It is difficult to recruit soldiers in Ukraine, and many men have already fled to EU countries. These EU countries, out of humanitarianism, are simply not willing to send these people back to Ukraine to go to war to become cannon fodder. In this state, the attitude of the EU countries themselves is important.
The Polish Defense Minister pointed out that he is preparing to repatriate Ukrainian strongmen in Poland, that is, young adults of Ukraine. I believe this is a good thing for Ukraine. The reason why Poland wants to repatriate these Ukrainian men of appropriate age is to prevent these Ukrainian men, especially Ukrainian citizens, from becoming refugees and causing greater losses to the Polish state. They don't care if these people return to Ukraine or not to become cannon fodder on the battlefield, they only think about their own interests, and there is nothing wrong with that.
But other countries in the European Union, including Germany, have already stated that they will not repatriate Ukrainian refugees. Because the repatriation of Ukrainian refugees violates the country's refugee law, which is to protect these people from humanitarian catastrophe.
If Poland sets such a bad precedent, there are certain variables in whether other EU countries will also be pressured by the Ukrainian government to repatriate these people.
Why didn't the Ministry of Defense of Ukraine issue conscription orders to Ukrainian men living abroad? Why didn't these countries cooperate in the repatriation of Ukrainians? The Ministry of Defense of Ukraine pointed out that it was unrealistic to issue conscription orders for Ukrainian men from other countries. After it is issued, is it useful that these people do not come back? A conscription order is issued, and some people who do not obey the order can use the powerful departments in Ukraine to forcibly escort the people in the ditch to the barracks to serve. But if these people themselves are in the EU countries, the powerful departments will not be able to cover them at all, so there is no way to forcibly pull these people to the barracks and to the battlefield.
It's not that the Ministry of Defense of Ukraine doesn't want to issue a conscription order to Ukrainians abroad, but that it has no effect if it has issued a conscription order. Therefore, Ukraine can only plead with EU countries to repatriate these people to Ukraine, and then issue a conscription order to them to be more effective. This shows that Ukraine is relatively short of soldiers, which is also a basic fact.
