What are the main contents and outstanding features of the newly revised "Regulations"?

The newly revised "Regulations" have a total of 8 chapters, 47 articles and more than 6,600 words. The content is divided into three main sections:

The first chapter is the general provisions, which constitute the first section, which mainly clarifies the purpose and basis of the regulations, and expounds the guiding ideology, basic principles, supervision content, supervision objects, supervision methods, and other important issues such as strengthening self-supervision and building an intra-party supervision system. Stressing that trust cannot replace supervision, the focus of intra-party supervision is to solve the problems of weakening the party's leadership, the lack of party building, and the ineffectiveness of comprehensively and strictly administering the party, and the key objects of supervision are the party's leading organs and leading cadres, especially the principal leading cadres.

Chapters 2 to 5 constitute the second section, which is the main part of the Regulations, which respectively stipulates the supervision responsibilities of the four types of supervision subjects and the corresponding supervision systems. The second chapter is the supervision of the party's central organizations. The establishment of a separate chapter on the supervision of the Party's central organizations is a breakthrough in the trial regulations and reflects the Party Central Committee's example and leadership. This chapter mainly stipulates the supervisory responsibilities of the Party Central Committee, the Political Bureau of the Central Committee, the Standing Committee of the Political Bureau of the Central Committee, and the members of the Central Committee and the Political Bureau of the Central Committee. In view of the problems of discipline violations among the party's senior cadres, it is clearly stated that members of the Central Committee must resolutely resist and report in a timely manner if they discover that other members have violated the party constitution and undermined party discipline, so as to resolutely safeguard the centralized and unified leadership of the party Central Committee. The third chapter is the supervision of the party committee (party group), which is the focus of the entire "Regulations", focusing on the implementation of the main responsibility of the party committee (party group) in the supervision of the party, from the strengthening of daily management supervision, inspection and supervision, serious organizational life, intra-party talks, inspection and assessment, accountability and integrity, personal important matters report, major matters of intervention records and other aspects of clear supervision responsibilities and measures. Clarify the supervisory responsibilities of the Party's work departments, and strengthen supervision of the principal responsible persons of Party organizations. The fourth chapter is the supervision of the Party's Discipline Inspection Commission, which puts forward supervisory responsibilities and systems in such areas as maintaining the Party Constitution and Party rules, strictly enforcing political discipline and political rules, stationing supervision, early detection and early reporting, accepting letters and visits, and "replying to opinions on Party style and integrity" in the selection and appointment of cadres, interviews and inquiries, discipline enforcement review, and notification and exposure. Emphasize the implementation of a dual leadership system for discipline inspection work, and strengthen the leadership of higher-level discipline inspection commissions over lower-level discipline inspection commissions. Chapter 5 is the supervision of the Party's grass-roots organizations and Party members, which mainly stipulates that the Party's grass-roots organizations should play the role of a fighting fortress, supervise the earnest performance of Party members' obligations, maintain and enforce Party discipline, and regularly report the situation to the higher-level Party organizations and put forward opinions and suggestions. It is emphasized that Party members should exercise their rights with a highly responsible attitude and strengthen democratic supervision over the Party's leading cadres.

Chapters 6 to 8 form the third section. Chapter 6 is a combination of self-supervision and external supervision, which mainly stipulates the relationship between intra-party supervision and supervision by relevant state organs, democratic parties, society, and public opinion. It is emphasized that Party committees at all levels should support and ensure that other supervisory entities carry out supervision in accordance with laws and regulations, and make procedural provisions for the coordination and connection of intra-Party supervision and other supervision. Chapter VII is rectification and safeguards, which respectively make provisions on categorical disposal, implementation of rectification, accountability, and protection of the rights of supervisors and supervision objects. Put forward clear requirements for Party organizations to carry out rectification work, and strictly hold them accountable for non-performance of their responsibilities. Chapter 8 is the supplementary provisions, which mainly include the authorization provisions, the interpreting authority, the implementation date, etc.

The revised "Regulations" mainly have the following characteristics:

First, highlight the respect for the party constitution and focus on the comprehensive and strict governance of the party. The party constitution is the fundamental law within the party and the fundamental basis for carrying out intra-party supervision. The 18th Party Constitution adopted by the 18th National Congress of the Communist Party of China mentions "supervision", which puts forward principled requirements for adhering to democratic centralism and clarifying the focus of intra-Party supervision. The "Regulations" take the Party Constitution as the fundamental observance, refine and concretize the relevant requirements, highlight the political nature of intra-Party supervision, and closely focus on adhering to the Party's leadership, strengthening Party building, maintaining the Party Constitution, Party rules and Party discipline, implementing the Party's theories, lines, principles and policies, implementing the responsibility of comprehensively and strictly governing the Party, and strictly enforcing Party discipline, especially political discipline and political rules.

Second, highlight the "two around" and strengthen the spirit of responsibility. "Two around", that is, around the theory, ideology, system construction system, around power, responsibility, responsibility design system. Power is responsibility, and responsibility must be assumed. At present, the various problems existing in intra-party supervision have a great deal to do with the failure to carry out the responsibility of supervision. The "Regulations" adhere to the equality of power and responsibility, with supervision responsibility as the main axis, according to the division of the Party Constitution into the main body of the Party's work, clarify the supervision responsibilities of the Party's central organization, Party committee (Party group), Party discipline inspection commission, Party grassroots organizations and Party members, and stipulate the supervision responsibilities of the Party's work departments. At the same time, it has made clear provisions on the handling of problems and clues found in supervision, requiring serious accountability for ineffective correction of errors and rectification, and efforts have been made to improve the mechanism for discovering problems and correcting deviations. These regulations constitute a strict system of intra-party supervision, which has both substantive content and supervision guarantees, and is conducive to promoting party organizations at all levels and their responsible persons to shoulder the main responsibility, widen their eyes, stretch their ears, grasp small problems as early as possible, prevent small problems, and implement intra-party supervision.

Third, it is necessary to give prominence to democratic centralism and safeguard the party's centralism and unity. Upholding democratic centralism is the core of strengthening intra-party supervision. At present, the problem of insufficient democracy and insufficient centralization coexists. The key to solving these problems lies in truly tightening and enforcing democratic centralism in accordance with the requirements of strictness. To strengthen intra-party supervision, it is necessary to organically combine centralization on the basis of democracy with democracy under centralized guidance, and give full play to the supervisory role of the higher levels over the lower levels, between the same levels, and between the lower levels and the lower levels over the higher levels. The "Regulations" implement the overall requirements of democratic centralism throughout the system, emphasizing that the authority and responsibility of intra-party supervision first come from the party organizations, and that it is necessary to correctly centralize and strengthen the supervisory responsibilities of party organizations and leading cadres from top to bottom; they also respect the status of party members as the main body, give play to the role of mutual supervision at the same level and democratic supervision from the bottom up, and realize the unity of power and responsibility, rights and obligations.

Fourth, highlight the key minority and focus on the number one. This is determined by the position of the leading cadres. The "key minority" plays a key role in promoting the various undertakings of the party and the state, managing the team well, and leading the team. On the other hand, leading cadres violating discipline and law will cause greater damage to the party and have a worse impact. The "Regulations" clearly regard "the party's leading organs and leading cadres, especially the principal leading cadres" as the key objects of intra-party supervision, and require "strengthening the supervision of the principal responsible persons of the party organizations and leading cadres in key positions".

Fifth, highlight the problem orientation and pay attention to pragmatism and effectiveness. Don't be greedy for perfection, what problems to solve, augmented reality targeting. Taking into account the necessity and feasibility, refining effective practices, putting forward specific tricks, and enhancing operability.
