U.S. Secretary of State Antony Blinken recently arrived in China for a three-day visit. During the visit, there was widespread concern about the purpose of Blinken's trip and the results it might bring.
Prior to Blinken's arrival, a variety of information had leaked that one of the topics of the U.S. visit involved that some of the Russian weapons and armaments found during the Russia-Ukraine war may have originated in China. It is reported that the United States may put pressure on China on this issue.
Prior to Blinken's departure, there were reports that the United States was considering sanctions against Chinese banks and even intended to separate China's banking system from those in the West. After this kind of news broke, it was considered a common tactic for the United States to exert pressure in foreign negotiations. However, the United States ultimately decided not to take such measures and publicly stated that such actions were not implemented.
Against this backdrop, Blinken's visit to China was motivated by the hope of achieving his goals, but it is clear that the Chinese side does not share this. Prior to Blinken's visit to China, China had set five main goals. First of all, the Chinese side demands that the US side correctly understand the essence of China-US relations. If the U.S. side takes a confrontational attitude, China will respond in the manner of an adversary, and if the U.S. side shows a willingness to cooperate, the two sides can explore cooperation matters. In addition, the Chinese side stressed the need to effectively manage the differences between the two sides.
The Chinese side pointed out that if Blinken fails to put forward specific plans or measures during this visit, or fails to show that the United States responds to the consensus reached by the Chinese and US heads of state in San Francisco last year, then the Chinese side may not show a tolerant attitude. At the same time, the Chinese side has made it clear that the Taiwan Strait is China's core interest and a red line that cannot be crossed.
Prior to Blinken's visit to China, the U.S. government had already taken an important step. The U.S. Congress passed a bill that would require TikTok to decouple from its parent company, ByteDance, and stipulate that the business must be sold to the U.S. party. The bill, which has been signed into law by the President of the United States and has been chosen to become law on the eve of Blinken's visit to China, stipulates that TikTok must complete the sale within more than 200 days or face a ban.
This decision introduces additional complications to Blinken's visit to China, which could affect exchanges and cooperation between the two sides. Against this background, the Chinese side will closely observe the actual actions of the US side, and not just its words.
Therefore, whatever steps Blinken takes prior to his visit, including attempts to create leverage to exert pressure, these actions and their context could adversely affect his trip to China. If Blinken is unable to negotiate or communicate with his Chinese side in a respectful, equal, and pragmatic manner, the outcome of his visit may be limited, and he may even risk not achieving any substantive results.
