. For this, I do not deny that in a sense, the punishment of Ji Yunhao is his own fault.
And the reason why I want to apologize to Ji Yunhao is because there was a serious deviation or even a mistake in my understanding of him at the beginning.
Back 20 years ago, a piece of more than 5,000 acres of barren grassland, which can even be called gravel land and barren beach land, was contracted by the Zhang brothers (including 110 acres of arable land).
Some netizens calculated that the contracting fee per mu of land was only four yuan. Personally, I don't express any opinion on this price, because we don't know what happened 20 years ago. It is not known whether there are villagers who want to cover that piece of land at the same time but can't.
Since we don't know, let's not talk nonsense. The contract of the Zhang brothers to contract this land clearly stipulates that the purpose of this land is pasture, and I will not explain what pasture is.
In fact, if the Zhang brothers had fulfilled the contract conscientiously, nothing would have happened in the future. Let's imagine that the Zhang brothers can raise cattle and sheep and harvest pasture grass on this barren beach or barren grassland. Personally, the overall income will not be too bad, at least it will be much higher than the income of ordinary farmers, after all, the owner of more than 5,000 acres of land, we can call it a rancher.
However, things did not develop in the direction stipulated in the contract, and the contractor began to transform the wasteland into arable land, and then issued a contract to the outside world, and the current contract price is 700 yuan per mu. I don't care about how much price difference there is, and I won't mention how much the Zhang brothers invested during this period. I'll just say two things:
First, is this a breach of contract?
Can we simply call a breach of contract?
Second, is such a grassland barren beach really suitable for conversion into arable land?
I read the comments of several netizens about the local precipitation, because the data is not uniform, it is inconvenient to quote here. But one thing is for sure, the precipitation is really not high.
Then the problem arises, the transformation of arable land and the cultivation of arable land must use water. Where does this water come from, if not sufficient, when natural precipitation is scarce, and will groundwater be pumped in large quantities?
If a large amount of groundwater is pumped out, will it cause secondary or even tertiary damage to the land? Will desertification be more serious after the contract period ends?
Of course, I do not deny that this situation may still be very common in the local area, and the relevant departments at the national level have also made policy adjustments to this, which is the second and third adjustment of the land mentioned in the news.
In other words, there is a policy basis for the fees charged by the relevant departments after the change of land use.
Therefore, the matter of charging fees is by no means an act of Ji Yunhao personally or even the local village or department. To sum up, there are specific historical reasons and policy bases for charging large planter contractors.
On the premise of not denying that there are serious problems in the work attitude of Ji Yunhao and others, I think that the performance of Ji Yunhao and others is to perform their duties conscientiously.
From this point of view, everyone who has scolded him in the past, including me, should apologize to him.
